The Weld County Council met in regular session in full
conformity with the Weld County Home Rule Charter at
401 N. 15th Avenue, Greeley, Colorado, on Wednesday, April 20,
1977 at 1:30 P.M.
ROLL CALL: The meeting began with an invocation by Nancy Clark, President.
The following members were present:
Nancy Clark, President
Bob E. White, Vice President
John T. Martin, Councilman
Floyd Oliver, Councilman
Bob Martin, Councilman
Also present: Mary Ann Feuerstein, Clerk 8 Recorder; Don Bower,
Sheriff; Herbert Hansen, Assessor; Mike Loustalet, Treasurer;
Juanita Allen; several members of the press; and secretary
Bonnie Hickman.
MINUTES: The minutes of April 6, 1977 were approved by motion of John
Martin and second by Bob Martin. Motion carried unanimously.
REPORTS
COUNCIL MOVE: The secretary reported the Council will be moving Thursday,
April 21 to the former Printing and Supplies office on the first
floor of the Court House. The new phone number is 356-4000,
extension 482.
CONFLICT OF INTEREST: Nancy Clark stated that letters were sent to United
States Congressman James Johnson, State Senators and Representatives,
Common Cause, and Boulder County requesting information on conflict
of interest. Nothing has yet been received.
RESIGNATION: Nancy Clark read a letter from the Council secretary, Bonnie
Hickman, noting her resignation effective June 1. The Council
has requested a replacement through the Personnel Department.
CORRESPONDENCE - LOUSTALET: Nancy Clark mentioned receiving a letter from
Mike Loustalet, County Treasurer, requesting the Council 's opinion
on a pos'Sible conflict of interest.
COUNTY ELECTED OFFICIALS: Four elected county officials, Mary Ann Feuerstein,
Don Bower, Herbert Hansen and Mike Loustalet discussed salary
increases with the Council. Each official discussed their

justifications in requesting a salary increase. They felt their
greatest concern was that appointed officials and even members
of their own staff receive more than they. Herbert Hansen men-
tioned a bill currently in the legislature that would set Weld
County Treasurer's salary at $23,700. He felt this was a good
guide for the Council to follow. They also compared their salaries
with private citizens doing the same amount of work. They felt
that they had a great deal of liability and responsibility in
their particular jobs which warranted a substantial pay raise.
Each stated what they considered a fair salary for their position:
Mrs. Feuerstein and Mr. Loustalet - $22,000, Mr. Bower - $22,500,
and Mr. Hansen - $23,700.
Among other areas discussed were vacation allowance, cost of
living increase, gas mileage allowance, hours of work per week,
and job responsibilities. Nancy Clark said the Council will
attempt to set their salaries before the end of 1977.
Discussion followed on the subject of conflict of interest. Mr.
Loustalet remarked that a conflict seems to arise for everyone of
the elected officials in some area or another. He felt there needs
to be some interpretation of the Charter's section on conflict of
interest.
Nancy Clark asked Mrs. Feuerstein when the Council would process
a sample precinct from the November 1976 election to complete their
study of the election problems. Mrs. Feuerstein answered that
no one is allowed to process a sample precinct after the election,
according to the Secretary of State. Nancy Clark asked for a
letter verifying that decision, since the Council was previously
told they had to wait a six month period before doing so.
The Council also asked if their monthly meetings with the
Commissioners were beneficial. Several remarked that they are
beginning to see some benefits.
There being no further business, the meeting was adjourned by the president,
Nancy Clark.
