HomeMy WebLinkAbout760536.tiff RESOLUTION RE: HIGH PLAINS PUBLIC LIBRARY SYSTEM SPACE-SHARING IN WELD COUNTY CENTENNIAL CENTER. WHEREAS, the Board of County Commissioners of Weld County, Colorado, established a special Library Fund for the Weld County Library in 1955; and WHEREAS, the Board believes it to be in the best interests of Weld County, Colorado, to continue to receive a Six Hundred Dollar ($600. 00) annual payment from High Plains Public Library System to Weld County for library purposes; and WHEREAS, the Board believes it to be in the best interest of Weld County, Colorado, to make available to the High Plains Public Library System office space of approximately 200 square feet in the Weld County Centennial Center for library purposes only so long as same is not needed for county governmental purposes; and WHEREAS, the Board and the High Plains Public Library System understand, agree, and stipulate that the High Plains Public Library System shall occupy such space at no expense to Weld County; and WHEREAS, it is further understood and agreed by High Plains Public Library System that said System shall deliver possession of said premises upon -3O days written notice to vacate said premises; and WHEREAS, it is further understood and agreed by High Plains Public Library System that said System shall pay for all telephone, postage, photocopy, any computerized fiscal report services, or other services on a cost basis, NOW, THEREFORE, BE IT RESOLVED, that the Board of County Cornntisstoners of Weld County, Colorado, be, and hereby is authorized to enter into an agreement containing and expressly conditioned upon the considerations expressed in this Resolution, and that approximately 200 square feet of office space in the Weld County Centennial Center shall forthwith be made available to the High Plains Public Library System for library purposes so long as such space is not needed by Weld County for governmental purposes. BE IT FURTHER RESOLVED that the rent to be paid Weld County by High Plains Public Library System for the rental of said space in the Weld County Centennial Center shall be the sum of Six Hundred Dollars ($600. 00) per year. Aezi-t-e_,-7-Special Le a Coin ht cc Qs- __ iiii, € 760536 AGREEMENT THIS AGREEMENT, made and entered into this 23rd day June of 7, A.D. , 1976, by and between the HIGH PLAINS REGIONAL LIBRARY SYSTEM (hereinafter called High Plains) and WELD COUNTY, COLORADO (hereinafter called the County) . WITNESSETH, that in consideration of the payments as hereinafter provided and the keeping and performance of each of the covenants and agreements of the parties contained herein, the parties hereto covenant and agree as follows: 1. The County agrees to provide High Plains with approximately Two Hundred (200) square feet of office space in Weld County Centennial Center. 2 . The County agrees to provide High Plains personnel access to meeting and conference rooms in Weld County Centennial Center as may be mutually convenient, provided that such space is available and not otherwise scheduled for County use. 3. The County agrees to provide access for High Plains personnel to the space reserved for High Plains use at all reasonable times. 4. The County agrees to permit the deposit of High Plains funds acquired from public and other sources into the Weld County Special Library Fund. 5. The County agrees to provide procedures and implement a system for the handling of High Plains purchase orders, invoices, and to permit the drawing of approximately between 400 to 500 warrants annually, including payroll warrants. 6 . The County agrees to provide accounting procedures for High Plains funds which will produce monthly financial reports including amounts budgeted and expended, and encumbered and unencumbered balances. 7. The County further agrees to provide High Plains with the following: a. Use of postage meter and mailing facilities; b. Access to and use of photocopy facilities; c. Two (2) telephone extensions into central switch- board and access to County WATS telephone lines; d. Permission to purchase office supplies through Weld County; e. Permission to use Weld County offset printing and related services. 8 . High Plains agrees to pay for all County services mentioned in this Agreement and/or other related services on a cost basis, as billed to High Plains by the County. 9. High Plains agrees to pay to the County the sum of Six Hundred Dollars ($600. 00) per year for the rental of the space designated hereinabove. Such payment shall be made in equal monthly installments of Fifty Dollars ($50.00) beginning on or before the fifteenth (15th) day of August, 1976, and continuing on or before the fifteenth (15th) day of each and every month thereafter during the term of this Agreement. 10. The term of this Agreement shall be from year to year unless sooner terminated pursuant to Paragraph 11 hereof. 11. The parties hereto agree that either party may terminate this Agreement upon delivery of sixty (60) days ' written notice of intention to terminate to the other party. Peterson, Chairperson of High Plains Regional Library System Council -2- b:.ls( j All June 8, 1976 Mr. Barton Buss, Director Weld County Department of Management 6: Budget Greeley, Colorado 80631 Dear Mr. Buss: On June 7, the Executive Committee of the System Council elected to request from the Weld County Commissioners access to office space, fiscal and administrative support services, pursuant to our recent discussions. As you will remember, the System requires in the coming year at least cwo o slices of not less titan 160 square feet each, In addition, the System needs access _o photocopy (3,060 copies annually) and mailing (4,300 items annually) equipment, arts central telephone switchboard services. These facilities should he in proximity to the office space. The Executive Committee would also like to further explore the possi- bility streamlining our fiscal control procedures. System funds are presently deposited in the "Weld County Library Special Fund". It would be very help- ful if we could go to a purchase order system, comouterize our account, and thereby obtain monthly financial reports. It is our understanding that the County might be able to provide access to the space and services for the $600 annually being -paid to the Weld County Library. Of course, the System would pay on a cost basis for telephone, postage, photocopy and any computerized fiscal support services. Please transmit our request to the Commissioners. The System is willing to become party to a formal contract or will consider a simple letter of intent from the County as a sufficient agreement.
