Several bores were conducted on the Northeastern property and subsequent holes were bored on the western property where the dairy was eventually constructed. Field tech reports from the installation and initial readings of these holes are attached. One abnormality was noticed on hole #6. This observation hole was drilled with a 2" auger and the initial depth reading was 10.8ft. Subsequent readings approximately 11 days later showed the water elevation at 17.7ft. This discrepancy in water level measurements did cause a small concern prior to construction. To verify actual water level prior to construction staking I personally measured the water depth on April 12, 2007 to verify the depth. Depth to groundwater was observed at 21.3ft on this date. It was determined that the 10.8ft reading was a mis-reading due to the hole being drilled and measured the same day. Pre -construction groundwater readings from various seasons and an as -built survey of the ponds indicate that there is greater than the 4 ft setback from the liner to seasonably high groundwater. This setback meets the requirements of the old version of Regulation 5 CCR 1002-81.5(6) which was applicable when the ponds were constructed, and also meets the new version of 5 CCR 1002-81.8(6) adopted June 30, 2008. Regarding USR-1583 Great Western Dairy meeting prior to recording the plat conditions, they haven't applied for a CAFO Discharge Permit (Condition F.) and haven't provided us with any information demonstrating that the ponds meet the setbacks to groundwater and wells (Condition E.). I apologize for the delay in getting this sent to you. Following your inquiry and a review of the client files, it was discovered that a certified liner certification was never obtained following final installation of the synthetic liners this last spring. The overall 1 system appears to be working: as designed. Please contact me should you need any additional information. I will send a hard copy to your office today as well. Were they submitted? If not, please submit them by Friday, December 19, 2008. We have an inquiry from Weld County about the liners and also need to have the certs in our files.
