RE: APPROVE APPLICATION FOR VICTIM ASSISTANCE AND LAW ENFORCEMENT
(VALE) GRANT FOR VICTIM SERVICES UNIT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for a Victim Assistance and
Law Enforcement (VALE) Grant for the Victim Services Unit from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Weld County Sheriff's Office, to the VALE Board, with terms and conditions being as stated in said
application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for a Victim Assistance and Law Enforcement (VALE) Grant
for the Victim Services Unit from the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, to the
VALE Board, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 9th day of February, A.D., 2009.

I. JUSTIFICATION
1. Briefly state the purpose of this VALE grant application.
The purpose of this VALE grant is to provide our victim
service agency with some things that will help us respond more
quickly to our victims. Officers and Deputies would like for us
to respond as quickly as possible due to the heightened emotions
that critical incidents can induce. With the items that we are
asking for I believe that we could be able to accomplish this and
enhance our service to victims.
2. What are your goals and objectives for this grant application? Please be specific.
GOAL 1 - To expedite our response time when responding to a
scene.
a. OBJECTIVE 1 - to purchase 2 portable GPS navigation systems
to put in the new victim service cars.
b. OBJECTIVE 2 - to purchase 1 additional law enforcement
radio so that both paid personnel can have a radio to take
home.
c. OBJECTIVE 3 - to purchase 3 additional complete sets (one
infant, one toddler and one booster) of car seats for the
areas of service.
GOAL 2 - To provide information packets to victims that gives
them education, resources and referrals.
a. OBJECTIVE 1 - to purchase 1 new printer for the victim
service office
3. What is your time frame for implementing your goals and objectives? (NOTE: Funds
awarded must be spent by June 15, 2009)
The purchase of all items could be right away. The
radio would take a couple of months to get in after being
ordered. The GPS systems could be purchased immediately and be
used in personal vehicles until our new county vehicles arrive,
which as I understand should be around May. The car seats should
be purchased and put in each office so that they are ready for
use right away. The printer is also something that is needed
right away as I am hand feeding the sheets of paper one at a
time when printing!
4. Who will benefit from this grant application and how will it affect your services to
victims of crimes?
Victims would benefit from our services in a quicker time
frame if we are able to hear calls on the radio and then plug in
the address of where we are going in a GPS navigation system.
It is also nice when officers or deputies have to transport
children - to have a variety of car seats. We have had a couple
of situations when we have needed more then the original set of
car seats we currently have. The additional car seats would be
wonderful and when needed by victims, are priceless. The
printer would be for the benefit of every victim who receives a
packet from us.

5. How will you measure the success of this grant?
Success of this grant would come when we are able to
communicate with officers/deputies via the radio directly, thus
letting the victim know that we are on our way and when the GPS
helps us to navigate quickly to the victims. The car seats are
not a high use item but when needed, they are such a needed
tool. The printer would be a time saver for us in the office
because we don't have to manually feed the printer!
6. How does this grant request relate to victim services and/or law enforcement needs
outlined in the VALE statute? See C.R.S. 24-4.2-105 (4) (a - m)
As outlined in 24-4.2-105 I believe that this request falls
under several areas listed. (a) Provision of services for early
crisis intervention. (c) Referral of victims to appropriate
social service and victim compensation programs and assistance
in filling out forms for compensation. (c.5) Assistance
programs for victims and their families. (d) Education of
victims and witness about the operation of the criminal justice
system (f) notification to the victim of the progress of the
investigation, the defendants arrest, subsequent bail
determinations, and the status of the case. (g) Intercession
with the employers or creditors of victims or witnesses. (h)
Assistance to the elderly and to persons with disabilities in
arranging transportation to and from court and (m) special
advocate services.

Be certain to designate the appropriate persons as signing authorities.
Project Director: The Project Director is the individual who will oversee the day-to-day management of the VALE project.
The project director must be a person other than the authorized official or the financial officer.
Financial Officer: The Financial Officer is the person who will be responsible for fiscal matters relating to the project and is
ultimately in charge of accounting, management of funds, verification of expenditures and grand financial reports. This must
be an individual other than the project director or authorized official.
Authorized Official: This is the individual authorized to enter into legal contracts on behalf of the applicant agency. The
authorized official must be a person other than the project director or the financial officer.
In local units of government, the Authorized official is usually the city council president or city manager, district attorney,
mayor and/or chair of county commissioners.
At the state level, the Authorized Official is the Chair of the Board of Directors.
For private non-profit agencies, the Authorized Official is the Chair of the Board of Directors.
NOTE: If someone other than the AUTHORIZED OFFICIAL as described above has been delegated the authority to enter into
contractual agreements such as this grant, you must provide official documentation of delegation (such as bylaws or resolutions)

. Allocation of moneys from fund - application for grants - disbursements.
(4) The board is authorized to enter into contracts for the purchase and coordination of victims and
witnesses assistance services with persons or agencies which the board deems appropriate. Victims and
witnesses assistance services may be used for the following:
(a) Provision of services for early crisis intervention;
(b) Provision of telephone lines for victims and witnesses assistance;
(c) Referral of victims to appropriate social service and victim compensation programs and
assistance in filling out forms for compensation;
(c.5) Assistance programs for victims and their families;
(d) Education of victims and witnesses about the operation of the criminal justice system;
(e) Assistance in prompt return of the victims' property;
(f) Notification to the victim of the progress of the investigation, the defendant's arrest, subsequent
bail determinations, and the status of the case;
(g) Intercession with the employers or creditors of victims or witnesses;
(h) Assistance to the elderly and to persons with disabilities in arranging transportation to and from
court;
(i) Provision of translator services;
(j) Coordination of efforts to assure that victims have a secure place to wait before testifying;
(k) Provision of counseling or assistance during court appearances when appropriate;
(1) Protection from threats of harm and other forms of intimidation; and
(m) Special advocate services.
