The Weld County Public Works Department has reviewed this proposal. Staff comments made during this
phase of the process may not be all-inclusive, as other concerns or issues may arise during the remaining
application process. Issues of concern must be resolved with the Public Works Department. Our comments
and requirements are as follows:
COMMENTS:
Weld County Road Classification Plan (FHU): (June 2002) WCR 96 and WCR 33 are local gravel roads
and require a 60 -foot right-of-way at full build out.
Our most recent ADT counts for WCR 36 between WCR 33 and WCR 35 reflect between 35 and 49 vehicles
taken in a 24 -hour period. Older counts are reflecting in the 30s. WCR 33 between WCR 96 and WCR 98
counts are also in the 30s.
Internal Roads: Off-street parking spaces including the access drive shall be surfaced with gravel or the
equivalent and shall be graded to prevent drainage problems.
he applicant needs to place on the plat drawing individual parking spaces adjacent to the new club house and
•ny other location designated for parking.
RV Parking: For the safety and convenience of the over night guests utilizing the RV parking spaces, all RV
spaces should be located at least 120 feet from the centerline of the drainage way. Additionally, the drainage
way must be shown on the plat drawing and labeled. All internal roadways and parking areas shall be graded
and drained to provide an all-weather access.
Site Plan: The applicant is indicating that there will be an archery range located on the plat. Please identify
this location and label it. Is the 25 -foot berm on the pistol/rifle ranges typical with all three sites? Please
provide a typical cross section identifying this item. Section 23-4-370 B1 Topography at 2 -foot intervals show
existing contours and proposed grades.
Traffic: The existing USR was reflecting 100 shooters per week. Of the proposed changes, the number will
increase to a maximum of 200 shooters per week. The applicant is indicating that shooter carpool to Great
Guns. The type of traffic generated would be passenger vehicles, delivery trucks 2-5 per month, and RV 5-10
per month. In reviewing the average daily traffic counts in the immediate area and routes, background counts
reflect less than 50 vehicles (in a 24 -hour period) except for the north route, WCR 89 between 31 and WCR
33. Our most current ADT reflects 83 taken in 2008. This is a more populated road. With the increase to the
200 shooters (maximum per week) and the background traffic, this does not trigger the 200 ADT per day
threshold.
Storm Water Drainage: Clay Kimmi, Storm Water Drainage Division, 970-304-6496, Ext 3750, has provided
a memorandum dated April 20, 2009 with comments and requirements on storm water drainage.

The Weld County Public Works Department has reviewed this proposal. Comments made during this phase of
the process may not be all-inclusive, as other concerns or issues may arise during the remaining application
process. This project falls primarily under the purview of the Use by Special Review Standards, Weld County
Code, Chapter 23, Article II, Division 4, Section 23. Our comments and requirements are as follows:
COMMENTS AND REQUIREMENTS:
Storm Water Drainage:
The historical flow patterns and runoff amounts will be maintained on site in such a manner that it will
reasonably preserve the natural character of the area and prevent property damage of the type generally
attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm
run-off.
The applicant must provide stormwater capture/quality feature utilizing the design methodology found in
Volume III, section 4.4.2, of the Urban Storm Drainage Criteria Manual. The PDF version of the document can
to found at www.udfcd.org. The calculations for the stormwater capture/quality feature shall be provided.
The applicant shall add a note to all plan sheets stating "Weld County will not be responsible for the
maintenance of drainage related facilities".
The drainageway bisecting the property has the potential for producing flash floods. For the safety and
convenience of overnight guests utilizing the RV parking spaces, all RV parking spaces shall be located at
least 120 feet from the centerline of the drainageway. Additionally, the drainageway must be shown on all plan
sheets.
Prior to the issuance of a grading permit, if more than 1 acre of ground is being disturbed, evidence from
the Colorado Department of Public Health and Environment must be submitted showing that they have issued
a stormwater construction permit.

Environmental Health Services has reviewed this proposal for expansion of a shooting
and sporting club. There is a septic system for the existing clubhouse which is sized for
120 people (SP -9600598). A new septic system will be installed at the proposed
clubhouse. Water is provided by an individual well and the application indicates that a
commercial well permit has been applied for. Food service facilities would also be
added which requires compliance with the Retail Food Establishment Rules and
Regulations. RVs will be required to self -contain sewage and dispose of all sewage at
an approved off site facility.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. In the event the septic system requires a design capacity of over 2,000 gallons of
sewage per day the applicants shall provide evidence that all requirements of the
Water Quality Control Division (WQCD) of the Colorado Department of Public
Health and Environment (specifically Policies WQSA-6 and WQSA-8 ) have been
satisfied. Evidence of compliance shall be provided to the Weld County
Department of Public Health and Environment. Alternately, the applicant can
provide evidence from the WQCD that they are not subject to these
requirements.
2. The applicant shall submit a dust abatement plan, detailing on site dust control
measures, for review and approval, to the Environmental Health Services, Weld
County Department of Public Health & Environment.
3. The applicant shall submit written evidence from the Colorado Division of Water
Resources, demonstrating that the well is appropriately permitted for the
commercial use.

4. In the event the facility's water system serves more 25 persons on a daily basis
the water system shall comply with the Colorado Primary Drinking Water
Regulations (5 CCR 1003-1). Evidence shall be provided to the Weld County
Department of Public Health and Environment that the system complies with the
Regulations.
5. The applicant shall submit a noise abatement plan for review and approval, to the
Environmental Health Services, Weld County Department of Public Health &
Environment.
6. The applicant shall submit a lead management plan. It is recommended that the
applicant follow suggestions as outlined in The United States Environmental
Protection Agency reference manual Best Management Practices for Lead at
Outdoor Shooting Ranges at http://www.epa.gov/region2/waste/leadshot.
7. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
We recommend that the following requirement be incorporated into the permit as a
condition that must be met one month prior to construction activities:
1. A stormwater discharge permit may be required for a
development/redevelopment /construction site where a contiguous or
non-contiguous land disturbance is greater than or equal to one acre
in area. Contact the Water Quality Control Division of the Colorado
Department of Public Health and the Environment at
www.cdphe.state.co.us/wq/PermitsUnit for more information.

We recommend that the following requirement be incorporated into the permit as a
condition that must be met prior to the issuance of the Certificate of Occupancy for the
proposed clubhouse:
1. An individual sewage disposal system is required for the clubhouse
and shall be installed according to the Weld County Individual Sewage
Disposal Regulations. The septic system is required to be designed
by a Colorado Registered Professional Engineer according to the
Weld County Individual Sewage Disposal Regulations.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
4. The applicant shall operate in accordance with the approved "waste handling
plan", at all times.
5. The applicant shall operate in accordance with the approved "lead management
plan", at all times.
6. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved "dust abatement
plan", at all times.
7. This facility shall adhere to the maximum permissible noise levels allowed in the
Industrial Zone as delineated in Section 14-9-30 of the Weld County Code.
8. Adequate handwashing and toilet facilities shall be provided for employees and
patrons of the facility, at all times.
9. Any septic system located on the property must comply with all provisions of the
Weld County Code, pertaining to Individual Sewage Disposal Systems.

10. RV units shall have self-contained sewage disposal and shall dispose of sewage
at an approved off -site facility.
11. A permanent, adequate water supply shall be provided for drinking and sanitary
purposes.
12. If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.
13. This application is proposing a well as its source of water. The applicant should
be made aware that while they may be able to obtain a well permit from the
Office of the State Engineer, Division of Water Resources, the quantity of water
available for usage may be limited to specific uses, i.e. domestic use only, etc.
Also, the applicant should be made aware that groundwater may not meet all
drinking water standards as defined by the Colorado Department of Public Health
and Environment. We strongly encourage the applicant to test their drinking
water prior to consumption and periodically test it over time.
14. The operation shall comply with Colorado Retail Food Establishment Rules and
Regulations governing the regulation of food service establishments.
15.All activities at this site shall comply with the rules and regulations of the National
Skeet Shooting Association, the American Trap Association, and the Colorado
Division of Wildlife.
16. The site shall use only commercially manufactured targets produced for the
purpose of recreational shooting. The targets used shall be considered non-
toxic.
17. The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.

We have reviewed the above referenced proposal for a Development Plan and Amended Use by
Special Review for Annie and Kelly Berndt of Great Guns Sporting, LLC. The submitted material does not
appear to qualify as a "subdivision" as defined in Section 30-28-101(10)(a) C.R.S. Therefore, pursuant to
the State Engineer's March 4, 2005 memorandum to county planning directors, this office will only perform a
cursory review of the referral information and provide comments. The comments will not address the
adequacy of the water supply plan for this development or the ability of the water supply plan to satisfy any
County regulations or requirements.
The information we received from the County did not include a Water Supply Information Summary
Sheet, or an estimate of the annual volumetric water demand for the property. The information provided
included a statement that water will be provided by an existing well and that applicants have applied for a
commercial well permit with the Division of Water Resources.
A cursory review of information in our office indicates that well permit number 152442, a domestic
well, was previously issued for this parcel, and the permit has expired due to lack of well construction
information being submitted. Therefore, the property does not presently have a valid water supply. If
evidence that the well was constructed prior to the expiration date of the permit is provided to this office, we
may be able to reinstate permit number 152442. Review of our well database does not indicate that a
commercial well application has been submitted to this office, and a copy of the application was not
provided with the county referral materials as indicated, thus at this time the property does not have a
commercial well permit.

Thank you for allowing s to comment on the proposed shooting range which will affect
our 50 foot wide easem nt. Upon review, we have the following comments:
1). Berms will need to b moved off our easement, being 25 feet on both sides of the
pipeline, CIG needs o have its easements free and clear due to maintenance and
construction activiti s.
2). No structures are allowed inside the easement.
3). If any work will be r quired inside our easement, an Encroachment Permit will need
to be executed prior o any work commencing.
4). Our Operations Repr sentative, Hank Einspahr (970) 381-8641, can mark the pipeline
so the berms can be onstructed off our easement.
