WHEREAS, a public hearing was held on June 7 , 1976 ,
in the chambers of the Board of County Commissioners, Weld
County, Colorado, for the purpose of hearing the petition of
B. A. Rademacher, 1361 Kennedy Drive, Northglenn, Colorado ,
seeking a conditional use permit for the erection of a single
family dwelling on the following described property, to wit:
A tract of land in the South one-half of Section
22, T3N, R68W of the 6th P.M. , Weld County,
Colorado, more particularly described as follows :
Commencing at the Southwest Cor. of Sec. 22;
thence along the West line of said Sec . 22, N 00°
43' E 753 . 69 feet; thence East 2508. 28 feet to the

WHEREAS, the petitioner was present, and
WHEREAS, there was no opposition to the request of
petitioner for the location of the said single family dwelling,
and
WHEREAS, the said requested location for the single
family dwelling is located in an agricultural zone as set
forth by the Weld County Zoning Resolution, and
WHEREAS, according to Section 3. 3 (d) of the Zoning
Resolution of Weld County, said location for said single family
dwelling may be authorized upon the approval of the Board of
County Commissioners of Weld County, and
WHEREAS, the Board of County Commissioners heard all
the testimony and statements of those present; has studied the
request of the petitioner and studied the recommendations of
the Weld County Planning Commission, and having been fully
informed;
NOW, THEREFORE, BE IT RESOLVED, by the Board of
County Commissioners, that the application of B. A. Rademacher,
1361 Kennedy Drive, Northglenn, Colorado, for a conditional use
permit to locate a single family dwelling on the premises
indicated above be, and it hereby is granted under the conditions
following:
1 . That any water and sanitation facilities to be

installed shall be approved by the State Health Department.
2. That all applicable subdivision regulations and
zoning regulations shall be followed and complied with in
accordance with the Zoning Resolutions of Weld County, Colorado.
3 . That a building permit for the erection of a
single family dwelling shall be obtained, prior to construction
thereof.

Moved by Chuck Carlson that the following resolution be introduced
for passage by the Weld County Planning Commission:
Be it Resolved by the Weld County Planning Commission that the
application for a single family residence
covering the following described property in Weld County,
Colorado, to-wit:

be recommended (fia0000zabc> c) (unfavorably) to the Board of County
Commissioners for the following reasons: 1 ) The proposal at hand is incon-
sistent with the Weld County Comprehensive Plan. The Plan states that agri-
culture is a resource in Weld County which must be protected from the impacts
of urban growth. To accomplish this objective, the plan states that urban
residential , commercial , and industrial uses will be encouraged to locate
around existing urban centers so that their impacts will be minimized, and
so that the cost of providing the services associated with such uses will be
minimized to the greatest extent possible. In the pending proposal , the
proposed use is not an agriculturally related use, but is an urban residential
use proposed for a predominately agricultural area. The proposal sets forth
no evidence that the use is related to intended agricultural uses of the land
in question. The proposal would in fact, further encourage the break-up
of viable blocks of agricultural land in the area in question.

The resulting acreages of the parcels which would be created would consist
of one 35 acre and one 50 acre parcel , which further diminishes the value
of the land in question for agricultural use. As this occurs, such
actions tend to further encourage the continued breakdown of viable parcels
in the area for urban uses. The land in question consists predominantly
of Class III soils which would well support agricultural uses if urban
encroachment on the land does not occur; 2) On December 16, 1976, the
Board of County Commissioners approved an Agricultural Unit Development
proposal , which lies directly to the north and west of the parcels in
question. In this case, by resolution, the Board allowed an intensive
agricultural activity to be established on parcels adjoining the property
in question. The AUD thus established was for the purpose of utilizing
the property for breeding of horses and cattle. If further division of
properties surrounding this established use is allowed to occur, for the
purpose of establishing basically urban uses, the only result can be the
enhancement of conflicts between basically incompatible uses, i .e. , the
traditional conflicts between urban and agricultural uses. The urban
uses which are in fact encouraged through this application, are basically
incompatible with uses already established in the area in question;
3) As such urban residential uses, as proposed in the pending application
are allowed to occur, the cost of providing services to such rural areas
can only be increased, thus resulting in overall increased costs to the
taxpayer. As stated by the Weld County Comprehensive Plan, such uses
should be encouraged to locate around existing urban centers, where the
base for providing such services is already established; and 4) finally,
if such development is encouraged, more and core agricultural lands will
be split into parcels which are basically too small to support viable
farm operations, and too large to be maintained properly by those who
work in the city but live in the country. As a result of the latter
factor, additional conflicts with surrounding agricultural uses occur.

r W.— - Weld loam, 1 to 1 percent slopes
This is a deep, well drained soil on smooth plains at elevations of
,4850 to 5000 feet. It formed in eolian deposits .
Included in this unit are some soils with loam and light clay loam
subsoil. Also included in mapping were some leveled areas .
Typically the surface layer is brown loam about 8 inches thick. The
' subsoil is brown to pale brown heavy clay loam to light clay about
20 inches thick. The substratum, to a depth of 60 inches , is a silt
r loam or loam.
Permeability is slow. Available water capacity is high. Effective
rooting depth is 60 inches or more . Surfaces runoff is slow and
4 erosion hazard is low.

Where irrigated this soil is suited to all crops adapted to this area,
including corn, sugar beets , beans , alfalfa , small grains , and onions .
An example of a suitable cropping system is alfalfa 3 to 4 years
followed by corn, corn for silage , sugar beets , small grain , beans and
' back to alfalfa. Some conservation practices such as land leveling,
f. ditch lining and pipelines may be needed for proper water applications .
All methods of irrigation are suitable with furrow irrigation the
most common type used. Barnyard ,manure and commercial fertilizers
Aare needed for top yields along with maintaining good organic matter
content. '
This soil is well suited to winter wheat , barley and sorghum, with
alternate years being in summer fallow. Winter wheat is the principle

These nearly level soils are on smooth plains in depkessfons and along
the bottoms of natural drainageways throughout the survey - t The

These are deep , poorly drained soils . They formed in repa4,{t alluvium.

clayey surface layers and underlying materials which extend to a depth
of 60 inches or more. They may or may not have a gleyed l,tyrr ' n the
Cunderlying material.
Most of these soils are subject to excessive runoff . A ..itettable is
at or near the surface in the spring and during the peak of the irri-

� PI• These nearly level soils are on smooth plains in the western part .
,, bf the survey area at elevations of 4850 to 5000 feet. The Wiley
oil makes up about 60 percent of the mapping unit, and the -Colby
soil about 30 percent. Wiley soils are near the Colby soils but differ
by having a B horizon. About 10 percent of the unit is Heidi silty
clay and Weld loam.
The Wiley soil is a deep , well drained soil. It formed in calcareous
eolian deposits .
.Typically the surface layer is pale brown, mildly alkaline , silt loam
• about 11 inches thick. The subsoil is pale brown , moderately alkaline ,
silty clay loam about 23 inches thick. The substratum, to a depth of
60 inch,.; , is very pale brown, moderately alkaline , silty clay loam.
Permeability is moderately slow. Available water capacity is high.
Effective rooting depth is 60 inches or more . Surface runoff is
med rum at,d erosion hazard is moderate .
The Colby soil is a deep, well drained soil. It formed in calcareous
colian deposits .
Typically the surface layer is pale brown , moderately alkaline ,
loam about 7 inches thick. The upper underlying material is very
pale to own , moderately alkaline , silt loam about 32 inches thick. The
lower underlying material , to a depth of 60 inches , is vary pale brown ,

The Division has no objections to the above. If a -driveway is anticipated
onto S.H. 66 (preferably access should be limited to the present opening) , a

This property is located outside the planning area of the St. Vrain
Valley Plan. The planning area boundary is approximately 21 miles
west of the subject property. As the property is not within the
planning area we have no comment relative to the Conditional Use
Permit.
We would advise, however, that any permit within the planning area
should be in keeping with the projected agrciultural land use and the
existing agricultural zoning requirements.
