A detailed review of these items was not complete at this step in process. Comments made during this stage a the review process will not be all inclusive, as revised materials are submitted other concerns or issues may arise. All issues of concern and critical issues during further review must be resolved with the Public Works Department. COMMENTS: Weld County Road Classification Plan (FHU): (June 2002) WCR 6 is a collector road and requires an 80 -foot right-of- way at full build out. There is presently a 60 -foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of- way line. WCR 11 is a major arterial road, which requires a 140 -toot right-of-way at full build out. There is presently a 60 -foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way line. Our most recent ADT counts for WCR 6 reflect 1077 taken 2/6/2009 between WCR 11 and WCR 13. The 85th percentile for this location reflects 62 miles per hour with 17% truck traffic. Access: The applicant shall utilize the existing access from WCR 6. Off-street parking spaces including the access drive shall be surfaced with gravel, recycled asphalt, asphalt, concrete or the equivalent and shall be graded to prevent drainage problems. Utilize the existing agricultural, oil and gas, and ditch roads that are necessary for your agricultural operation. Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist on the property or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds. All other vegetation, other than grasses, need to be maintained at a maximum height of 12 inches until the area is completely developed. Traffic Study: A traffic study will not be required. The applicant is indicating that there will no people using this site other than routine maintenance and monitoring of the transmission line on a monthly basis. Monitoring of the substation and communication facility would take place approximately once per day and would be limited to two people. During the construction, the crews would consist of 4-20 people and would take approximately 6-8 months to complete. Storm Water Drainage: I am referring the storm water drainage to Clay Kimmi for review and comments. The applicant is indicating appendix H of the Drainage Report. Follow with Clay Kimmi, Storm Water Drainage Division at 304-6496, Ext 3741, for any drainage issues. The Preliminary Drainage Report was stamped, dated, and signed by Kevin P. Barney, P.E. # 39719. Please address all redlined comments in the Preliminary Drainage Report and the associated exhibits in the Final Drainage Report. Please provide an agreement from the owner of the unnamed ditch crossing the property showing that the applicant has permission to discharge stormwater into the ditch. There appear to be at least two different discharges for the 5 -year historic flow. Please review the text and calculations and revise as necessary. Please note that Weld County does not accept the use of the Urban Check methodology = (L/180) + 10) for the historic condition: It is likely that the 5 -year historic discharge will be less than what is discussed in the report when it is recalculated. Please provide a maintenance plan and schedule in the Final Drainage report. Please provide a copy of the approved construction stormwater permit for the site in the Final Drainage report. There are many small calculation errors that may lead to errors in the sizing of the detention pond. Please review all calculations and revise as necessary. Exhibits Please address the redline comments. Please note that the items shown on the proposed drainage plan must be consistent with the items shown on the grading plan. As no employees will be located at the site, permanent water and sewer is not required. Portable toilets and hand washing units can be utilized during construction. Bottled water is sufficient for drinking provisions during construction. We have no objections to the proposal; however, we do recommend that the following condition be part of any approval: We recommend that the following requirement be incorporated into the permit as a condition that must be met one month prior to construction activities: 1. The applicant shall submit evidence of a Colorado Discharge Permit System or CDPS permit from the Colorado Department of Public Health and Environment (CDPH&E), Water Quality Control Division, to cover stormwater discharges from construction sites (5 CCR-1002-61) Alternately, the applicant can provide evidence from CDPH&E that they are not subject to the CDPS requirements. We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. 4. Fugitive dust and fugiti•particulate emissions shall be coned on this site. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Industrial Zone as delineated in Section 14-9-30 of the Weld County Code. 6. Bottled water shall be utilized for drinking during construction of the project. 7. Adequate toilet facilities (portable toilets) and hand washing units shall be provided during construction of the facility. 8. If applicable, the applicant shall obtain a stormwater discharge permit from the Colorado Department of Public Health & Environment, Water Quality Control Division. 9. The City and County of Broomfield re- viewed the plans and provides the following comments and requests additional information prior to deter- mining support or opposition of this development. 1. The City and County of Broomfield Comprehensive Plan designates the property on the south east corner of County Road 6 and County Road 11 as an "Employment" area with an open space corridor surrounding the Big Dry Creek and Bull Canal. Office, research and develop- ment, light industrial, warehousing and some limited commercial uses should be targeted to areas designated as "Employment." In addition, Broomfield accepted a use by special review application for a church and school facility on the south side of County Road 6 west of the Big Dry Creek / Bull Canal. Broomfield has reviewed the environmental report summary and the applicant's public health and safety summary. Please provide a copy of the full environmental report so that Broomfield can determine if the proposed expansion is compatible with plans for the area. 2. County Road 11 adjacent to this development and County Road 6 on the west side of County Road 11 are within Broomfield's jurisdiction and Broomfield is responsible for the mainte- nance of both roads in these locations. Broomfield is concerned about the potential of the lar- ger vehicles (over 50,000 pounds) to damage the existing roads. Please provide more infor- mation about the construction routes of the vehicles and the responsibility to repair roads damaged during the construction process. 3. The Broomfield Comprehensive Plan shows anticipated future regional trails along the Big Dry Creek and the Bull Canal. Broomfield reviewed the proposed landscape plans and suggests planting of appropriate trees on the County Road 6 frontage and the canal frontage in antici- pation of increasing urbanization a future trail system.
