HomeMy WebLinkAbout20090147.tiffRESOLUTION RE: APPROVE APPLICATION FOR STATE TOBACCO EDUCATION AND PREVENTION PARTNERSHIP GRANT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an application for a State Tobacco Education and Prevention Partnership Grant from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment, to the Colorado Department of Public Health and Environment, commencing July 1, 2009, and ending June 30, 2010, with further terms and conditions being as stated in said application, and WHEREAS, a hearing before the Board was held on the 19th day of January, 2009, at which time the Board deemed it advisable to continue said matter to January 21, 2009, and then to January 26, 2009, to allow adequate time for the Board to conduct work sessions regarding the matter, and WHEREAS, after review on January 26, 2009, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. The application is for a one year period, July 1, 2009 through June 30, 2010. The total amount requested is $235,218.00. The funding, if received, will allow for the continuation of tobacco education and prevention activities through the Weld County Tobacco Education Program. The goal of the grant is to provide a comprehensive, evidence -based tobacco program for all Weld County citizens that encourages tobacco -free lifestyles, provides tobacco cessation resources and reaches special tobacco use populations. The objectives of this grant is to increase the number of cessation attempts, reduce exposure to second-hand smoke, decrease youth and young adult initiation of tobacco use. Two full-time and one half-time staff members currently work in the Weld County Tobacco Education Program and no additional staff positions are being requested. I recommend your approval. Through this grant, the Tobacco Education Program will address four of the five strategies provided by STEPP. They are Community Coalitions and Local Policy, Health Disparities, Systems Integrations (Internal and External), and Infrastructure (Reporting Activities and Capacity Building). Within our Work Plan, we have formulated strategies that reflect the goals and objectives of STEPP and are evidence -based practices as identified by the Centers for Disease Control. Through these four areas, the Tobacco Education Program will continue to provide tobacco education and cessation opportunities to schools, workplaces, community organizations, healthcare facilities, and childcare facilities. We will be placing a greater emphasis on collaborations within internal agencies of the Weld County government to improve the services provided to our citizens. The Tobacco -Free Weld County Coalition will provide guidance on local and regional initiatives and we will assist local agencies and businesses in advancing tobacco -free policies. We will also support the STEPP media campaigns and the statewide cessation initiatives. Population or program in need: A significant portion of Weld County residents are disparately impacted by the tobacco. We will specifically work to provide resources to the special tobacco use populations specifically the Latino community, rural spit tobacco users, people who abuse substances and people with mental illness. Each of these populations has a significantly higher rate of tobacco use than the general public. Through inter- agency partnerships, we will also provide resources to people with low socio-economic status and physical disabilities. Funding sought from contracting agency: $235,218.00 Financial impact (direct and in -kind) on Weld County: Weld County will receive $23,521.80 from indirect costs through this grant. Staffmg needs: No additional staffing is requested. Presently, we have a staff of three people (2.5 FTE), the coordinator (Bryce Kyburz) and two Health Education Specialists (Cassie Kauffman and TBD). The main emphasis of the work plan is to continue to support and strengthen the Tobacco -free Weld County coalition and to support and facilitate the development of a youth coalition to address youth tobacco use in our communities. We will continue to work with law enforcement to address sporadic violations in the CCIAA and assist organizations that have smoke -free policies that go beyond the CCIAA. We have a strong emphasis in continuing our collaborations with existing partners and reaching out to new partners such as the faith community, youth -serving organizations, and agencies in the more rural communities. We will continue to address health disparities by focusing on four specific disparate populations: Latino, rural spit tobacco user, people who abuse substances, and people with mental illness. Information will be shared with employees through worksite wellness programs, to parents at childcare centers, to citizens receiving services through Weld County departments, and through numerous collaborations with community agencies and organizations. Utilizing media and strategies developed by STEPP, we will reach out to four disparately impacted populations: Latinos, rural spit tobacco users, people who abuse substances, and people with mental illness. We will place advertisements in rural newspapers, advertise in Latino media outlets, and distribute materials to agencies serving these groups. We also utilized data provided by STEPP to determine reach. We will monitor the monthly calls to the QuitLine, analyze the quarterly QuitLine report showing who (age, ethnicity, SES, etc.) is calling, and where they heard about the Quitline. Successful implementation will be demonstrated through quarterly reports showing the completion of each activity for that quarter. Each staff member is assigned a specific area to complete and each staff member will be expected to complete their required tasks for the quarter. The tobacco coordinator will supervise and oversee the work of 1.5 FTE health educators and will complete each quarterly report. Dependent on the activity for each objective, the reporting of success may involve reporting number of meetings attended; policies that have been implemented, advertisements placed, letters sent, attendance at events, or enforcement of a law or ordinance. For each activity, the number of people impacted or reached by the service will be recorded. Progress toward and completion of activities will be reported in the quarterly reports and highlighted in the annual report to STEPP. These reports will be completed by the tobacco coordinator. It is expected that throughout the 2009-2010 that various activities will take place sooner than anticipated and others may be delayed due to unexpected or unseen factors.
