103(1), and in support thereof, states and certifies as follows:

0018)for Weld Energy Storage, LLC in Weld County, Colorado
Dear Mineral Estate Owner,
Please be advised that Weld Energy Storage, LLC("Applicant"), a subsidiary of NextEra Energy
Resources, LLC, has submitted an application ("Application") for a Use by Special Review Permit
(USR25-0018)to allow the construction, operation, and maintenance of the Weld Energy
Storage Project ("Project"), a battery storage facility in Weld County. As a mineral estate
owner, you are receiving this notification to provide you with information regarding the
proposed Project and the County's public hearing on the Application.
Project Description:
The proposed Project is located on 26 acres within Section 36,Township 8 North, Range 67
West and is owned by Colorado State Land Board in Weld County, Colorado. See enclosed
Exhibit A Legal Description and Exhibit B Project Location Map for additional information.
Public Involvement:
The Applicant held an open house in Eaton, Colorado on July 17, 2025,to provide the public
with information on the proposed Project.
Public Hearing:
A public hearing before the Planning Commission will be held at 1:30 p.m. on Tuesday,
December 2, 2025. A subsequent public hearing before the Board of County Commissioners
(BOCC) will be held at 10:00 a.m. on Wednesday, December 17, 2025. Both meetings will be
held at the Weld County Administration Building, 1150 0 St., Greeley, CO 80631 for the
purpose of providing mineral estate owners and other interested parties the opportunity to
comment on the Application. Weld County's Land Use Code requires the Application to be
approved by the BOCC.
Application Comments:
You have the right to file a written comment on the Application and/or appear at this hearing.
The Application is available for public review, and you may send any comments on the
Application to the Weld County Department of Planning Services at the address listed below.
