To Whom it May Concern,
ANTHEMNET, INC. hereby affirms its commitment regarding the decommissioning and
removal of the telecommunications facility located at 10810 County Road 15 Longmont,
Colorado, 80504 should the facility become abandoned or cease operations. In any such
event, Anthemnet agrees to assume responsibility for the prompt dismantling, removal,
and proper disposal of all associated structures, equipment, and materials. Anthemnet
acknowledges that all related decommissioning and site restoration activities will be
conducted at the sole expense of Anthemnet(or its successors and/or assigns) and/or the
property owner, without cost or liability to the community or local jurisdiction.
Anthemnet further agrees to adhere to all applicable local, state, and federal regulations
regarding facility removal, environmental protection, and site restoration, ensuring
minimal impact and restoration of the property to its original condition, to the greatest
extent feasible.
This Letter of Intent demonstrates Anthemnet's proactive approach to responsible

ANTHEMNET, INC. hereby expresses its intent to allow future wireless
telecommunications carriers to colocate on the proposed future telecommunications
tower located at 10810 County Road 15 Longmont, Colorado, 80504
Anthemnet recognizes the importance of infrastructure sharing to optimize resources,
reduce environmental impact, and support industry cooperation. Accordingly, Anthemnet
commits to facilitating reasonable accommodation for additional wireless carriers on this
tower, subject to standard industry practices, structural integrity assessments, regulatory
compliance, and mutually agreeable terms and conditions.
This Letter of Intent signifies Anthemnet's willingness to support and enable colocation
opportunities that will benefit our community by improving telecommunications services
and minimizing the proliferation of towers.
We look forward to cooperating with potential colocation partners and fostering strong,
beneficial relationships within the telecommunications industry.

The proposed facility is a 70'monopole freestanding telecommunications antenna tower designed to improve
wireless coverage and capacity in a geographic area that is currently underserved.The facility is critical for
addressing a gap in both coverage and capacity that cannot be filled by co-locating on existing towers or
attaching antennas to existing structures within the vicinity.As the area continues to develop,surrounding
towers will face growing capacity constraints.
An analysis of the surrounding area confirms that no existing telecommunications towers or structures of
sufficient height are available within the required service area to provide adequate coverage through co-
location.Additionally,there are no rooftop structures or buildings in the vicinity that are tall enough or
structurally suitable to support the necessary antenna installation to meet the coverage objectives.
Therefore, in accordance with Section 23-4-810 of the Weld County Code,co-location and attachment
alternatives have been evaluated and found not feasible for achieving the desired coverage or capacity.
The proposed tower has been strategically located on an agricultural parcel.The site selection was guided by
efforts to balance technical coverage requirements with compatibility considerations, reducing visual impact
by placing the tower at the rear of the parcel.
To address visual and environmental compatibility,a concealed telecommunication antenna tower was
evaluated. However,due to the technical requirements of this facility,a concealed design would reduce the
usable tower height and limit the number of carriers the structure could accommodate.This would not meet
the broader objective of maximizing co-location opportunities for future providers.The proposed tower is
designed to accommodate up to four wireless carriers,enabling multiple providers to use a single structure,
thereby minimizing the need for additional towers in the future.
In summary,the design and location of the proposed facility represent the least intrusive and most
technically feasible option to fill a critical service gap while maintaining compatibility with the surrounding
area.The proposed tower complies with the preferred order of Section 23-4-810 by demonstrating that co-
location and attachment alternatives are not feasible and that a concealed design would significantly
constrain capacity and functionality.
