Grant Zoning Permit, ZPTT25-0002, for a Telecommunication Tower, 70-foot in
height in the A (Agricultural) Zone District — Gregory and Sheri Lyn Farmer
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board of County Commissioners of Weld County, Colorado, on the 17th
day of December, 2025, considered the request of Gregory and Sheri Lyn Farmer,
10810 County Road 15, Longmont, Colorado 80504, for a Zoning Permit, ZPTT25-0002,
for a Telecommunication Tower, 70-foot in height in the A (Agricultural) Zone District, on
a parcel of land being more particularly described as follows:
Part of the NW1/4 of Section 8, Township 2 North, Range 67 West of the
6th P.M., Weld County, Colorado
Whereas, the Board of County Commissioners heard all of the testimony and statements
of those present, studied the request of the applicant and the recommendation of the
Weld County Department of Planning Services, and all of the exhibits and evidence
presented in this matter, and having been fully informed, finds that this request shall be
approved for the following reasons:
1 . The submitted materials are in compliance with the application requirements of
Section 23-4-870 of the Weld County Code.
2. It is the opinion of the Board that the applicant has shown compliance with
Section 23-4-890 of the Weld County Code as follows:
A. Section 23-4-890.A — The applicant is in compliance with the criteria
identified in Chapter 23, for the specific category of Zoning Permit for which
application is being made. The application materials were sufficient to meet
all requirements for telecommunication towers.
B. Section 23-4-890.0 — The Department of Planning Services has not
received referral responses in opposition to the location of the
Telecommunication Antenna Tower from municipalities within one-half(1/2)
mile of the subject property. No referral responses were received in
opposition to the location of the tower. Mountain View Fire District returned
a referral response, dated May 23, 2025, stating they had no concerns, but
if there were batteries to be installed onsite, or if there is a fuel operated
generation, to please apply for a permit through the Fire District.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the request of Gregory and Sheri Lyn Farmer for a Zoning Permit,
ZPTT25-0002, for a Telecommunication Tower, 70-foot in height in the A (Agricultural)
Zone District, on the above described parcel of land, which was found to be in compliance

with Chapter 23, Article IV, Division 17, of the Weld County Code, be, and hereby is,
granted subject to the following Development Standards:
1 . The Telecommunication Antenna Tower is an unmanned facility. No water or
sewage disposal services are proposed as part of the tower facility.
2. One (1)to two (2)technicians will visit the site for about one (1) hour, once a month.
3. The tower will not be lighted.
4. This tower shall allow co-location.
5. Anthemnet, Inc., accepts responsibility to decommission the site when the facility
is deemed obsolete.
6. Any future structures or uses onsite must obtain the appropriate Zoning and
Building Permits.
7. All proposed or existing structures will, or do, meet the minimum setback and offset
requirements for the zone district in which the property is located. Pursuant to the
definition of setback in the Weld County Code, the required setback is measured
from the future right-of-way line.
8. Building Permits shall be obtained for the Telecommunications Antenna Tower and
must comply with all installation standards of Chapter 29 of the Weld County Code.
9. Building Permits will be required to adhere to the fee structure of the County-Wide
Road Impact Fee, County Facility Fee, and Drainage Impact Fee Programs.
10. The property owner or operator shall be responsible for controlling noxious weeds
on the site, pursuant to Chapter 15, Articles I and II, of the Weld County Code.
11 . Prior to the release of Building Permits the applicant shall provide documentation
from the Town of Firestone showing approval of the access onto County Road 15.
12. Access shall be maintained to mitigate any impacts to the public road, including
damages and/or off-site tracking.
13. The historical flow patterns and runoff amounts on the site will be maintained.
14. During construction, all liquid and solid wastes (as defined in the Solid Wastes
Disposal Sites and Facilities Act, C.R.S. 30-20-100.5) shall be stored and removed
for final disposal in a manner that protects against surface and groundwater
contamination.

15. During construction, no permanent disposal of wastes shall be permitted at this
site. This is not meant to include those wastes specifically excluded from the
definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act,
C.R.S. 30-20-100.5.
16. During construction, waste materials shall be handled, stored, and disposed of in
a manner that controls fugitive dust, fugitive particulate emissions, blowing debris,
and other potential nuisance conditions. The facility shall operate in accordance
with Chapter 14, Article I of the Weld County Code.
17. Fugitive dust and fugitive particulate emissions shall be controlled throughout the
duration of construction of the tower.
18. During construction, adequate toilet facilities and handwashing units shall be
provided. Portable toilets are acceptable. Portable toilets shall be serviced by a
cleaner licensed in Weld County, shall contain hand sanitizers and be removed
upon completion of construction.
19. The operation shall comply with all applicable rules and regulations of the state
and federal agencies and the Weld County Code.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Resolution, on motion duly made and seconded, by the following vote on
the 17th day of December, A.D., 2025:
