WELD COUNTY COUNCIL

GREELEY.
The Weld County Council met in regular session in full conformity
with the Weld County Home Rule Charter at 915 10th Street, Greeley,
Colorado, May 15, 1979 at the hour of 1 P.M.
ROLL CALL: The following members were present:
Robert Martin, President
Ralph Waldo, Vice President -
Cedric Hallock, Councilmember
Gary Kampel, Councilmember
Floyd Oliver, Councilmember
Also present: Four members of the press; seven UNC students; and
the secretary, Beverly Thomas.
MINUTES: Floyd Oliver made a motion, seconded by Ralph Waldo, that the
May 1, 1979 meeting minutes be approved. The motion carried
unanimously.
CORRESPONDENCE: Mr. Martin read an Extension newsreport concerning the
ttermoscan program. He noted receipt of a memo outlining the produc-
tivity improvement program and the 4-H News. Mr. Martin distributed
copies of letters that had been written by Commissioners regarding
House Bill 1232.
REPORTS: Finance--Mr. Waldo reported that he had attended the Budget
Orientation meeting and he was pleased with Mr. Warden's approach
to the budget process. He said that Mr. Warden expects departments
to outline their programs including itemized costs.
Engineering--Mr. Hallock stated that he had had many complaints about
Weld County Road 77. He expressed dismay that County crews had gone
out and filled the worst hole on that road while ignoring nearby
holes.
County Attorney--Mr. Kampel said that he is following the court
process involving the proposed Northglenn sewage treatment plant.
He noted that the judicial interpretation of the State Constitution '
in this matter could be significant for the future of Home Rule.
PRODUCTIVITY IMPROVEMENT PROGRAM: Mr. Waldo stated that he assumed the
productivity program was being initiated in merely four departments
as a pilot program. Mr. Martin stated that he believed that elected
department heads could refuse the Commissioners' offer to have
productivity studies made in their departments. In contrast, he
felt that the Council, according to the Charter, could make studies
in any department. He stated that the Council has attempted to make
studies with limited funds. The amount of money the Commissioners
are investing in this program, indicates the cost of this type of
study. Therefore, Mr. Martin suggested that the Council should

request additional money in their budget for this type of activity,
if the current program proves to be beneficial.
Mr. Waldo suggested that the Council make a report to the public
indicating support for the Commissioners' actions in the productivity
improvement program. It was determined that Mr. Martin would have
such a resolution prepared for the Council's consideration at the
next meeting.
MISCELLANEOUS: Mr. Martin outlined the current status of the Employee
Policy Study committee.
Mr. Waldo said that he had received a number of calls regarding the
City-County airport issue. Mr. Martin said that he planned to attend
the public hearing on that matter or May 16, 1979.
The meeting was adjourned at 2 P.M.
