The Enterprise Compressor Station is classified as a natural gas compressor station as set forth under Standard Industrial Classification Code 1311 This facility has a design natural gas throughput of 100 MMscfd and a stabilized condensate production rate of 202,848 bbl/year. The facility uses five (5) natural gas-fired internal combustion engines (AIRS 053, 055, 056, 070 and 071) to drive compressors to boost the inlet gas pressure from about 80 psig to about 1,050 psig, facilitating the movement of natural gas into pipeline transit. These compressors are periodically blown down for routine maintenance activities (AIRS 076). The station also includes one (1) triethylene glycol (TEG) dehydration unit (AIRS 068) which contacts "lean" TEG with the compressed natural gas stream to remove moisture. The "rich" TEG mixture is regenerated in a still for reuse in the process. The TEG dehydration system operates with a flash tank and a still vent. The flash tank emissions are routed back to the facility inlet using a vapor recovery unit (VRU), which is permitted 5% downtime, during which emissions are routed to an enclosed combustion device (COMB-1). The still vent stream is sent through a condenser to an COLORADO 2.02 1 I H tht B Environment enclosed combustion device (COMB-1, included under AIRS 068) where it is combusted. This enclosed combustion device is permitted 1% downtime, during which still vent emissions are routed to atmosphere. It should be noted that no emission control from the condenser is claimed for this dehydration unit. A condensate product is generated when the inlet gas is routed through the inlet scrubber and liquids generated via pipeline transit are separated out. Two (2) 300 barrel produced water tanks (AIRS 075) stores any water separated from the condensate stream. The emissions from these produced water tanks are uncontrolled. Emission control devices include: five (5) oxidation catalyst beds to control the compressor engine exhaust emissions, one (1) vapor recovery unit (VRU) permitted 5% downtime to control the dehydration unit flash tank emissions, one (1) enclosed combustion device (COMB-1) permitted 1% downtime to control the dehydration unit still vent emissions, and permitted to control flash tank emissions during VRU downtime (permitted 5%). This is the 4th renewal of this permit. The previous Title V issuance for this facility also contained a stabilized condensate tanks (AIRS 063), a stabilized condensate truck loadout point (AIRs 66), and an alternate TEG Dehydrator point (AIRs 077) to be constructed in the future. However, these points were cancelled as part of this renewal action. Due to the cancellation of equipment with no other changes to the emissions, this renewal represents a pure decrease in emissions. A copy of the application, including supplemental information, the Division's analysis, and a draft of the Renewal Operating Permit 95OPWE103 are available on the Division's website. The Division has made a preliminary determination of approval of the application. Based on the information submitted by the applicant, the Division has prepared the draft renewal operating permit for approval. Any interested person may contact the Division at cdphe_apcd_title_v®state.co.us to obtain additional information. Any interested person may submit written comments to the Division concerning 1) the sufficiency of the preliminary analysis, 2) whether the permit application should be approved or denied, 3) the ability of the proposed activity to comply with applicable requirements, 4) the air quality impacts of, alternatives to, and control technology required on the source or modification, and 5) any other appropriate air quality considerations. Any interested person may submit a written request to the Division for a public comment hearing before the Colorado Air Quality Control Commission (Commission) to receive comments regarding the concerns listed above as well as the sufficiency of the preliminary analysis and whether the Division should approve or deny the permit application. If requested, the hearing will be held before the Commission within 60 days of its receipt of the request for a hearing unless a longer time period is agreed upon by the Division and the applicant. The hearing request must: 1) COLORADO Department al Public 2.02 2 I CDM Health Et Environment identify the individual or group requesting the hearing, 2) state his or her address and phone number, and 3) state the reason(s) for the request, the manner in which the person is affected by the proceedings, and an explanation of why the person's interests are not already adequately represented.
