Sorry, I forgot to discuss this with you this morning. I recently received a phone call
concerning the 2 big floodlights on the south side of the hangar. Evidently there are
concerns about these lights shining onto adjacent properties. Could you please adjust these
lights to address this issue. - The Weld County Code requires lights to meet the Sec. 23-2-
250 - Operation standards:
1. Sources of light shall be shielded so that light rays will not shine directly onto
ADJACENT properties where such would cause a nuisance or interfere with the USE on the
ADJACENT properties;

Sorry for the delay in getting back to you Lloyd & Vern.
I have reviewed the USR-1705 plat and have the following additions/revisions:
1) Add the Development Standards to the Plat.
2) Refer to the USR Boundary on the plat (for clarification purposes).
3) Make sure font size is minimum 8-point font (preferably larger).
Based on reviewing the correspondence in my file - Here are the remaining conditions of
approval:
B. The applicant shall address the requirements of the Department of Public Works as stated
in July 13, 2009. (One of the key requirements is justifying the second access in writing)
- I know you submitted the water quality feature for review by Clay Kimmi. I e-mailed him to
confirm/verify that the feature as shown on the plat is acceptable.
The applicant shall attempt to address the requirements of the Hudson Fire Protection X'bis'trict. Evidence of such shall be provided in writing to the Department of Planning
Services.
D. The applicant shall address the requirements of the Colorado Division of Water Resources.
Written evidence of such shall be provided to the Department of Planning Services.
(:)Remaining conditions of approval F through I (see page 4 of the attached resolution).
/ I have attached the referral responses from the Hudson Fire District, Department of Public
Works, and Division of Water Resources along with the resolution of approval for USR-1705. If
any of the above conditions have already been addressed and you have the written evidence -
feel free to forward it on to me.
FYI: we are in the process of packing up and moving our office to: 1555 17th Avenue, Greeley,
Colorado 80634. The official moving day is Monday, March 29th. Our office will be right next
door to the Department of Public Health & Environment offices on the 2nd floor. All of my

I have looked at the calculations and the placement of the WQ feature. They appear to be
acceptable to Public Works. Please make sure to label the feature as "Water Quality Feature -
No Build or Storage Area".

The revised water quality feature calculations show just under 47,000
square feet required. Since we are going to provide an dedicated

USR-1705 Speech:
This facility was originally brought before the Board of County Commissioners as a violation case (ZCV-
08-00132) for expansion of a non-conforming use by installing or expanding a new runway. The Board of
County Commissioners determined that this was not a violation and dismissed the case at their
September 10, 2008 hearing. The applicant was encouraged by the Board of County Commissioners to
apply for a Use by Special Review Permit for the facility. The applicant has indicated that no further
buildings or improvements are anticipated at this time and that there are no plans at this time to expand
the level of airport activity. The applicant collects and restores airplanes has indicated that he may
expand his collection of airplanes to 15.
The existing Calpine Power Plant facility is approximately Y�mile to the west of the site. The nearest
residence is approximately 1/4 mile to the southeast of the site (across County Road 51).
This site is located within the 3-mile referral area for the Towns of Hudson & Keenesburg. The Town of
Keenesburg indicated they had no conflict with their interests as stated in their referral dated July 7, 2009.
The Town of Hudson, in their referral dated July 8, 2009 indicated they have no objection to the proposed
USR and would like to discuss annexation if the property develops in the future.
This case was approved as a consent item at the November 3, 2009 Planning Commission hearing.
