The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, April 19, 2010, 6:30 p.m. at the Weld.County Centennial
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Perry Buck. Vice President
Don Mueller, Councilmen John Kivimaki and Charles Tucker were present, constituting a
quorum of the members. Also present was Christopher Woodruff and Karla Ford, Council
Secretary. Councilwoman Ginny Buczek was excused.
PUBLIC COMMENT: There was no public comment.
APPROVAL OF AGENDA: Councilman Kivimaki made a motion to approve the April
19, 2010 agenda with deletion of Ginny Buczek's mileage. The motion was seconded
by Councilman Tucker and carried.
APPROVAL OF MINUTES: Councilman Kivimaki made a motion to approve the March
15, 2010 minutes. The motion was seconded by Councilwoman Buck and carried.
REVIEW PROGRAM:
Weld County Assessor Chris Woodruff distributed information related to the assessor's
office. Mr. Woodruff went over the organization chart for his office. There are currently
33.5 employees which is four people less than this time last year. He discussed the
growth and value since 2000, Weld assessed value for 2009, beneficiaries of the
property tax and forecasts for value for 2010.
The methods of valuation and assessment rates for 2009-2010 were discussed and
outlined: Vacant land 29%, residential 7.96%, commercial 29%, industrial 29%,
agricultural land 29%, agricultural residences 7.96%, natural resources 29% oil & gas
75% state assessed 29% and business personal property 29%.
Mr. Woodruff stated there were 500 home permits last year and a little bit of new
construction is going on. However, there is still an increase of foreclosures.
The protest for 2010 valuations starts on May 1st and ends on June 1st. Residents can
now protest on-line. Protests must be by mail, email, on-line or meet with an employee
at the Assessor's office.
The Legislative Council Audit for 2009 will be available in September. Copies will be
supplied to the council. The Senior and Disabled Property Tax Exemption were
suspended for 2009 for the senior portion. The disabled part was paid at a reduced rate
of 50% by the state. Due to current state budget issue, a bill for the suspension for
2010 and 2011 is pending. Residents can continue to apply and the application will stay
in the system when the program gets reinstated. For further information on the Weld
County Assessor's Office, the website www.co.weld.co.us has a lot of information.

NEW BUSINESS:
Coordinator Reports
Councilman Kivimaki attended commissioner office hours in the south part of the
county.
Proposition 60, 61, 101
A memo from Don Warden regarding proposition 60, 61 and 101 was distributed to the
council for their review. More information will be discussed at the upcoming budget
meeting.
County Picnic
Two memos from Commissioner Rademacher were distributed to the council regarding
the distribution of funds for the county picnic. Councilman Kivimaki made a motion to
decline the County Council county picnic funds for 2010. The motion was seconded by
Councilwoman Buck and carried.
Upcoming Meetings/Invitations
The council was invited to a 2011 Budget meeting April 27th. Members plan to attend
with the exception of Councilman Kivimaki, who will be out town.
150th Anniversary -Weld County Committee
Council President Buck asked who could be on this committee. Councilman Tucker will
try to attend the April 29th meeting.
Payment of Bills
Councilman Mueller made a motion for the bills to be paid as listed below:
Mileage for Councilwoman Perry Buck $ 10.56
Mileage for Councilman John Kivimaki $ 86.40
Mileage for Councilman Charles Tucker $ 18.72
Greeley Tribune Subscription Renewal $151.00
The motion was seconded by Councilman Kivimaki and passed.
