(Western)has completed a fourteenth scheduled testing event at the subject facility. The facility receives petroleum soil from exploration and production sites operated by Petro-Canada Resources(USA),Inc.(PCR). The land farm treats and then recycles remediated petroleum soil. Regular sampling of subsurface soil within active treatment areas of the land farm is required in the approved facility permit. In addition,ground water monitoring is also to be conducted twice each year of facility operation and during site closure testing. SOIL SAMPLING AND TESTING Semi-annual soil sampling and testing is conducted to ensure that hydrocarbons present in active soil treatment areas do not migrate downward into underlying native soil. Western personnel mapped and measured the petroleum soil stockpiles in current treatment areas. A grid was then prepared and drilling locations marked on the site. The locations for ten soil test borings were staked prior to drilling. This sampling event was performed on January 20, 2010. There were five soil treatment cells located at the south end of the land farm which were active at the time of this assessment. The fifth soil treatment cell had been being filled with petroleum soil and graded prior to this quarterly testing event. The locations of the ten soil test borings drilled during this event are indicated on an attached map. Site Services, Inc. of Golden,Colorado performed site drilling and soil sampling tasks. All project personnel were OSHA certified for hazardous waste operations. A remote controlled hydraulic robotic drill rig was used. The drill rig was track mounted and could easily access all desired drilling sites. A GeoProbe 7730 DT drill rig was used for the soil drilling tasks. 2010-2577 LaytimruM - -r et-� l'/ 47Z, //- d'— OFM The south half of the facility was treating soil at the time of this testing event. The facility sampling plan requires that all petroleum soil in active treatment areas be removed before drilling test borings. The drill rig is equipped with a hydraulic excavating blade. At each drill location, petroleum soil was removed to a depth to expose native underlying soil before commencing with drilling the test borings. This would help ensure that petroleum compounds from soil in the treatment cells would not contaminate samples of underlying native soil. The drill rig uses a direct push hydraulic ram to advance drill rods to the desired depths. Each boring was advanced to a depth of five feet below the surface of the native soil. Core samples were recovered within new disposable plastic core barrel liners. Core recoveries were excellent ranging from 90% to 100% of the drilled intervals. The recoveries of the cores were noted and recorded during this site testing event. Soil lithologies were described from the cores by a Professional Geologist. Volatile gas head space field testing was performed on all recovered soil cores. A portable photoionization detector was used to test soil cores. The instrument was calibrated using 100 parts per million(ppm)Isobutylene calibration gas. Head space readings are presented on soil boring logs. Only trace volatile gasses were detected in some of the field soil screening tests. Core intervals from five feet below the native soil surface were obtained for laboratory analyses. All soil samples were obtained using laboratory chain-of-custody documentation. All soil samples were immediately labeled and cooled. Samples were then delivered to Technology Laboratory, Inc. located in Fort Collins, Colorado for testing. A soil boring log was prepared for each of the test borings. There was no visible oil staining present in any soil core sample examined. Soil types in cores consisted mainly of tight silt and well sorted fine sand. Occasional sand lenses and zones of limonite mineralization were encountered. No ground water was observed in any of the soil test borings advanced for this semi-annual site assessment. Each soil sample was analyzed for Total Recoverable Petroleum Hydrocarbons (TRPH) and Benzene, Ethylbenzene, Toluene and Xylene (BTEX) compounds. United States Environmental Protection Agency (EPA) preparation and analytical Method #418.1 was used for the TRPH analyses. Soil samples were also tested for BTEX compounds using EPA Method #8260B. A summary table of current and historical soil test results is attached. All soil samples were tested within recommended laboratory holding time limits. Laboratory test and QA/QC data is also attached. There were no QA/QC issues noted by the testing laboratory. GROUND WATER SAMPLING AND TESTING The permit for the facility also requires semi-annual surveys and testing of site ground water. Six permanent stick-up ground water monitoring wells have been installed in areas outside of current active soil treatment cells. The wells were completed into underlying bedrock shale. Three of the monitor wells were dry at the time of this assessment, and could not be tested. A ground water elevation measurement was first completed on each monitoring well which contained water. The measurements were made using a decontaminated electronic water level. Measurements were made from surveyed reference points on each well. All water depth measurements were taken from the north side of reference points in the wells. Ground water flows due west at the site. A new disposable well bailer was then used to purge and sample monitor wells. New sampling line and surgical gloves were also used when obtaining ground water samples. A minimum of three wellbore volumes of ground water were removed from the wells to obtain representative ground water samples for laboratory testing. The locations of monitor wells are presented on an attached map. Each ground water sample was obtained using laboratory chain-of-custody documentation. Ground water samples were placed into 40 milliliter(ml)VOA vials and immediately labeled and cooled. Ground water samples were also submitted to Technology Laboratory,Inc. for testing. Ground water samples were prepared and tested for BTEX compounds using EPA Method#8260B. Ground water samples were also tested for TRPH compounds via EPA Method#418.1. QUARTERLY MONITORING SUMMARY There were no BTEX or TRPH compounds detected by the laboratory in any of the ten soil samples which were tested. The testing laboratory also did not detect any BTEX or TRPH compounds in any of the three ground water samples obtained during this event. No soil or ground water quality standards of the Colorado Oil and Gas Conservation Commission(COGCC)were exceeded in any site soil or ground water samples obtained during this monitoring event.
