HomeMy WebLinkAbout20100579.tiff Minutes WELD COUNTY COUNCIL February 8, 2010 CD 2A2010 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, February 8, 2010, 6:30 p.m. at the Weld County Centennial Center, 915 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Perry Buck. Councilwoman Ginny Buczek and Councilmen John Kivimaki and Charles Tucker were present, constituting a quorum of the members. Also present was John Lefebvre and Karla Ford, Council Secretary. Vice President Don Mueller joined the meeting during the review program. PUBLIC COMMENT: There was no public comment. APPROVAL OF AGENDA: Councilman Kivimaki made a motion to approve the February 8, 2010 agenda. The motion was seconded by Councilman Tucker and carried. APPROVAL OF MINUTES: Councilwoman Buczek made a motion to approve the January 18, 2010 minutes. The motion was seconded by Councilman Kivimaki and carried. REVIEW PROGRAM: Weld County Treasurer John Lefebvre distributed handouts and discussed the duties of the Treasurer and the Treasurer's Office. The duties include collecting all property taxes in Weld County, distributing money to underlying authorities, investing the difference, chair the retirement board and chair the Legislative Committee for the Colorado County Treasurer's Association. Mr. Lefebvre gave an overview of some of the 2009 accomplishments in his office, which included new computer software, collections of personal property, new process for scanned checks and reporting more information to the public. In response to Councilman Kivimaki's question regarding the computer system upgrade, Mr. Lefebvre stated the system was chaotic the first year but is encouraged by the end of 2010 it will be 95% fully functional. Many items in the new system are easier and work better. In response to Councilwoman Buczek, Mr. Lefebvre stated the checks that are scanned into the new system are open to public records but the name and amount are the only items allowed to be given out upon request. Weld County has 169,000 tax bills with a cost per bill of$5.14. Weld was number two in the state for low cost per tax bill and for number of tax bills per employee. 2010-0579 Weld County Council Minutes February 8,2010 Page 2 of 3 The county had never seized a business until Mr. Lefebvre came to the county. In previous years, the office has seized about one business per year. They are seized to protect the asset. This year there have been about 30-40 businesses seized. In response to Councilman Tucker, the legal costs are allowed to be added on top of the taxes when it is owed. The county counsel does not have to be utilized often as the Treasure has the power to distraint, seize and sell property without going through court. There are three deputized employees in the office that distribute distraint notices throughout the county. Personal property taxes and mobile home taxes are the hardest to collect. This was the first year that there have been unsold tax liens. There was a record amount of tax liens and it was the lowest rate that could be paid. Many mobile home and subdivision liens were not sold. Councilman Kivimaki asked how many Treasurers' Deeds were issued for 2009 and Mr. Lefebvre stated there were 12 issued. In response to Councilwoman Buck regarding investments, Mr. Lefebvre stated the investments are doing very well. He confirmed that the county is not part of PERA. Mr. Lefebvre reports to the Investment Committee approximately every 60 days. This committee includes two commissioners and Barb Connolly. Mr. Lefebvre is the Chair of the Retirement Board. In response to Councilwoman Buczek, the retirement fund has $109 million in it and last year was a good year. The Council commended Mr. Lefebvre doing a great job and thanked him and his staff for all their hard work and efforts. OLD BUSINESS: Sign Resolution 180 At the January 18, 2010 Weld County Council meeting, the Council voted with a 3—yes and 2 — no to adopt Weld County Resolution 180. The Council signed Resolution 180. Sign Resolution 181 At the January 18, 2010 Weld County Council meeting, the Council voted to adopt Weld County Resolution 181. The council signed Resolution 181. NEW BUSINESS: 2010 Notebook Updates The Secretary distributed 2010 updates for the Council notebooks.
