WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, on the 9th day of May, 1979 , the Preliminary Plan of Ravensdale Estates was submitted to the Board of County Com- missioners of Weld County, Colorado for approval in accordance with the Subdivision Regulations of Weld County, Colorado, and WHEREAS, the Board of County Commissioners heard all of the testimony and statements of those present, and WHEREAS, the Board of County Commissioners had evidence presented in support of the approval of said Preliminary Plan, and no evidence presented in opposition to the approval of the Preliminary Plan for the following described real estate, to-wit: That portion of the East Half of Section 26 , Township 5 North, Range 66 West of the 6th Principal Meridian, County of Weld, State of Colorado being more particularly described as follows : Beginning at the Northeast corner of said Section 26 and considering the North line of the Northeast Quarter of said Section 26 as bearing North 89°16 '00" West and with all bearings contained herein relative thereto; thence along the North line of the Northeast Quarter of said Section 26 North 89°16 ' 00 " West 128 . 80 feet to the TRUE POINT OF BEGIN- NING; thence departing from said North line South 40°01 '00" East 112. 84 feet to a point on the approximate Westerly line of the County Road; thence South 00°05 '29 " East along the approximate Westerly line of said County Road 1339 . 77 feet to a point on the North line of that certain parcel of land described in deed recorded in Book 728 , Reception No. 1649945 records of said County, said point also being South 88°06 '40" West 52.99 feet from the East line of the Northeast Quarter of said Section 26; thence departing from the approxi- mate Westerly line of said County Road and along the North line of said parcel South 88°06 '40 " West 471 . 84 feet; thence departing from the North line of said parcel North 00°05 '29" West 1446. 85 feet to a point on the North line of the Northeast Quarter of said Section 26; thence along said North line South 89°16 '00" East 399 . 23 feet more or less to the TRUE POINT OF BEGINNING. We recommend that the following concerns, as referenced to the Weld County Subdivision Regulations, be resolved prior to approval . 5-16(11)-All existing underdrain facilities need to be shown. Also, a scheme of any proposed underdrain should be submitted. 5-16(13)-Due to the impact of the proposed drainage system on down- stream property, the drainage concept as presented is not acceptable. The proposed subdivision falls within the Greeley Comprehensive Plan area. Therefore, all drainage facilities should comply with the City of Greeley regulations. As the upper reaches of the basin are developed, detention areas will be required to detain the 100 year frequency storm. The maximum outfall rate will be the historical 5 year run-off rate (approximately 19 CFS) . Therefore, the only offsite flow which Ravensdale Subdivision need be designed for is the rate from this 5 year event. The proposed subdivision should incorporate a similar detention concept to handle the 100 year storm in the developed condition. Since the run-off will be changed from overland flow to concentrated point flow at the outfall , a drainage easement should be obtained from the southerly property owner(s) . 5-16(17)-Section lines and all adjacent rights-of-way should be clearly shown on the plan. 6-2A(5)-The pavement cross-section shown is inadequate. The soil conditions and the drainage and high ground water table must be considered in the pavement design. Computations will be required with the final submittal . 8-16-The high ground water problem should be addressed. Detailed design of any drainage facilities need not be completed until the final submittal , yet plans to eliminate the problem should be indicated. 8-2A(5)(C)-Thirty-fifth (35th) Avenue is a minor arterial and will require proper right-of-way reservations. 8-2A(6)(C)-All streets require a 40 foot roadway width. The 32 feet shown is inadequate. 8-2A(9)-Cul-de-sacs require a 55 foot paved radius. The 47 feet shown is inadequate. Rodney H. Box 86 Greeley, Colorado 80 RE: Review of Preliminary Plan-Ravensdale Estates Subdivision, located in a portion of the NE1 of Section 26, Twp. 5N, Range 66W, Weld County, Colorado. Soils: Previous comments provided for this site for zoning change pointed out that soils were poorly drained with a water table near the soil surface. Special soil engineering analysis is needed for design of dwellings. The subsurface soil investigation included with the preliminary plan is thorough and does provide necessary alternative treatments for the proposed land use. Surface Drainage: The preliminary drainage report provides information as to the quantity of surface storm drainage water expected for a 100 year event to be 56 CFS. This figure seems reasonable at this time. However, the designed channels to carry these flows are based on 4 ft./second or greater velocities which are erosive to bare soil channels. Velocities over 2.5 ft. /second for the existi soil conditions will be erosive. My recommendation is to vegetate all channel after construction to provide erosion resistance. However, when vegetation i established in the channels, more retardance to flow will be created, thereby increasing flow depth. The incoming channel to 35th Avenue Court, for "D" retardance (growing grass or vegetation) will require a depth of 1.56 feet to carry 56 CFS. Roadside channels along 35th Avenue Court as designed should be of adequate depth for vegetated sides and bottom with "D" retardance. The conclusions and recommendations presented in this report are based upon analysis of field and laboratory IIdata and experience with similar soils in the general vicinity. PI FIELD INVESTIGATION The field investigation consisted of 5 borings at selected locations on the site. The borings were advanced with a 4-inch power auger. All borings Ili were continued to the underlying sands and sufficient boring into the sand was made to insure continuity. A previous investigation by Hogan and Olhausen, Inc. included six test holes . Complete logs of the boring operation are shown on the attached plate and. include visual classifications of each soil , location of soil changes, standard penetration test results, and water table measurements . Ili As the boring operation advanced , an index of soil relative density and consistency was obtained by use of the standard penetration test, ASTM Standard Test D-1586. The penetration test result listed on the log is the i number of blows required to drive the 2-inch split-spoon sampler one foot into undisturbed soil by a 140-pound hammer dropped thirty inches. Undisturbed samples for use in the laboratory were taken in thin wall samplers, (Shelby) , pushed hydraulically into the soil . All samples were sealed in the field and preserved at natural content until time of test. 1 Ilill . • • "ii LABORATORY TESTING IIIII The laboratory testing program was undertaken to measure critical shear and consolidation-swelling characteristics of the soils. Additional testing included tests necessary to verify visual classification and moisture content 1,1 of soils from borings. All test results are summarized in Table I . SUBSURFACE SOIL CONDITIONS IIIII The subsurface soils encountered consist of 7 to 16 feet of sandy clay IS and clayey sand underlain by sandstone bedrock. The sand is fine- grained but some gravel is present. The sandstone is fine to medium- grained, olive to orange and highly weathered. Ir. At the time of this investigation, groundwater was encountered at 5 to 6 feet. In the investigation of August, 1977 groundwater was encountered I at 3 to 7 feet so fluctuations can be expected. The site has a history of being wet and there is lack of adequate surface drainage. Groundwater may be as shallow as 18 inches during wet periods. lill FOUNDATION RECOMMENDATIONS The selection of the foundation type for a given situation and structure is governed by two basic considerations. First, the foundation must be designed so as to be safe against shear failure in the underlying soils; and second, differential settlement or other vertical movement of the foundation must be controlled at a reasonable level . Illi Two basic controls are available to us in selecting the foundation type and allowable loads. These are the standard penetration test and consolida- IF Lion-swell testing. The ultimate bearing capacity of the foundation soil depends upon the size and shape of the foundation element, the depth below Iiiiithe surface, and the physical characteristics of the supporting soil . lill Due to the high, variable water table, we recommend that no basements or sub-basements be used in the proposed subdivision. We recommend that footings be placed as high as possible and that particular attention be IIIgiven to overlot drainage. IIIII 2 ID a IrrFOUNDATION RECOMMENDATIONS (CONT ' D) V1' The houses could be founded on shallow spread footings designed for a maxi- , mum allowable soil bearing pressure not to exceed 750 psf. The footings should be placed as high as possible in natural soil and positive drainage 1, away from the buildings should be provided. t ii!ll As an alternative, the proposed structures could be founded upon a drilled pier and grade beam type of foundation system, with the piers bearing in I. the weathered sandstone bedrock. Water is expected and pier holes should be cleaned and dewatered prior to placing concrete. The piers should be III drilled a minimum of two feet: into the bedrock. The piers should be designed for a maximum end bearing value of 10,000 psf, maximum side shear on that j portion of the pier in firm sandstone of 1 ,000 psf, and a minimum dead load of 5,000 psf. A nominal amount of reinforcing steel should be used in all ill piers. Difficulty is sometimes experienced in achieving the desired red minimum dead load. If this occurs, we suggest the piers be reinforced full length to It take the difference between the "desired" and the "obtainable" dead load in tension. The side shear value given above may be used in uplift provided the sides of the hole are grooved. GENERAL RECOMMENDATIONS Every precaution should be taken to prevent wetting of the subsoils and percolation of water down along the foundation elements. We feel that a II perimeter drain is essential . It could flow into the gravel bedding beneath the sewer pipe or into a sump with an automatic pump. Finished grades should be sloped away from the structure on all sides to give positive ri drainage. A minimum of six inches fall in the first 10 feet is recommended. Sprinkling systems should not be installed within 10 feet of the structure. 'IR Downspouts are recommended and should be arranged to carry drainage from the roof at least 5 feet beyond foundation walls. 1' 1 3 r. • p. FS rGENERAL REC0MMENDATI0NS (C0NT '0) Knowing some risk is involved and taking precautions to prevent wetting of IMF subsoils, slabs may be constructed "free floating" , isolated from all bearing Illmembers, reinforced with wire mesh, and jointed frequently. Both gravel and vapor barriers should be placed beneath the slab. Interior partitions should 101 be designed to allow for some movement in the slab. Backfill around the outside perimeter of the structure should be compacted III at optimum moisture, or above, to at least 90% of Standard Proctor density as determined by ASTM Standard Test D-698. IS Construction using large equipment will be very difficult during periods of precipitation and some problems are anticipated during dry construction i periods. Illi IIIG E Il ERA L • A soils engineer shall be the owner's representative to supervise and control all IScompacted fill and/or compacted .backfill placed on the project. The soils engineer shall approve all earth materials prior to their use, the methods of placing, and witthe degree of compaction obtained. A certificate of approval from the soils engineer will be required prior to the owner' s final acceptance of the filling operations. NIL 10 . MATER I A L S The soils used for compacted fill beneath interior floor slabs and backfill around all foundation walls shall be impervious and non-swelling for the depth shown on the - drawings. No material shall be placed in the fill having a maximum dimension of six inches or greater. All materials used in either compacted fill or compacted MI backfill shall be subject to the approval of the soils engineer. IPREPARATION OF SUBGRADE All topsoil and vegetation shall be removed Lo a depth satisfactory Co the soils engineer before beginning preparation of the subyrade. The suhgrade surface of the area to be filled shall be scarified to a minimum depth of six inches , Is. moistened as necessary, and compacted in a manner specified below for the sub- sequent layers of fill . I. ENGINEERING DEPARTMENT COMMENTS U A. Location of the existing underdrain system is unknown but a new underdrain system is proposed and is shown on the revised preliminary plat. B. A storm water detention facility has been preliminarily " \ ; designed and copies of the design notes are enclosed for review. The proposed facility is to be constructed within easements on Lots 4 and 5, Block 2 and are to be maintained U• by the lot owners by means of deed restriction and require- ment. The facility is designed to allow for total L landscaping of the pond and for ease of maintenance. Agreements or easements for point discharge of drainage L is being pursued with the downstream property owners. The w final agreements will be filed prior to submittal of the final plat. C. Fire hydrant number and location have been revised and so indicated on the preliminary plat to conform with the Fire Dept. request. B. A looped 6 in. water line has been indicated on the prelim- inary plat. III. ADDITIONAL EASEMENTS Twenty (20) foot utility easements on Lots 3 and 4, Blocks 1 and 2 have been indicated on the revised preliminary plat as requested. IV. HEALTH DEPARTMENT COMMENT The proposed sewage disposal system for the development is to be by public system, i .e. , Hill-N-Park Sanitation District. Although this District does not presently conform with its NPDES permit, it is our understanding that construction is presently underway that will bring the District in compliance with the NPDES permit. This construction should be completed shortly. The earliest that dis- charge from this site can be expected is in September of this year. Therefore, it would seem feasible that approval could be made contingent on monitoring and compliance of the District. In the event that this is not desirable, we have submitted a preliminary design for a typical application for individual on lot systems to show that this method is feasible until such time as public sewer is available. The site is bounded on the East by I 35th Avenue and on the North by 37th Street. Approximately 75 acres offsite J to the North drains to the intersection of 35th Avenue and 37th Street V and is directed onto the site via a 12-inch diameter culvert at the westerly side of this street intersection. calculating the estimated flow of runoff onto and from the site the modi- - -;"/ fied "Rational Method" as outlined in. the City of Greeley' s "Comprehensive Drainage Plan". Rainfall intensity curves developed for the City of Greeley U have been used. Calculations for the estimated runoff flows and sizing of Jr_ proposed drainage structures are enclosed. As previously stated, the offsite area to the North drains to the Northwest if LU corner of the intersection of 35th Avenue and 37th Street and is then directed ;e onto the site via a 12-inch diameter culvert. An onsite inspection of this intersection indicates thatponding normally occurs at the inlet of this culvert and that overtopping of the street occurs during moderate to heavy rainfalls. Therefore, it is proposed that a drainageway sized to accommodate the entire estimated runoff from the North be provided through the site. This is being' done based on the assumption that the undersized culvert will be removed and ei a larger sized culvert be installed at the time 37th Street and 35th Avenue ! improvements are made. The proposed drainageway is to be located along the Northerly boundary of the site and is to flow from the Northeast corner westerly along the boundary to approximately the center of the site and then at 411 flow southerly along a proposed lot line to the northerly end of the proposed cul de sac. The runoff will then split and flow southerly along each side of the proposed street, 35th Avenue Court. At the southerly end of 35th Avenue Court the flow is to be directed into a drainageway located along a proposed lot line and then flow southerly onto the adjacent property in an existing natural drainageway. The Aquolls , which have dark colored surface layers , make up about 65 percent of the mapping unit. • The Aquents , which have lighter colored surface layers , make up about 25 percent. About 10 percent is Aquolls and Aqucpts , flooded , and 8ankard sandy loam. These are deep , poorly drained soils. They formed in recent alluvium. Typically they have mottled , mildly to moderately alkaline , loamy or clayey surface layers and underlying material , and are underlain by sand or sand and gravel within 48 inches . They may or may not have a gleyed layer in the underlying material. • Most of these soils are subject to flooding. A watertable is at or near the surface early in the spring and recedes t.o as deep as 48 inches by late fall in some years . These soils are used for rangeland and wildlife habitat. Some small areas have been reclaimed by major drainage and leveling operations and is farmed to irrigated crops. The potential native vegetation on these soils is dominated by alkali sacaton,' switchgrass and western wheatgrass . Snitgrass , sedge , rush and alkali bluegrass are also prominent. The total number of dwelling units proposed is 16 with a total of 16 lots or one single-family dwelling unit per lot. The gross N density anticipated is 1 .03 dwelling units per acres. The net 7 density (gross area minus dedicated right-of-way) is estimated at 1 .22 dwelling units per acre. The average single-family lot size O is estimated to be approximately 35,000 sq. ft. The minimum lot U size will be 25,000 sq. ft. 3. The total number of off-street parking spaces to be provided is 32 (2 parking spaces per single-family dwelling unit). 4. The final decision on this application will be made by the Water Quality Control Commission. At present, it is doubtful that this site application would be approved. This is due to the problems being experienced by Hill-n-Park Sanitation District at its treatment facility. A majority of the problems have been cleared up, however, the ponding of the effluent is still unresolved. With the County Health Department opposing the site application, approval is not likely. Any actions the State Health Department might take to correct the existing situation are not yet known. Before any steps can be taken, a legal question must be cleared up with the Attorney General. Manufacturers or designers may request approval of standardized equip- ment or systems. Approval shall be granted only after submission of suck information as may be requested by the Department, or if the Colorado Department of Health has previously approved the design. Designs that meet all the requirements of this regulation will be included on the list. The list shall be revised periodically and shall be available to a DI person upon request. These comments are made after submittal of an alternate sewage disposal plan prepared by the applicant: 1. (Page 1, ISDS Regulations, Weld County) General policy is to require use of public sewer systems where and whenever feasible. Hill-N-Park sewer line runs within 400 feet of every lot in proposed subdivision. 2. Test holes 1 and 2 as shown in Hogan and Olhausen soils analysis indicate water depth at 3.5 feet and 3 feet respectively. With these depths systems must be ehtirely established above surface on these 2 locations. 3. The square footage proposed for ET systems would be 7,012 square feet per house. An average lot such as Block 1, Lot 7 has 33,250 square feet for total area. This would mean that roughly 20% of the entire lot would be taken up by the sewage disposal system. With minimum setbacks from property lines of 10 feet, from houses of 20 feet, and water supply lines of 25 feet, these beds could be dif- ficult to fit onto some lots depending on house size and placement on the lot. 4. Perhaps we could use the argument that Hill-N-Park can service the subdivision and therefore no septic systems will be permitted. However, since Hill-N-Park is not properly functioning at the present time, we could not allow any new or potential customers to construct until the problems are corrected. . If this would be the case, no ET system, as presently designed, would be suitable. 6. The present ET systems are designed for three bedroom homes; for larger homes the size will increase accordingly while taking up more of the lots total square footage. . 7. In summary, this department's position is that currently no accept- able sewer system is available to the applicant. Soils: Previous comments provided for this site for zoning change pointed out that soils were poorly drained with a water table near the soil surface. Special soil engineering analysis is needed for design of dwellings. The subsurface soil investigation included with the preliminary plan is thorough and does provide necessary alternative treatments for the proposed land use. k Surface Drainage: r The preliminary drainage report provides information as to the quantity of surface storm drainage water expected for a 100 year event to he 56 CPS. This figure seems reasonable at this time. However, the designed channels to carry these flows are based on 4 ft.;/second or greater velocities which are erosive to bare soil channels. Velocities over 2.5 ft. /second for the existing k soil conditions will be erosive. My recommendation is to vegetate all channels after construction to provide erosion resistance. However, when vegetation is established in the channels, more retardance to, flow will be created, thereby increasing flow depth. The incoming channel to 35th Avenue Court, for "D" retardance (growing grass or vegetation) will require a depth of 1.56 feet to carry 56 CFS. Roadside channels along 35th Avenue Court as designed should be of adequate depth for vegetated sides and bottom with "D" retardance. We recommend that the following concerns, as referenced to the Weld County Subdivision Regulations, be resolved prior to approval . 5-16(11)-All existing underdrain facilities need to be shown. Also, a scheme of any proposed underdrain should be submitted. 5-16(13)-Due to the impact of the proposed drainage system on down- stream property, the drainage concept as presented is not acceptable. The proposed subdivision falls within the Greeley Comprehensive Plan area. Therefore, all drainage facilities should comply with the City of Greeley regulations. As the upper reaches of the basin are developed, detention areas will be required to detain the 100 year frequency storm. The maximum outfall rate will be the historical 5 year run-off rate (approximately 19 CFS) . Therefore, the only offsite flow which Ravensdale Subdivision need be designed for is the rate from this 5 year event. The proposed subdivision should incorporate a similar detention concept to handle the 100 year Storm in the developed condition. Since the run-off will be changed from overland flow to concentrated point flow at the outfall , a drainage easement should be obtained from the southerly property owner(s) . 5-16(17)-Section lines and all adjacent rights-of-way should be clearly shown on the plan. 6-2A(5)-The pavement cross-section shown is inadequate. The soil conditions and the drainage and high ground water table must be considered in the pavement design. Computations will be required with the final submittal . 8-16-The high ground water problem should be addressed. Detailed design of any drainage facilities need not be completed until the final submittal , yet plans to eliminate the problem should be indicated. 8-2A(5)(C)-Thirty-fifth (35th) Avenue is a minor arterial and will require proper right-of-way reservations. 8-2A(6)(C)-All streets require a 40 foot roadway width. The Subsurface Soil Investigation Report by Hogan and Olhausen, Inc. (file no. 2125-01-01-03, November 6, 1978) provides a good description and evaluation of those geologic conditions that will affect the development of this property. The major geologic constraints for development of this property are the seasonally high groundwater table and soils that will consolidate when wetted and loaded. Groundwater levels have been known to rise within 3 ft of the surface (p. 3). Footings placed below this depth could experience excessive differential settlement unless bearing pressures are kept at a minimum. Likewise, footings placed above this level could experience differential movement due to frost heave. Unfortunately, lighter bearing pressures needed to prevent excessive settlement will also make foundations more susceptible to heaving due to frost penetration if placed at shallow depths. The possibility of excessive differential settlement or frost heave could be virtually eliminated by using drilled pier and grade beam foundation systems as' an alternative recommended by Hogan and Olhausen. In addition, the recommendations made in the Preliminary Drainage Report appear to be adequate for controlling surface runoff during heavy rainfall periods. No other geologic hazards nor serious constraints are known to exist in this area. With proper foundation engineering and surface drainage, we feel that this property can be safely developed as proposed. If we can be of further assistance, please contact our office.
