This Work Order is designed to cover the testing of aggregate material/asphalt content. Test samples will be taken at the asphalt plant prior to delivery to ensure that the asphalt meets our construction specifications. We have selected Terracon to perform these services under the On-Call Geotechnical Contract. Attached are Work Order #10 and the outlining scope of work proposed by Terracon. This work order will not exceed $19,789. What options exist for the Board? Box 758 Greeley, Colorado 80632-0758 Attn: Mr. Josh Holbrook Re: Proposal for Construction Materials Engineering and Testing Services 2010 Weld County Hot Mix Asphalt Projects Various Locations Weld County,Colorado Weld County Project No.AN-6 Terracon Proposal No. P21100024 Terracon is pleased to submit this proposal to provide quality control testing, observation, and laboratory engineering services during new Hot Mix Asphalt(HMA) paving and overlay projects as scheduled by Weld County Public Works during the 2010 calendar year. If required in the project specifications, Terracon's Greeley and/or Fort Collins office,which is accredited by AASHTO/CCRL in bituminous mixtures, soils, aggregate and Portland cement concrete and meets ASTM E329 "Standard Specification for Agencies Engaged in the Testing and/or Inspection of Materials Used in Construction" criteria. This proposal outlines our understanding of the scope of services to be performed by Terracon for this project, our proposed schedule, and provides an estimated fee for our services. A. PROJECT INFORMATION Terracon understands that the proposed schedule of paving consists of approximately 84,000 total tons on various separate jobsites located in the Weld County area. The construction and improvements are assumed to consist of both new paving and existing milling overlay projects depending on location and condition. Terracon understands that County personnel will be performing all sampling of material and will deliver HMA samples to Terracon's Greeley Office. Construction activities for Terracon services may include, but not necessarily limited to: Asphalt sampling and laboratory asphalt testing including extraction-gradation, L.A. Abrasion, Lottman, fractured face determination, maximum theoretical specific gravity (Rice), mix design bulk unit weight & Hveem stability verification, ignition method of asphalt binder content calibration, and other professional services. Terracon is familiar with the planned construction testing criteria based upon similar work in the area and look forward to providing these services on your project. This proposal is to provide materials testing and observation services during construction activities only when specifically requested and scheduled to do so by our client and/or authorized representative during construction on the project site. The proposed scopes of services and estimated costs for the construction materials testing services are included herein. B. SCOPE OF SERVICES Our scope is based on "take off'quantities provided to Terracon by a representative of Weld County(dated March 30, 2010) for the proposed scope of services. It is requested that the scope be reviewed by our client, design team and contractor for meeting the project intent and construction schedule anticipated. If • changes are necessary, it is requested that Terracon be notified so that appropriate changes can be implemented prior to and during the project duration. Terracon services will be provided only when specifically requested and scheduled to do so. The responsibility to call or schedule our services and direct Terracon will be by our client and/or designated authorized representative, herein referred to as "client". It is the client's responsibility to meet specified testing frequencies, and to review the Terracon estimated budget versus actual services performed with respect to the construction performed to-date. Since our personnel will not be at the site on a resident basis, it will be imperative that we be advised when to provide services on the project. Unless other arrangements are made,scheduling of personnel will be on an as available basis,which may require changes in personnel assigned to the project. The detailed scope of services envisioned to be performed is as follows: Hot-Mix Asphalt(HMA)Paving Testing: Field sampling is available upon request. The number of client requested laboratory tests are as follows: Ignition Method of Asphalt Binder Content Calibration(Colorado Procedure—Laboratory 5120) • It is anticipated that three (3) separate hot plant/suppliers with three (3) separate mixes will be utilized during paving operations and therefore calibration will be provided for the three (3) mix designs designated by Weld County Public Works. Each laboratory mix design calibration is estimated to include: Preparation of each aggregate by drying and manually prepare the test samples to the mix design blend proportions with the addition of liquid asphalt and then performing the ignition oven/aggregate gradation testing and to include review/coordination by the Department/Project Manager. Terracon understands that County personnel will be performing all sampling of material and will deliver two (2) of the samples to Terracon's Greeley Office. Additionally, Terracon understands that we will sample one (1) of the materials at the hot plant (2 hours/trip); • 2010 Weld County Asphalt Projects Construction lrerracon Weld County,Colorado Proposal No. 21100024 Page 3 HMA and Aggregate Laboratory Testing • Determination of Bitumen Content by Extraction, Gradation Analysis of Extracted Aggregate—45 to be delivered by client; • Maximum theoretical specific gravity for air voids(rice)—16 tests to be delivered by client; • Lottman (TSR)—4 tests to be delivered by client; • L.A.Abrasion—4 tests to be delivered by client; • Ignition method of asphalt binder content calibration— 3 tests (2 tests to be delivered by client and 1 test to be sampled by consultant); • Fractured face determination—4 tests to be delivered by client; and • Mix design bulk unit weight&Hveem stability verification—4 tests to be delivered by client. > Project Management/Coordination • Department/Project Manager—25 hours; Y Other/Additional Professional Services Anticipated • Based upon project contractor performance additional testing and/or consultation may be requested by Weld County and has been estimated to be included in the proposal for budgetary purposes. C. COMPENSATION The cost for our services including all field work, laboratory testing, engineering analyses and report preparation has been estimated on the basis of unit rates especially prepared for this project. Our estimated fees are based upon our understanding of the project based on the information provided. Additionally, the following assumptions were used in preparing our estimated fees: The time required for construction materials testing on the project will be directly related to the schedule and performance of the various contractors on the site. Additional services required for testing services beyond the on-site times outlined above will be invoiced based on the applicable unit rates as presented on the attached fee schedule(s). Our estimated fees are based upon our understanding of the project based on the information provided. Additionally,the following assumptions were used in preparing our estimated fees: • We have assumed that contractors on the site will work a single-shift,five-day week schedule; • All work performed before 7am, after 5 pm Monday through Friday and/or on Saturdays, Sundays and holidays will be billed at 1.5 times applicable hourly rates; • Should additional services be required beyond the scope of work outlined above, our standard unit rates will be applicable; • The contractor will schedule testing and inspection services with 24 hours notice and inspection services with 72 hours notice(7:00 a.m.to 5:00 p.m., Monday through Friday); • The contractor is responsible to perform the work in accordance with the plans and specifications, and our testing of the work does not relieve them of their responsibility to perform the work properly. • If a change or request of services is made with less than the above requested hours, Terracon will make every effort reasonable to accommodate,but cannot guarantee having personnel available; • Unit rates will be applicable for on-site duration's in excess of those outlined; and • Invoices for the project will be submitted on a monthly basis, with the dollar amount of services performed to-date versus the project estimated amount or authorized amount with an amount remaining; if applicable, it is the client's responsibility to monitor this amount with respect to the construction performed to-date and future services anticipated.
