COLO. conformity with the Weld County Home Rule Charter at 9th Avenue and 9th Street, Greeley, Colorado, June 2, 1977 at the hour of ten A.M. ROLL CALL: The following members were present: Nancy Clark, President Bob E. White, Vice President John T. Martin, Councilman Floyd Oliver, Councilman Bob Martin, Councilman Also present: Mr. A . J. Lorie and Mr. Dennis Woodroof of Stone, Gray and Company; 2 members of the press; and secretary, Bev Thomas. PERFORMANCE AUDIT OF ROAD AND BRIDGE: Nancy Clark presented a brief outline of the history of the County's Road and Bridge Division and then opened the meeting for discussion. The discussion was aimed at giving Mr. Woodroof and Mr. Lorie ideas about what the Council wanted to learn from the performance audit. Nancy said that while there is a plan of organization for the division on paper, the Council 's concern is whether this organization is working in practice. She pointed out that there is an excessive number of complaints about Road and Bridge. Also, the Council had discussed the audit with the County Commissioners and they are amiable to the performance audit. The Council members expressed hearsay-problems that concerned them and that they wanted to be included in a performance audit. . Nancy stated that it had proved difficult for the Council to have the time and knowledge to get answers to their questions. She added that the Council felt they needed persons with expertise to aid them and to make recommendations for improvement. Bob Martin and John Martin answered Mr. Lorie's question regarding the source of the complaints. They said that they had heard most of the complaints from the rank and file workers in the Road and Bridge Division. Mr. Lorie explained that he and Mr. Woodroof would have to begin by reading available information regarding what authority is assigned to Road and Bridge. They would want to look at the budget, the cost accounting system, purchasing policies, personnel policies, and papers used routinely in Road and Bridge. At a later date they would need to interview personnel in the division and go over the work sheets of the firm who has audited the County previously. 770959 ,,Ja& /X0%14 -01 611-*77 County Council Minute Page 2 June 2, 1977 - • It was arranged for the Council to supply Stone and Gray with the needed background materials, and that none and Gray would contact the Council the week of June 13, 1977. CHANGE OF MEETING TIME: Nancy Clark presented the idea of changing the Council's regular meeting time to a time when the County Commissioners were not obligated to other engagements. Bob White made a motion the Council meet the first and third Tuesdays at 9 A.M. John Martin seconded the motion and it was unanimously approved. The next meeting was scheduled for June 21, 1977. LEGAL COUNSEL FOR THE COUNCIL: Bill West's name was brought forward as possible legal counsel to write the Loustalet resolution. It was arranged that Nancy Clark and Floyd Oliver would meet with Mr. West and discuss the feasibility of him representing the Council. There being no further business, the meeting was adjourned.
