HomeMy WebLinkAbout20100216.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 27, 2010 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, January 27, 2010, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Douglas Rademacher, Chair Commissioner Barbara Kirkmeyer, Pro-Tem Commissioner Sean P. Conway — EXCUSED UNTIL 9:20 A.M. Commissioner William F. Garcia Commissioner David E. Long - EXCUSED Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Elizabeth Strong Director of Finance and Administration, Monica Mika MINUTES: Commissioner Garcia moved to approve the minutes of the Board of County Commissioners meeting of January 25, 2010, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: Commissioner Kirkmeyer moved to add New Item of Business #5) Consider Purchase Order and Scope of Work for Upper Front Range Transportation Planning Region and authorize Chair to sign — Colorado Department of Transportation. Commissioner Garcia seconded the motion, which carried unanimously. PUBLIC INPUT: No public input was given. (Clerk's Note: The opportunity for public input was given after the second item of new business was discussed, as a result of the Chair inadvertently forgetting to call the matter up in its ordinary sequence.) CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed. Commissioner Conway seconded the motion, and it carried unanimously. (Clerk's Note: Motion to approve the Consent Agenda occurred after the first item of new business was discussed, as a result of the Chair inadvertently forgetting to call the matter up in its ordinary sequence.) COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports. BIDS: APPROVE BID #B1000024, THREE (3) PATROL VEHICLES - SHERIFF'S OFFICE: Barbara Connolly, Controller, recommended acceptance of the low bid from Spradley-Barr Ford Greeley, in the amount of $63,969.00. Commissioner Garcia moved to approve the low bid from Spradley-Barr Ford Minutes, January 27, 2010 2010-0216 Pagel BC0016 / Greeley, in the amount of $63,969.00, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #61000025, THREE (3) CIVILIAN VEHICLES - SHERIFF'S OFFICE: Ms. Connolly recommended rejecting the low bid, contrary to the approval letter recommendation, because the low bid does not meet the specifications; therefore, the bid from Korf Continental is recommended, in the amount of $60,717.00. In response to Commissioner Garcia, Ms. Connolly stated the police package is necessary for these vehicles because the vehicles are rotated into regular operations. Commissioner Garcia moved to approve the low bid from Korf Continental, in the amount of $60,717.00, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #B1000026, ONE (1) 4X4 SUV - SHERIFF'S OFFICE: Ms. Connolly recommended approval of the low bid from Spradley-Barr Ford Greeley, in the amount of $26,769.00, with the tow package. APPROVE BID #B1000027, SUV OR SMALL CROSSOVER VEHICLE - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the low bid from Spradley Barr Ford Greeley, in the amount of $13,909.00. Commissioner Kirkmeyer moved to approve the low bid from Spradley Barr Ford Greeley, in the amount of $13,909.00, based on staff's recommendation. Seconded by Commissioner Garcia, the motion carried unanimously. APPROVE BID #B1000028, ONE (1) HALF-TON 4X4 EXTENDED CAB COMPACT SHORT BOX PICKUP - DEPARTMENT OF BUILDINGS AND GROUNDS: Ms. Connolly recommended approval of the low bid from Spradley-Barr Ford Greeley, in the amount of $18,295.00. Commissioner Rademacher inquired as to whether it is necessary for this vehicle to include an extended cab. Toby Taylor, Department of Buildings and Grounds, stated it is necessary to accommodate storage of equipment. He clarified some of the equipment is provided by the County; however, most of the tools are owned and provided by the employees; therefore, the cab provides a secure place to store the tools, as well as cold weather gear. Commissioner Garcia moved to approve the low bid from Spradley Barr Ford Greeley, in the amount of $18,295.00, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #B1000029, ONE (1) HALF-TON 4X4 EXTENDED CAB SHORT BOX PICKUP - DEPARTMENT OF BUILDINGS AND GROUNDS: Ms. Connolly recommended approval of the low bid from Spradley-Barr Ford Greeley, in the amount of $22,435.20. Commissioner Kirkmeyer inquired as to what the difference is between this vehicle and one approved in the last bid. Mr. Taylor stated this vehicle is a full size vehicle with a short box and the last bid was for a compact short box. He stated examples of a compact are Ford Rangers and Chevrolet S10s, and an example of a full size is a Ford F150. Commissioner Garcia moved to approve the low bid from Spradley-Barr Ford Greeley, in the amount of $22,435.20, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #61000030, ONE (1) HALF-TON 4X4 EXTENDED SUPER CAB PICKUP - CORONER'S OFFICE: Ms. Connolly recommended acceptance of the low bid from Dellenbach Motors, in the amount of $26,202.00. Commissioner Garcia inquired as to whether there are any differences between the models, since the bids are comparable. Ms. Connolly stated the Coroner's Office indicated the recommended vehicle will work best for their needs, based on its height. APPROVE BID #B1000031, TWO (2) HALF-TON 4X4 EXTENDED CAB PICKUPS - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the low bid form Sill-TerHar Motors, in the amount of $44,808.00. Commissioner Garcia moved to approve the low bid from Sill-TerHar Motors, in the amount of $44,808.00, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #61000032, ONE (1) 3/4 TON 4X4 EXTENDED CAB PICKUP - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the low bid from Spradley-Barr Ford Greeley, in the amount of $25,372.00. Commissioner Rademacher inquired as to what Option 2 is. Ms. Connolly stated it is a rear-mounted lift gate. Commissioner Garcia moved to approve the low bid from Spradley-Barr Ford Greeley Option 2, in the amount of $25,372.00, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #61000033, ONE (1) 3/4 TON 4X4 FULL SIZE REGULAR CAB PICKUP - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the low bid from Spradley-Barr Ford Greeley, in the amount of$20,648.00. Commissioner Garcia moved to approve the low bid from Spradley-Barr Ford Greeley, in the amount of $20,648.00, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #B1000034, ONE (1) ONE-TON CREW CAB PICKUP WITH FLATBED - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the low bid from Spradley-Barr Ford Greeley, in the amount of $44,915.97, with Options 2 and 3, which include cruise control and tool boxes. In response to Commissioner Kirkmeyer, Ms. Connolly confirmed the vehicle costs more than was budgeted for the item; however, the overall equipment cost is within the budget. Commissioner Garcia moved to approve the low bid from Spradley-Barr Ford Greeley, in the amount of $44,915.97, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #61000035, ONE (1) ONE-TON 4X4 PICKUP WITH CLUB CAB/SERVICE BODY - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the low bid from Spradley-Barr Ford Greeley, in the amount of $43,957.00. Commissioner Garcia moved to approve the low bid from Spradley-Barr Ford Greeley, in the amount of $43,957.00, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #B1000036, ONE (1) TANDEM TRUCK WITH PLOW/SANDER - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the low bid from McCandless Truck Center, in the amount of $157,935.00. Commissioner Garcia moved to approve the low bid from McCandless Truck Center, in the amount of $157,935.00, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #B1000037, ONE (1) TANDEM TRUCK WITH ROCK BOX - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the low bid from MCH Kenworth, in the amount of $111,070.00. Commissioner Garcia moved to approve the low bid from MHC Kenworth, in the amount of $111,070.00, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #61000038, TRIPLE AXLE TRAILER - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended rejection of the low bid, since it does not meet the specifications, and approval of the second lowest bid from Power Equipment, in the amount of $34,522.00. Commissioner Minutes, January 27, 2010 2010-0216 Page 3 BC0016 Rademacher stated a local vendor submitted a bid which is only slightly higher and he inquired as to why the bid was not considered. Ms. Connolly stated the bid from the local vendor does not meet the bid specifications. Commissioner Garcia moved to approve the second lowest bid from Power Equipment, in the amount of $34,522.00, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #61000039, TWO (2) MOTORGRADERS - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the bid from Colorado Machinery for both of the John Deere motorgraders, with options, in the amount of $437,850.00. She stated Power Equipment submitted the low bid for one (1) motorgrader; however, due to higher repair costs for the Volvo motorgrader, it is recommended that the two (2) John Deere motorgraders be purchased from Colorado Machinery. In response to Commissioner Garcia, Pat Persichino, Director, Department of Public Works, stated a maintenance cost analysis was conducted for John Deere versus Volvo motorgraders for the entire fleet, and the cost per hour is $5.92 for John Deere and $9.20 per hour for Volvo. Mr. Persichino stated there are seven (7) motorgraders in the fleet which may experience upcoming problems, two (2) engines have been replaced for two (2) of the motorgraders, and new oil pumps have been installed and the bearings have been checked on the other five (5) motorgraders. In response to Commissioner Garcia, Mr. Persichino confirmed the motorgraders which required engine replacements are both Volvos. (Clerk's Note: Commissioner Conway is now in attendance; it is 9:20 a.m.) Commissioner Garcia moved to approve the low bid from Colorado Machinery, in the amount of $437,850.00, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #B1000040, ONE (1) 20-TON SINGLE DRUM VIBRATORY ROLLER - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the low bid from Honnen Equipment, in the amount of $147,105.00. Commissioner Garcia moved to approve the low bid from Honnen Equipment, in the amount of $147,105.00, based on staff's recommendation. Seconded by Commissioner Conway, the motion carried unanimously. APPROVE BID #B1000041, ONE (1) TRENCH PLATE VIBRATORY COMPACTOR - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the low bid from Colorado Machinery, in the amount of $3,999.99. Commissioner Conway moved to approve the low bid from Colorado Machinery, in the amount of $3,999.99, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BID #61000043, TWO (2) DIESEL PUMPS - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the low bid from Wagner Rents, in the amount of $95,198.00. She stated in addition to the two (2) pumps, the bid includes intake hoses, suction screens, and flanges. Commissioner Conway moved to approve the low bid from Wagner Rents, in the amount of $95,198.00, based on staff's recommendation. Seconded by Commissioner Garcia, the motion carried unanimously. APPROVE BID #B1000044, TWO (2) FLEX WING ROTARY MOWERS - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly recommended approval of the low bid from Longmont Farm Supply, in the amount of $26,340.00. Commissioner Conway moved to approve the low bid from Longmont Farm Supply, in the amount of $26,340.00, based on staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. Minutes, January 27, 2010 2010-0216 Page 4 BC0016 NEW BUSINESS: CONSIDER CANCER, CARDIOVASCULAR DISEASE, AND PULMONARY DISEASE PREVENTION COMPETITIVE GRANT RENEWAL APPLICATION FOR HEART OF WELD PROGRAM AND AUTHORIZE CHAIR TO SIGN: Dr. Mark Wallace, M.D., Director, Department of Public Health and Environment, stated this is a grant renewal application and it was reviewed by the Board at a work session conducted last week. Dr. Wallace stated the grant allows the Department to operate a program focused on screening women for cardiovascular disease, which is the #1 killer of women, and the Program targets women who are in an age range that nutrition and behavior medication can still make a difference. He stated the Program was successful through its first year and women who participated were able to modify their risks and lower their chances of experiencing cardiovascular problems. He further stated the Department is applying for up to $222,379.00 for the year. Dr. Wallace stated the Program has developed good partnerships between the Department and other providers, and provided care to women who needed it. Commissioner Conway moved to approve said application and authorize the Chair to sign. Seconded by Commissioner Garcia, the motion carried unanimously. CONSIDER GRANT APPLICATION FOR PRENATAL COMMUNITY OUTREACH PROJECT AND AUTHORIZE CHAIR TO SIGN — UNITED WAY OF WELD COUNTY: Dr. Wallace stated this application was discussed at a recent work session with the Board, and the Project is part of a collaborative relationship with United Way of Weld County and its Promises Program, and the United Way of Weld County has funded a position in the Department for prenatal community outreach. He stated the Program has been successful at having women enter into prenatal care earlier and identifying women who would not ordinarily receive prenatal care. He stated another goal of the Project will be to improve low birth weight. Dr. Wallace stated the term of the grant will commence July 1, 2010, through June 30, 2012, and the award amount will be $110,019.00. Commissioner Conway moved to approve said application and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. CONSIDER VICTIM ASSISTANCE AND LAW ENFORCEMENT (VALE) EQUIPMENT GRANT AGREEMENT FOR DISTRICT ATTORNEY VICTIM WITNESS ASSISTANCE UNIT AND AUTHORIZE CHAIR TO SIGN: Joann Holden, District Attorney's Office, stated the application for this grant was approved approximately one (1) month ago, the grant is to purchase equipment for the new waiting rooms, and the funding is in the amount of $1,523.00. Commissioner Conway moved to approve said agreement and authorize Chair to sign. Seconded by Commissioner Garcia, the motion carried unanimously. CONSIDER TAX INCREMENT EXPENDITURE AND REVENUE SHARING AGREEMENT AND AUTHORIZE CHAIR TO SIGN - TOWN OF FIRESTONE: Bruce Barker, County Attorney, stated this agreement is with the Firestone Urban Renewal Authority and the Town of Firestone, and previously discussed changes have been incorporated into the agreement. Commissioner Kirkmeyer thanked the County staff for their diligent work on the agreement and she stated the communication between the County and the Town of Firestone has been excellent regarding this matter, and Commissioner Rademacher concurred. Commissioner Conway commended the Mayor of the Town of Firestone, the Firestone Town Council, and the County staff for expeditiously processing the agreement. Commissioner Kirkmeyer moved to approve said agreement and authorize Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously. CONSIDER PURCHASE ORDER AND SCOPE OF WORK FOR UPPER FRONT RANGE TRANSPORTATION PLANNING REGION AND AUTHORIZE CHAIR TO SIGN - COLORADO DEPARTMENT OF TRANSPORTATION: Elizabeth Relford, Department of Public Works, thanked the Board for amending the agenda to add this item of business and she explained she has been working with the Colorado Department of Transportation (CDOT) over the last two (2) months regarding this Minutes, January 27, 2010 2010-0216 Page 5 BC0016 matter and she still does not have the actual purchase order; however, she has provided an example of what it will look like. Ms. Relford stated the purchase order will be in the amount of $12,000.00, on behalf of Upper Front Range Transportation Planning Region, to allow it to hire a consultant to create a Congestion Mitigation and Air Quality (CMAQ) process. She clarified the funding is entirely provided by CDOT and Weld County is simply acting as the purchasing agent for the Upper Front Range Transportation Planning Region, since it does not employ any staff. In response to Commissioner Conway, Ms. Relford stated this is not the result of Senate Bill 3, and it is strictly the result of the Upper Front Range Transportation Planning Region being included in the nonattainment ozone boundary. Commissioner Kirkmeyer thanked Ms. Relford for her persistence on this matter and she stated the first meeting with the consultant is scheduled for tomorrow, which is the reason the matter needed to be placed on the agenda today, and she moved to approve said purchase order. Seconded by Commissioner Conway, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
