RE: APPROVE 2009 ANNUAL MILEAGE AND CONDITION CERTIFICATION REPORT FOR
THE HIGHWAY USER TAX FUND
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 2009 Annual Mileage and Condition
Certification Report for the Highways User Tax Fund from the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Department of
Public Works, to the Colorado Department of Transportation, with terms and conditions being as
stated in said report, and
WHEREAS, after review, the Board deems it advisable to approve said report, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado,that the 2009 Annual Mileage and Condition Certification Reportforthe Highway
User Tax Fund from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Public Works, to the Colorado
Department of Transportation be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 1st day of February, A.D., 2010.

WHAT IS HUTF?
1 Mechanism to redistribute fuel taxes (and other fees) to state and local
governments for transportation maintenance and improvements.
An annual reporting process to update the local road inventory data base at
CDOT.
A local/state/federal partnership for information exchange.
1 There are three tiers for counties. The first two tiers are dollar amounts
and allocation are set by law
1 The first tier allocated to the counties in such a manner that each county
receives the same allocation that it received for the fiscal year.
The second tier allocated to 17 specific counties listed and at percentages
set in the statute.
The third tier is the balance (if any) that remains of the county portion of
HUTF funds.
a. 60% is based upon jurisdictional lane-miles.
b. 15% is based upon the percent of statewide rural motor vehicle
registration in the county (unincorporated).
c. 15% motor vehicle registration (municipal and rural).
d. 10% is based upon percent of total statewide bridge deck (over 20').
1 How are county lane-miles calculated and adjusted?
a. A lane is defined as 10 feet of road width. The total width of the road (the
travel way) is divided by 10 to determine the number of lanes. For
example: a 24-foot road has 2.4 lanes. The number of lanes is then
multiplied by the length of the road to determine the "lane-miles".
b. Total lane mileage is calculated separately for paved and unpaved roads.
Paved roads are given a 1 .5 factor over unpaved roads. Paved lane
mileage total are adjusted by multiplying the paved lane mileage total by
this factor.
c. Each county has a terrain factor between 1 (flat) and 3 (mountainous),
Weld County is at 1 .5.
