RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY ROAD 70
BETWEEN COUNTY ROADS 19 AND 21
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Weld County Department of Public Works has recommended to the Board
that"45 M.P.H."signs be installed on County Road 70, between County Roads 19 and 21,to ensure
safety to the traveling public, and
WHEREAS,the Board has determined that said traffic control devices are necessary for the
protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install
"45 M.P.H." signs on County Road 70, between County Roads 19 and 21, for the safety of the
general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 18th day of October, A.D., 2010.

COLORADO SUBJECT: Reduction of Speed Limits on WCR 70
A Request Resolution from the BOCC directing Public Works to install traffic regulatory signs (Speed Limit R2-
1) on WCR 70 between WCR 19-21.
Traffic counts on WCR 70 between WCR 19 and WCR 21 was performed in September 2010, the
Average Annual Daily Traffic (AADT) was 316 and the 85th percentile of speed was 48 mph. The
Manual on Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5 mph
of the 85 percentile speed limit (page 2B-10). Other factors such as road characteristics, roadside
development, accident records, and shoulder conditions may be considered when establishing speed
limits.
WCR 19 is a paved collector. Research into the recent accident records showed 1 injury accident total on this
segment of roadway in the past 4 years. Based on this information; Public Works recommends that the speed
limit on WCR 70 between WCR 19 and WCR 21 should be reduced to 45 mph.
