HomeMy WebLinkAbout20100100 RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY ROAD 19 BETWEEN COUNTY ROADS 22 AND 24 AND BETWEEN COUNTY ROADS 26 AND 28 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Weld County Department of Public Works has recommended to the Board that "45 M.P.H." signs be installed on County Road 19 between County Roads 22 and 24 and between County Roads 26 and 28, in order to ensure safety to the traveling public, and WHEREAS,the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install "45 M.P.H." signs on County Road 19 between County Roads 22 and 24 and between County Roads 26 and 28, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. Long �) Date of signature: I I I IC !Y 2010-0100 / / EG0063 (+P C SD, ry /, �P O% ps /d MEMORANDUM I TO: Clerk to the Board DATE: January 8, 2010 hiDe FROM: Janet Carter E.I., Public Works COLORADO SUBJECT: Reduction of Speed Limits on WCR 19 A Request Resolution from the BOCC directing Public Works to install traffic regulatory signs (Speed Limit R2- 1) on WCR 19 between WCR 22-24 and WCR 26-28. Traffic counts on WCR 19 between WCR 22-24 and WCR 26-28 were performed in July 2009, the Average Annual Daily Traffic (AADT) was 1074 and 1387 respectively and the 85th percentile of speed was 62 mph in both roadway sections. The Manual on Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5 mph of the 85 percentile speed limit (page 2B-10). Other factors such as road characteristics, roadside development, accident records, and shoulder conditions may be considered when establishing speed limits. I made a site visit to review the speed limit issues and road characteristics. WCR 19 is a paved collector. Research into the recent accident records showed 25 accidents total; with 12 injuries and 4 fatalities occurring in this segment of roadway in the past 7 years.
