culvert work performed at the USR-1614 SemCrude facility. Attached are his findings. Please direct your

• SUBJECT: (AmUSR-1614) - SemCrude, LP (Re-inspection of Drainage
COLORADO Features Adjacent to WCR 30)
Weld County Public Works Department performed a site inspection on 4/12/10, at the above
mentioned site, and has observed the following:

• No filter fabric was found to be installed, under the rip rap, during the inspection. Sheet #1 of
approved Tetra Tech Developed Drainage Plans (Job #: 80-5291 .001 ) shows rip rap at Driveway and
Site Culverts will be installed "WITH FILTER FABRIC AND 6" OF TYPE II BEDDING".
• The rip rap installed on the outlet/east side of the Site Culvert is higher in elevation than the culvert
outlet. (See Example Photos #1 & #2 Below)

Recommendation
Rip rap at both the Driveway and Site Culverts, as per specifications of above-mentioned drainage plans,
was not installed properly and so cannot be accepted. No filter fabric was observed under the riprap. The
proper flow-line from the Site Culvert needs to be re-established to allow for adequate drainage of run-
off and the riprap blocks the outlet.
