Brad and Chris.
Similar to my request last month, enclosed please find a letter that I would like to have
included in the 7/21 Board of County Commissioners public hearing packet and 7/6 Greeley City
Council public hearing packet as well as my request for an advance copy of each respective
agenda. Please also let me know if these are still the correct meeting dates for public
comments on the rail study.
Thanks for your assistance, and please let me know if further information or clarification is
needed or if you have any questions.

RE: Windsor Planning Commission Comments on North Greeley Rail Corridor Sub-area Plan
Dear Brad and Chris:
Thank you again for advising me of the opportunity to address the May 18, 2010 joint meeting of the
Greeley and Weld County Planning Commissions during which time the two Commissions made
recommendations to the Greeley City Council and Weld County Board of County Commissioners,
respectively, on the draft plan of the North Greeley Rail Corridor Sub-area Plan. As you will recall,
during that meeting I shared the following comments which the Windsor Planning Commission wishes to
have considered as the Sub-area Plan moves forward.
1. The City of Greeley and Weld County work with the Great Western Railway to reconstruct
the 59th Avenue bridge in Greeley to accommodate eastbound rail traffic;
2. The City of Greeley and Weld County work with the Great Western Railway also to tie into
the Union Pacific switch in the Greeley switching yard to further accommodate eastbound rail
traffic;
3. For consistent and compatible industrial development within the sub-area and properties
within Windsor which abut the sub-area,that Greeley and Weld County enter into discussions
with Windsor to create an intergovernmental agreement for the development within and
adjacent to the sub-area;and
4. Windsor staff to attend the May 18, 2010 joint work session of the Greeley and Weld County
Planning Commissions and each of the meetings of the Greeley City Council and the Weld
County Board of County Commissioners on this matter to convey the Planning Commission's
recommendation on the draft plan.

As I also stated at the May 18, 2010 meeting and in accordance with the fourth comment above from the
Windsor Planning Commission, I will also be attending the June 21, 2010 Weld County Board of County
Commissioners public hearing and the July 6, 2010 Greeley City Council public hearing to share these
same recommendations of the Windsor Planning Commission.
As such, I am respectfully requesting that a copy of this letter be placed in the Greeley City Council
public hearing packet and Weld County Board of County Commissioners public hearing packet for each
of these respective meetings. Likewise, I am also respectfully requesting that a copy of each respective
agenda be e-mailed to me in advance of each of these meetings.
As always, thank you for your attention to this most important matter, and please let me know if further
information or clarification is needed on these requests or if you have any questions.
