We plan to enlarge the area to include the remaining acres south of the 4.77 acres to include more RV and boat storage space, a detention pond, and construct individual storage buildings, and storage of construction and heavy equipment. There will be two entrances to the storage area,one on the 4.77 acre site and one at the lower south end site when it opens. There will be a gate at the south end of the 4.77 acre site at this time. The area will be enclosed by six foot chain link fencing with a six foot privacy fencing on the north end of the 4.77 acres. There will be a security gate opening into the storage area. Lighting will be scattered in designated areas throughout the storage area. We will be using crushed concrete and crushed asphalt as the base to cover the ground. There is a lot separated out on the southwest corner of the 29.775 acres that I would like to have separated out in this Use by Special Review. A road leading back to this lot is designated on the blueprint map made by Joel Crowe. There will be a modular or manufactured office/home at the entrance to the 4.77 acre storage site. 2. Explain how this proposal is consistent with the intent of the Weld County Code,Chapter 22 (Comprehensive Plan) We plan to keep the area looking as natural as possible by keeping it enclosed and adding trees,plants, and shrubs. There will be a wide opening of 60 feet at the entrance with a holding area inside the property for vehicles entering the storage 3.Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district it is located. We are agriculturally zoned at present,but we have no irrigation water, so it is essentially dry land which basically grows rye, some native grass, and weeds. We plan to keep the native grass as part of our landscaping and adding trees, shrubs and more grass plants. We plan to keep the dust down with the application of the crushed concrete and crushed asphalt. • 4. What type of uses surround the site?Explain how the proposed use is consistent and compatible with surrounding land uses. There are agricultural areas to the south, east and west of the property. Across Highway 52 ,to the north of the proposed site ,the land is annexed to the city of Fort Lupton for future use as a subdivision and to place a water tower on it. On Highway 52,to the west of my property,there are two commercial sites,Aqua Hot and a cement business. There is a large truck stop 6 miles to the east, Love's, at the junction of 176 and Highway 52,that has a dumping station for RV's. 5.Describe, in detail,the following: A.Number of people who will use the site There will be a 152 spaces. Should the applicant or any of the subsequent property owners fail to adequately maintain the permanent erosion control facilities, retaining walls, structures. plantings and other protective devices; the City reserves the authority, after properly notifying the owner of needed maintenance and the owner failing to respond to the City's demand for such maintenance, to enter affected property, provide needed maintenance and to charge the owner for the work performed by the City or its contractors. 413 DETENTION 413.1 Introduction The criteria presented in this subsection shall be used in the design and evaluation of all detention facilities. The review of all planning submittals (refer to section 402) shall be based on the criteria presented in this subsection. The main purpose of a detention facility is to store the excess storm runoff associated with an increased basin imperviousness and discharge this excess at a rate similar to the rate experienced from the basin without development. The value of such detention facilities is discussed in subsection 403.3(f). Any special design conditions which cannot be defined by these criteria shall be reviewed by the City Engineer before proceeding with design. 413.2 Detention Methods • The various detention methods are defined on the basis of where the facility is constructed, such as open space detention, parking lot, or underground. 413.3 Design Criteria (a) Volume and Release Rates The minimum required volume shall be determined using the CUHP method or the following equations. These empirical equations were developed as part of the UD&FCD hydrology research program. The equations are based on a computer modeling study and represent average conditions. One of the most difficult aspects of storm drainage is obtaining consistent results between various methods for estimating detention requirements. These equations shall provide consistent and more effective approaches to the sizing of on-site detention ponds. Routine, periodic maintenance and emergency repairs may be performed within the State Highway right-of-way, under the general terms and conditions of the permit. Any significant repairs such as culvert replacement, resurfacing, or changes in design or specifications, will require written authorization from the Department. The Department shall be given proper advance notice whenever maintenance work will affect the movement or safety of traffic on the State Highway. In an emergency, the Department Region Office and the State Patrol shall immediately be notified of possible hazards. 14. If highway right-of-way fence exists or is proposed, the Permittee must contact Linda McWilliams at the Greeley Traffic Office, (970) 350-2147, prior to removal or installation. 15. The access shall be maintained at 30 feet wide with 25 foot radius. 16. Surfacing of the access shall be maintained as per Exhibit "A". 17. The access shall be maintained in a manner that will not cause water to enter onto the roadway, and will not interfere with the existing drainage system within the State Highway right-of-way. Drainage to the State Highway right-of-way shall not exceed historical rate of flow. 18. The maintenance of the access and/or further development of this property shall not negatively impact adjacent nearby properties.
