HomeMy WebLinkAbout20100361.tiff Minutes WELD COUNTY COUNCIL January 18, 2010 CD 1A2010 12 A The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, January 18, 2010, 6:30 p.m. at the Weld County Centennial, Center, 915 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by President John Kivimaki. Vice President Perry Buck, Councilwoman Ginny Buczek and Councilmen Don Mueller and Charles Tucker were present, constituting a quorum of the members. Also present was Karla Ford, Council Secretary. 2010 COUNCIL PRESIDENT ELECTION Council President Kivimaki asked for nominations for 2010 Council President. Councilwoman Buczek made a motion to nominate Councilwoman Buck for 2010 Council President. The motion was seconded by Councilman Tucker and carried. 2010 COUNCIL VICE PRESIDENT ELECTION Council President Buck asked for nominations for 2010 Council Vice President. Councilman Kivimaki made a motion to nominate Councilman Mueller to be the 2010 Council Vice President. The motion was seconded by Councilwoman Buczek. Councilman Kivimaki moved that nominations cease and elect Councilman Mueller as Vice President. The motion carried unanimously. APPROVAL OF DOCUMENTATION: January 18, 2010 Agenda Councilman Mueller made a motion to approve the January 18, 2010 agenda. The motion was seconded by Councilwoman Buczek and carried. December 21, 2009 Minutes Councilman Kivimaki made a motion to approve the December 21, 2009 minutes. The motion was seconded by Councilman Tucker and carried. 2009 4th Quarter Report to the People Councilman Kivimaki made a motion to approve 2009 4th Quarter Report to the People. The motion was seconded by Councilman Mueller and carried. Sign Resolution 179 At the December 21, 2009 Weld County Council meeting, the Council voted to adopt Weld County Resolution 179 which states to rescind Weld County Resolution 178. The Council signed Resolution 179. Adopt Resolution 180 Councilman Kivimaki made a motion to adopt Weld County Resolution 180 suggesting Commissioners to consider donating 2010 pay raise to Weld County or charity with changes in 4th paragraph. The change included taking out the word "foregoing" and 2010-0361 Weld County Council Minutes January 18,2010 Page 2 of 3 changing the word "asks" to "suggest." The motion was seconded by Councilman Tucker and passed by a 3 - yes and 2- no vote. PUBLIC COMMENT: There was no public comment. NEW BUSINESS: 2010 Council Coordinators Assignments The following Council Coordinator Assignments for 2010 are as follows: Department of Finance and Administration — Councilwoman Buczek Department of Health Services — Councilwoman Buck Department of Planning — Councilman Mueller Department of Public Works — Councilman Tucker Department of Human Services— Councilman Kivimaki 2010 Weld County Council Meeting Dates — Resolution 181 Councilman Kivimaki made a motion to adopt Resolution 181 that states the 2010 Weld County Council meetings be held on the third Monday of each month, except in February 2010 when the meeting will be held on the second Monday. The meetings will be held at 6:30 p.m. The motion was seconded by Councilman Tucker and carried. 2010 Weld County Council Locations The council will meet at the Weld County Centennial Center, 915 10th Street, Greeley, Co for its monthly meetings with the following exceptions: April 20, 2010 which will be held at the Southwest Weld County Services Complex Building, 4209 WCR 24 'h, Longmont, CO and July 19, 2010 which will be held at the Pierce Fire Department, 601 2nd Street, Pierce, CO. 2010 Council Review Programs and Meeting Planners The following assignments were made for council meeting review planners: Councilman Kivimaki: April —Assessor, October— Human Services, June— Elections 2010 Councilman Mueller: February—Treasurer, September— Long Range Budget, November - Planning Councilwoman Buczek: May— Emergency Management Councilwoman Buck: March — Juvenile Division, December— Commissioner Chair Rademacher Councilman Tucker: July— Public Works County Archives The county wants to be sure all historical items are archived. The Secretary was directed to keep 6 years plus current year information in office and archive the older minutes/agendas/council business documents. Coordinator Reports Councilwoman Buck attended the NCLA Breakfast and heard the economy is not looking to change much — legislature is working hard to get it the economy turned around in the state of Colorado. 'Weld County Council Minutes January 18,2010 Page 3 of 3 Councilman Kivimaki suggested having Bruce Barker come to a meeting to discuss wording for a charter amendment which would allow the council to deal with financial reversals and to adjust commissioner salaries appropriately during an economic downfall. Councilman Mueller discussed the elected/appointed position of the Assessor. In Weld County the position is elected. Upcoming Meetings The following upcoming meeting was discussed: Unity in the Community Longmont Meeting. Payment of Bills Councilman Kivimaki made a motion for the bills to be paid as listed below: Mileage for Councilman John Kivimaki $ 43.20 Mileage for Councilwoman Perry Buck $ 31.20 • Mileage for Councilwoman Ginny Buczek $ 30.72 Mileage for Councilman Charles Tucker $ 18.72 Windsor Beacon—Subscription Renewal $ 23.03 The motion was seconded by Councilman Tucker and passed.
