WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Grant Application for the Relationships
Rock Program from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado
Department of Human Services, commencing upon full execution,with terms and conditions being
as stated in said application, and
WHEREAS,after review,the Board deems it advisable to approve said application, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld

Enclosed for Board Approval is an SSUF Grant Application for a Program Titled"Relationships Rock!"
under the Weld County Department of Human Services from the Colorado Department of Human
Services. This Grant Application will be presented at the Board's March 17,2010,Work Session.
Building Healthy Marriages and Responsible Fatherhood would like to submit an SSUF Grant
application for a total of$374,763 for two years to develop and run a program aimed at teens and
pregnant teens called Relationships Rock!. We propose to develop a three prong approach that will
first teach skills to teens and assist them in making healthy relationship choices. The goal of this
educational format is to decrease dating violence and teen pregnancy.
The first prong will address prevention of teen pregnancy and dating violence that will include youth
conferences,classroom training,and an interactive,teen specific resource guide.
The second prong will be a support program for those teens that are pregnant or arc parents. In this
section,we propose to assist the teens in obtaining the resources they need to have a healthy baby,
become the best parents they can be,maintain the father/baby relationship,continue their schooling,
and make good decisions in all areas of their lives.
The third prong will include a"train the trainer"model for case workers,teachers,and teen advocates
to teach the importance of healthy relationships,positive gender identity,cultural competencies and
the impact of societal pressures in their practices. As previously stated this application proposes an
innovative approach to decreasing teen dating violence and pregnancy,thereby decreasing the
number of/or length of time of TANF recipients and increasing the physical and emotional health of
our county's youth.

The Weld County Department of Human Services seeks support in the amount of$300,408 from the
Statewide Strategic Use Fund Colorado Works Strategic Allocation Committee for the Relationships
Rock! program. The activities of Relationships Rock! will not only reduce the dependency of needy
parents by promoting healthy relationships, but also prevent out of wedlock pregnancies, encourage
the formation and maintenance of two parent families, and enhance the self-efficacy of low-income
families, which coincides with the overall missions and goals of the Temporary Assistance to Needy
Families and Statewide Strategic Use Fund.
These funds will be used to create an innovative plan to coordinate existing programs enhanced with a
new curriculum through Weld County Department of Human Services with other community
programs called Relationships Rock! This program will focus on high school students in Weld County
(ages 14-18) with an emphasis on relationship skills. Relationships Rock! will provide high school
teenagers with knowledge of relationships, positive character development, dating violence, and with a
teen friendly resource guide to community and faith based agencies that will assist them in meeting
their basic needs. If teen parents are identified, our program will complete a needs assessment, and
then refer them to programs that fit their goals and/or needs.
We anticipate that the Relationships Rock! program will cost a total of$374,763, this includes
$300,408 in grant funds and $74,355 from in-kind funds, to support for two years. The participants of
Relationships Rock! program will achieve an increase in self-efficacy, life skills, access to support from
high quality specialized community services to enhance parenting and child development skills, and
social and family supports in an innovative manner. We are sure that you will find that the
Relationships Rock! program will fit with the TANF and SSUF missions and goals.

Please summarize the proposed initiative in 250 words or fewer. To the extent possible, include
the project's activities, evaluation, and intended outcomes, and describe how it fits within the
purpose(s) of TANF detailed above. The Weld County Department of Human Services will be
creating an innovative plan to coordinate existing programs enhanced with a new curriculum
through Weld County Department of Human Services with other community programs called
Relationships Rock. This program will provide high school teenagers with knowledge of
relationships, gender roles, dating violence, and a teen friendly resource guide to community and
faith based agencies that will assist them in meeting their basic needs. If teen parents are
identified, our program will complete a needs assessment, and then we will refer them to
programs that fit their goals and/or needs.
All of the Relationship Rocks activities not only reduce the dependency of needy parents
by promoting marriage, but also prevent out of wedlock pregnancies, encourage the formation
and maintenance of two parent families, and will enhance the self-sufficiency of low income

families, which coincides with the TANF and SSUF overall goals. These programs will increase
self- efficacy, life skills, access to community, support, and high quality specialized services,
parenting and child development skills, and social and family supports.
Relationships Rock will consult with University of Northern Colorado and Colorado State
University in developing its own pre and post evaluations. Data management and statistical
analysis will be handled in-house by the director of the Relationships Rock program.
Briefly describe how your organization will accommodate people with disabilities (in accordance

Please explain: The Building Healthy Marriages program receives a county cash match through
TANF funds. Building Healthy Marriages is similar to Relationships Rock in that it helps people
to have healthier relationships, but under the BHM grant, they are unable to educate teenagers in
the high schools and they are unable to provide in-depth case management to teen
parents.
All of Weld County TANF reserve funds will be depleted by the end of fiscal year 2010
thereby disallowing any funding for additional programs.

A. Statement of Need
Adolescence(ages 12-18) is a stage at which we are neither a child nor an adult, life is definitely
getting more complex as we attempt to find our own identity, struggle with social interactions,
and grapple with moral issues (Harder, 2009). Like most teenagers, kids in Weld County struggle
to find their own identity, form their own values, and establish foundations for their future. Often
they do so in an environment that is devoid of positive role models. In essence many teens lack
opportunities to engage in positive character development that will instill values of healthy,
nonviolent interpersonal relationships.
About one in three high school students have been, or will be, involved in an abusive
relationship, and one in five, or 20 percent, of dating couples report some type of violence in
their relationship (Bureau, 2000). This means that an estimated 3,700 couples in Weld County
high schools are experiencing some type of relationship violence. These numbers increase
significantly when the teenagers are pregnant. In a study of 379 pregnant or parenting teens and
95 teenage girls without children, 62% of the girls ages 11-15 years and 56% of girls aged 16-19
years reported experiencing domestic violence at the hands of their partners (Center, 2000). The
Relationships Rock! program will provide healthy relationship education, thus reducing the rate
of dating violence among high school students and pregnant teens.
In 2007, Weld County had 31.9 teen births per 1,000 teens (ages 15-17) compared with 23.7 teen
births statewide(Kids, 2009). Research shows that"teen mothers are more likely to drop out of
school, remain unmarried, and live in poverty"(Suellentrop, 2006). Furthermore, "only about
one third of teen mothers obtain a high school diploma" (Swierzewski, 2007). By helping teens
become more educated about the ramifications of casual sex, and the benefits of healthy
relationships, we intend to see a decrease in the number of sexually active teens and subsequent
pregnancies in Weld County, and by extension, decrease the number of teen parents and high
school dropout rates.
Teens who avoid early parenthood have a much better chance of forming healthy marriages in
the future than teens who become parents (Pearson & Whitehead, 2006). This means relationship
education can prevent teen pregnancy while promoting healthy, long lasting relationships.
"Research has shown that educational programs on healthy relationships and marriages can help
youth develop positive communication and conflict-management skills and reduce their risk for
intimate partner violence and teen pregnancy. The decision-making and relationship-building
skills youth can learn can also spill-over into other relationships (e.g., parent-child, teacher,peer,
co-worker) as well" (Futris, 2009).
The issue of teen pregnancy must also include the perceived lack of the father's involvement in
the life of the child. "All too often, it is assumed that young men do not want to be involved in
their children's lives. This perception can prevent young fathers from being involved in decision
making regarding the young man's baby. The reality is that most teen fathers do want to be
involved in their child's life and are concerned about their child's future; they just need to be
given a chance to grow in the role as a father" (Anderson, 2004). We hope to engage and inspire
those teen fathers into being a healthy part of their child's life.

Our program will target high school students (ages 14-18) in Weld County with an emphasis on
relationship skills for teens. Approximately 50% of Weld County high school students are on
free and reduced lunches, which relates to TANF eligibility(Colorado, 2009). This program
hopes to serve 2,000 high school students and 30 expectant and/or teen parents.
B. Activities/ Services
Our proposed program entitled, Relationships Rock! seeks to address the following TANF
/SSUF goals:
1. Reduce the dependency of needy parents by promoting healthy relationships
2. Prevent out of wedlock pregnancies
3. Encourages the formation and maintenance of two parent families,
4. Enhance the self sufficiency of low income families
This will be accomplished through a unique and innovative program that will be administered on
three levels:
Prevention
• Promote healthy teen lifestyle choices. Sixteen Young People's Conferences will reach
240 teens, over the next two years throughout Weld County. These conferences will
teach teens (ages 14-18) how to have healthy relationships, relax, manage stress, and
increase their media literacy skills by gaining an understanding of the affects of popular
culture in promoting negative messages. Speakers will be brought in from such agencies
as Weld WAITs and the Health Department when appropriate. Resource fairs will be
available to teens during the conferences to learn about teen specific resources that are
available in their area.
• Teach communication and conflict resolution skills that assist teens in forming and
maintaining healthy relationships. Relationships Rock will facilitate a series of 8-10
week courses in Weld County high schools targeting 1,760 students. The following
evidence-based curriculums will be used: Love U2: Love Notes, Love Notes: Baby
Smarts, and Safe Dates. We will also augment our teachings with interactive activities
from other curriculums as well engaging video clips and group discussion from Media
Education Foundation Films such as Tough Guise. By completing these courses teens
will develop critical thinking skills that will assist them to make wise choices about
relationships, sexuality, pregnancy prevention, partnering, and character development.
• Provide a venue for teens to access and share information about healthy
relationships. The Relationships Rock! program will create an interactive website geared
specifically for teenagers. This website will contain information and resource links, and
allow teens to post blogs, artwork, poetry, and other forms of expression that support the
concept of healthy relationships. We will promote this website by exploring avenues such
as brochures, school newspapers, and teen networking sites. The intention of this website
is to promote the Relationships Rock! program and those other collaborating agencies.

We foresee that this will increase the availability and accessibility of high quality,
specialized services for the prevention and/or intervention of domestic violence and/or
dating violence.
Intervention
• Reduce dating violence and normalize healthy relationships within school and teen
culture. This will be accomplished through in-school teen activities that encourage peer
support. Additionally, trainings will be provided to teachers and other youth workers.
• Address the relational aspect of teen pregnancy. Providing necessary support and
education to both the teen father and mother to encourage them to thrive as a two-parent
family while increasing self-efficacy, life skills, access to community and support
services, parenting and child development skills, and social and family supports that
nurture the foundation for long-term co-parenting.
• Provide necessary referrals for additional services and resources as needed
(pregnancy support, teen fatherhood, counseling, etc.) This will be accomplished through
the use of a needs assessment that will direct teens to a menu of service options.
System Response
• Create a sustainable infrastructure between healthy relationship programs,
fatherhood programs, domestic violence agency, and community partners that will
provide a new standard of community response to these issues. This will be accomplished
through collaborative efforts to provide the proposed services as well as coalition and
capacity building.
• Promote cultural competency. We will address issues of ethnic, gender, generational
and cultural factors that pertain to specific populations within our communities through a
series of training opportunities we will hold for teachers, case workers and youth services
providers from community and faith based programs.
• Expand the scope and range of our efforts through ongoing training and resource
sharing that will ultimately lead to replication of the Relationships Rock! program
in other communities. This will be accomplished through the facilitation of two "train
the trainer" events. Training participants will be trained in the facilitation of the
curriculums utilized and supported to expand services. While our initial trainings will
focus on Weld County, in the second year we will provide the training at the regional
level within Northern Colorado.
C. Outcomes/Evaluation
Currently, the Weld County Department of Human Services (WCDHS) is working with the
University of Northern Colorado and Colorado State University to evaluate other grant projects.
The program will consult with University of Northern Colorado and Colorado State University in

developing its own pre and post tests. Data management and statistical analysis will be handled
in-house by the director of the Relationships Rock! program.
D. Evidence Basis
Research shows that teens conclude that"there appears to be too much emphasis on the physical
side of sex and a lack of information about emotional and relationship aspects. A greater focus
should be given to informing teenagers more about the emotional side of their education, such as
relationships and sexual feelings" (Billings et al., 2007). This is what we will accomplish while
working with our high school aged students. The curriculums that we will be using are used
nationally in traditional formats, such as in youth conferences and in the schools.
The core curriculums of Relationships Rock! (Love Notes, Love U2, and Love U2: Baby Smarts)
are written by Marline Pearson. All three of these curriculums are research based and adapted
from the acclaimed Love U2®: Relationship Smarts PLUS. "The [focus] groups were designed
to ascertain directly from students their attitudes about the content, the instructional methods
employed, skills they believed they acquired and any recommendations for revising the
curriculum. Positive assessments dominated as a theme: "Relationship Smarts gave me useful
information about relationships and helped me learn new ideas about how to maintain my
relationships now, as well as in the future." "It will help dating teenagers avoid abusive
relationships." "I liked how in depth the program was—it was really informative about dating
and what should and shouldn't happen." The focus groups indicated that the Relationship Smarts
Plus lessons were interesting, engaging, informative and useful" (Kerpelman, 2009).
Research shows that the Safe Dates curriculum is also based on research. "Safe Dates
participants reported statistically significant decreases in psychological abuse perpetration,
sexual abuse perpetration against a dating, in violence perpetration against a current dating
partner, and in perpetration of moderate physical abuse. Safe Dates participants reported
significantly reduced rates of sexual abuse victimization at 4 years after the intervention, relative
to adolescents in the comparison condition" (Foshee & Langwick, 2004). Overall, this
curriculum demonstrates that Safe Dates participants report significantly reduced rates of being
victimized.
The Relationships Rock! program will refer pregnant teenagers to collaborating agencies for
more specialized support and services that they might need beyond the scope of promoting
healthy relationships. This model will bring together the intangible relationship needs of our teen
parents with their tangible needs such as prenatal care and support to stay in school. Referrals
will be based on the individual's specific needs and identified with a basic needs assessment.
Our interactive website will allow us not only to market our program to teens but also promote
buy-in from them as well. We recognize that today's youth are active online and on social
networking websites. A new study by the National School Boards Association and Grunwald
Associates LLC exploring the online behaviors of U.S. teens and tweens show that 96 percent of
students with online access use social networking technologies, such as chatting, text messaging,
blogging, and visiting online communities such as Facebook, MySpace, and Webkinz (Agarwal,
2007).

E. Agency Capacity
The Weld County Department of Human Services (WCDHS) is a state supervised, county
administrative service delivery system and incorporates Protective Services for Adults and
Children, the Assistance Payments Program, Employment Services, Child Support Enforcement,
and the Area Agency on Aging. Our mission is to demonstrate that we are an innovative
organization that provides comprehensive and responsible services to the Weld County
community, always exceeding performance expectations. The Department of Human Services
offers aid in a range of programs to the citizens of Weld County. Services that are provided and
are similar to the Relationships Rock! program are the Fatherhood Initiative, Youth in Conflict
(YIC), the Multidisciplinary Youth Assessment Team (MYAT), and Building Healthy Marriages
(BHM). The Fatherhood Initiative strengthens families by empowering fathers to be there for
their children. The YIC program provides services to court ordered adolescents to reduce or
eliminate conflict between the youth and their family or community. MYAT strengthens families
whose teenagers are experiencing substance abuse, interest in gangs, truancy, and suicidal
thoughts. BHM is a program designed to help everyone improve communications skills and
partnerships. None of these services have changed in the past 24 months.
WCDHS has been continuously working with TANF-eligible individuals and families. All of
our clients must qualify for TANF to be eligible for TANF, Leap, Childcare Assistance,
Medicaid, Food stamps, and Employment Service. Also, many of our child welfare families are
TANF eligible. Therefore, we as Human Services have a vast knowledge of working with
TANF-eligible clients.
All of our clients who are under 18 will qualify under TANF based on their age. Our teen parents
will be asked general logistical information during their menu of services assessment, such as
their income and if they have a child to qualify them for the Relationships Rock! Program.
The Director of Assistance Payment Department and the Director of Fiscal Department will
oversee the accounting procedures to ensure that they will be maintained per the guidelines and
requirements set forth.
F. Collaboration
The Weld County Department of Human Services collaborates with many different agencies
directly such as community-based organizations, faith-based organizations, government entities,
educational institutions and health care facilities.
One example of this is through WCDHS' Building Healthy Marriages (BHM) Program. All of
our educators are employed by the Community Mediation Project which is a faith-based
organization. United Way of Weld County provides all of the BHM marketing needs. BHM
contacts with the University of Northern Colorado for evaluation. A Women's Place provides the
BHM staff with domestic violence training and resources. The Building Healthy Marriages is
also active in many state and regional committees such as the Carbon Valley Network
Committee, The Greeley Community Partnership Community, and The Council for Healthy

Relationships. These strong collaborations have contributed to the success of the Building
Healthy Marriages Program.
Another example of collaboration within WCDHS is through the Weld County Responsible
Fatherhood Initiative. The current fatherhood programs in Weld County are unique in that
WCDHS partners with two area churches to provide services to fathers at a grassroots,
community-based level. Currently WCDHS provides financial and in-kind staff support to
Summitview Community Church's "Be A Man- Promoting Responsible Fatherhood Program" in
the Greeley and Evans area and New Horizon's Christian Church's program, "Got Fatherhood?"
serving Southern Weld County. WCDHS staff assists these two programs in program
development and client recruitment as well as assisting program participants in navigating the
social services system.
Relationships Rock! will collaborate with the school systems to provide the core of our program
directly within the school setting. Many of our courses will be offered in conjunction with the
Family and Consumer Science classes. Many of our Young People's Conferences will be held in
conjunction with area schools and trainings will be offered to teachers and other school staff.
As a component of the Relationships Rock! program, we will recruit experts from amongst the
ranks of our community partners to assist in providing the direct services proposed including
educators, and trainers to train others in the curriculums. We will also refer to the Youth and
Family Connections, the Pregnancy Resource Center, Weld County Department of Public Health
and Environment, A Women's Place and the Safe Shelter of St. Vrain Valley in order to support
the tangible needs of our clients. Finally, the data collected on the efficacy of the curriculums
used in our this program will be shared with the grant applicants from"Colorado Coalition for
Girls, PREP, Inc. and It's my Community Initiative (IMCI)" in order to develop best practices
and the best curriculum per target population.
Beyond our primary goal of providing direct services with this project we anticipate building
stronger working ties and collaboration between our Building Healthy Marriages program, the
Council for Healthy Relationships, the local and statewide Responsible Fatherhood Initiative,
and our local domestic violence service providers and advocates to provide wrap-around services
that ultimately strengthen families. We believe that this threefold partnership will not only be the
key to providing best practices in the healthy relationship and violence prevention arena, but will
also assist in establishing a foundation that will allow us to be seen as viable contenders for
anticipated streams of future federal funding.
G. Sustainability
Weld County Department of Human Services (WCDHS) is in the process of developing a single
legacy program with the Responsible Fatherhood Initiative (RFI) and the Building Healthy
Marriages (BHM) program once the grants are complete. This legacy program will look for
support through other grant opportunities, through the Weld County budgeting process, and by
developing a"fee-for-service"product. WCDHS will continue to collaborate with city,judicial,
faith, and community based organizations to strengthen future grant opportunities. The
Relationships Rock! program will be incorporated as part of the RFI and BHM legacy program.

The expectation of combining these programs is to continue enhance this important services as
well as position ourselves for future Federal and State funding.
Also, by facilitating"train the trainer" model we are investing in sustaining the program after
SSUF funds are no longer available. The service providers will be able to provide the curriculum
to the clients that they serve, while using their agencies resources to fund the courses.
