Denver, CO 80202 www.encana.com April 5, 2010 Barbara Kirkmeyer Weld County Commissioner 915 10th Street Greeley, CO 80631 Dear Commissioner Kirkmeyer: On behalf of Encana Corporation, I would like to express my support of Weld County's Smart Energy Plan which includes efforts to promote the use of natural gas as an alternative transportation fuel. As part of the plan, Encana also supports the plan's intent to build fueling infrastructure which will assist with creating a connection from the Denver Metropolitan area to Wyoming and Utah. Encana is committed to exploring new and emerging technologies that allow us to minimize our impacts on the environment in the areas where we operate, live, work and drive. As part of the commitment, Encana is piloting natural gas vehicles in our working fleet. In Colorado we have initiated a pilot program in our operation in the DJ Basin to convert up to 15 light duty pickup trucks to run on natural gas. The program is underway and eight vehicles have been converted to date and the remaining vehicles will be ready by the second quarter of 2010. In addition, Encana has purchased eight Honda Civic GX sedans for employees use as part of the "Drive Natural Gas Vehicles" program. The plan is to have 52 "bi-fuel" vehicles, running either on CNG or gasoline, by the end of 2011 One of the obstacles to converting vehicles to natural gas is the availability of refueling infrastructure. Encana is working with all stakeholders to develop solutions to implement public access natural gas refueling and is willing to participate not only with our vehicle conversions for base load, but with seed capital to establish a workable and sustainable infrastructure north of Denver. We are committed to fully test this viable technology in our fleet and converting the remainder of our fleet to natural gas over the next three years if successful. By working together with other exploration and production companies and stakeholders, we can make natural gas a viable transportation fuel win Weld County, Colorado and the United States. Encana is looking forward to working with Weld County's stakeholders to further the Smart Energy Plan.
