RE: APPROVAL OF FINAL PLAT FOR RAVENSDALE ESTATES - GERALD JANTZ
AND RON LINT.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, Gerald Jantz and Ron Lint have submitted the Final
Plat for Ravensdale Estates to the Board of County Commissioners
of Weld County, Colorado for approval in accordance with the Sub-
division Regulations of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners heard all of the
testimony and statements of those present, and
WHEREAS, the Weld County Planning Commission has recommended
approval of said final plat, said approval being conditional on
the following being accomplished prior to recording the final
plat:
1. The Board of County Commissioners approving a
variance from Section 8-2A. as requested by the
applicant' s engineer in a letter dated April 17,
1979.
2. The applicant paying a park fee in lieu of land
required for public sites and/or open spaces.
Said fee to be determined prior to scheduling
the hearing before the Board of County Commis-
sioners.
3. The applicant posting a bond or other appropriate
security with the County for the amount stipulated
in the submitted subdivision improvements agree-
ment to ensure the completion of the improvements
identified in the agreement.
4. The applicant placing the following notes on the
plat to be recorded prior to scheduling of the
County Commissioners hearing:
a. All drainage easements, ditches, detention
ponds and the appurtenant structures that
are contained within individual subdivision
lots shall be maintained at the sole and

separate cost of each individual lot owner
and in accordance with the designs on the

b. Basements may be constructed only in accordance
with the "Subsurface Soil Investigation Report"
by Hogan and Olhausen Engineering, November 6 ,
1978 , File No. 2125-01-01-03 . Basement con-
struction design must be reviewed by the Weld
County Building Inspections Division.
WHEREAS, the Board deems it advisable to grant a variance
from Section 8-2A. as requested, and
WHEREAS, the Board of County Commissioners finds that the
Final Plat conforms in all major aspects to the Preliminary
Plat as previously reviewed and approved by the Board of County
Commissioners, and
WHEREAS, the Board further finds that the applicant has
complied with the Final Plat submission requirements as set forth
in the Weld County Subdivision Regulations.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the Final Plat of Ravens-
dale Estates described in Exhibit "A" attached hereto be, and
hereby is, approved subject to the following:
1. The applicant paying a park fee of $2 , 057 . 00
in lieu of land required for public sites
and/or open spaces.
2 . The applicant filing an irrevocable letter
of credit for subdivision improvements in
the amount of $80, 848. 00.
BE IT FURTHER RESOLVED by the Board that a variance from
Section 8-2A. be, and hereby is, granted.
The above and foregoing Resolution was, on motion duly made

COMMENTS :
1. To date our office has not received any letters in opposition
to this request for a final plat for Ravensdale Estates.
2. Weld County School District #6 has not responded to the referral
sent to their office on October 16, 1979. However, the
School District indicated at the time of the preliminary plat
that they had no objections to the request.
3. While the Final Plat for Ravensdale Estates has satisfied the
conditions set forth in the Preliminary Plan, the Weld County
Health Department still has problems with the discharge point
for Hill-N-Park Sanitation District. The Department of Planning
Services staff feels , however, that this concern should be an
issue discussed by the Weld County Health Department and Hill-N-
Park Sanitation District.

Subject: Land Value of Proposed Ravensdale Subdivision, #168:79:13
Subject property was purchased December 22, 1978, by the present owners,
for $59,000.00. This carputes out to $3,811.37 per acre. In checking a
couple of sales, the above price per acre seems to be the market value for
raw land in the area of said pissed subdivision.
Therefore, in my opinion, value of the land in proposed Ravensdale Estate
Subdivision would be $3,810.00 per acre as of this date.

COMMENTS :
1. To date our office has not received any letters in opposition
to this request for a final plat for Ravensdale Estates.
2. Weld County School District #6 has not responded to the referral
sent to their office on October 16 , 1979. However, the
School District indicated at the time of the preliminary plat
that they had no objections to the request.
3. While the Final Plat for Ravensdale Estates has satisfied the
conditions set forth in the Preliminary Plan, the Weld County
Health Department still has problems with the discharge point
for Hill-N-Park Sanitation District. The Department of Planning
Services staff feels, however, that this concern should be an
issue discussed by the weld County Health Department and Hill-N-
Park Sanitation District.

Dear Vickie:
These comments are submitted in reference to the final plat for the
Ravensdale Subdivision. The Greeley Planning Commission reviewed the pre-
liminary plan on April 10, 1979 and recommended no objections to the request.
Since the final plat conforms with the preliminary plan as previously re-
viewed, the recommendation of no objection is still valid.
We would like to note that 35th Avenue is a proposed arterial . When
the roadway is upgraded to an arterial status, the adjacent lot owners will
be expected to participate in the funding of the project. Additionally, it
should be noted that it may be necessary to form improvement districts in
the future to upgrade the local streets within the subdivision to city
standards.

z This is in response to your question related to obtaining a drainage
easement from the property owners located south (downstream) of the
Ravensdale site.

The proposed drainage improvements have been designed to discharge
the storm water run-off from the site at the calculated historic
rate. ' The increase in run-off due to the development is to be de-
tained in the proposed detention pond and released gradually as the
run-off intensity subsides following a storm. The outlet pipe from
the detention pond has been sized for the maximum release rate of
a 5-Year Storm with the site and upstream contributing area in the
undeveloped state. The detention pond has been sized to detain the
�j the difference between the 5-Year Storm and a 100-Year Storm with
Z the site in the developed state. This criteria for sizing of the
proposed drainage improvements was taken from the City of Greeley's
policy manual at the direction of the County Engineer's Office.
Z_ The outlet from the detention pond is to discharge into a ditch at
! the southerly boundary of the site. The present discharge of run-
ty off from the site is into the same ditch as we are proposing to use
following installation of improvements.
Q We have discussed the legalities of this with the developers attorney,
Mr. John Houtchens. It is our understanding that since we are to be
'— discharging no more than the historic rate of run-off from the site o
w # and since the run-off will be discharged into the existing drainage ° 3
o course from the site, there is no legal need to obtain a formal ease- c

concern over the drainage from the site. After reviewing this with
the developers, it is our opinion that the downstream property
owners concern is probably more with the diversion of irrigation
run-off through their properties by the farmer to the south.
Mr. Gary Jantz has been in contact with the property owners to the
south and has indicated that any concerns they may have had with
regard to the proposed subdivision have been alleviated.

DECLARATION OF PROTECTIVE COVENANTS
OF
RAVENSDALE ESTATES SUBDIVISION,
COUNTY OF WELD, STATE OF COLORADO.
The undersigned, being the owners of: Ravensdale Estates Subdivision,
County of Weld, State of Colorado, a part of the Northeast Quarter (NE c) of
Section Twenty-six (26) , Township Five (5) North, Range Sixty-six (66) West
of the Sixth P.M. ; do hereby make this Declaration of Protective Covenants with
reference to the use of land and construction of improvements on said Lots.
These Covenants shall be Covenants running with the land as hereinabove des-
cribed.
PART A. RESIDENTIAL AREA COVENANTS
A-1. LAND USE AND BUILDING TYPE. No lot within the subdivision shall be
used except for single-family residential purposes. No building shall be
erected, altered, placed, or permitted to remain on any lot other than one
detached single-family dwelling unit and a private attached garage. Any
proposed storage sheds or out buildings must be approved by the Architect-
ural Control Committee.
A-2. BUILDING QUALITY AND SIZE.
(a) All one-story residences shall have a minimum of 1,250 square feet
on the main floor, excluding basement, garage, porches , or patios .
(b) All tri-levels shall have a minimum of 1 ,500 square feet finished
area, excluding garages , porches or patios.
(c) All split-entires or bi-levels shall have a minimum of 1 ,800 square
feel finished area, excluding garages , porches , patios or fourth-level base-
ments .
(d) All two-story homes to have 1,800 square feet finished area, ex-
cluding basement, garages , porches or patios .
(e) Each residence shall have a minimum of a double-garage which shall
be attached to the residence.
A-3. ARCHITECTURAL CONTROL. No building shall be erected, placed, or altered
on any lot until the construction plans and specifications and a plan showing
the location of the structure have been approved by the Architectural Control
Committee as to quality of workmanship and materials , harmony of external
design with existing structures , and as to location with respect to topography
and finish grade elevation. No fence or wall shall be erected, placed or
altered on any lot nearer to any street than the minimum building setback
line unless similarly approved. Approval shall be as provided in Part B.
A-4. TIME FOR CONSTRUCTION. The construction of a residence, together with
other permissible buildings set forth in these protective covenants , shall be
fully completed within twelve (12) months after the date of commencement of
the construction.
A-5. TEMPORARY STRUCTURES. No structures of a temporary character, trailer,
basement , tent, shack, garage, barn, mobile home, or other outbuildings shall
be used on any lot at any time as a residence , either temporarily or permanently.
Contractors in the process of constructing a residence shall be allowed to
place temporary structures upon the lot for a period not to exceed twelve (12)
months from the beginning of construction.
A-6. VEHICLES, TRAILERS , ET CETERA. All boats , campers , trailers , motor
homes , semi-trailer trucks or truck tractors , or buses cannot be parked upon
the street or within the driveway or front yard of any subdivision lot. Such
vehicles may be stored upon other parts of a lot if they are enclosed within
the garage or are partially hidden from view from the street by an enclosure
or fence ; provided that such vehicles may be temporarily parked upon the street
within said subdivision for a period of time not exceeding twenty-four (24)

hours. This prohibition shall also include inoperable motor vehicles which
are not licensed by the State of Colorado Department of Motor Vehicles with
appropriate valid inspection stickers thereon.
A-7. REPAIR OF VEHICLES. No repairs to any vehicles shall be allowed except
for emergency repairs and repairs which are completed within twenty-four (24)
hours unless the same are being performed solely within an enclosed garage.
A-8. HEATING FUEL TANKS. Any propane fuel tanks used on a temporary basis
for heating purposes must be screened from view with a fence. In no event
shall any propane fuel tank be allowed for a period exceeding one (1) year
from the date of installation.
A-9. SIGNS. No sign of any character shall be displayed upon a lot, except
that the owner may display on the premises a "For Sale" or "For Rent" or
"Sold" sign referring only to the premises on which displayed, provided that
the size of such sign does not exceed twenty-four (24) inches by twenty-four
(24) inches. This restriction shall not prevent the Declarant from display
of tasteful "For Sale" or real estate signs associated with the sale of lots
contained within this subdivision during the ordinary course of real estate
sales of such property. 4
A-10. NUISANCES. No noxious or offensive activity shall be carried on upon
any lot, nor shall anything be done thereon which may be or may become an
annoyance or nuisance to the neighborhood.
A-11. GARBAGE AND REFUSE DISPOSAL. No lot shall be used or maintained as
a dumping ground for rubbish. Trash, garbage or other waste shall not be
kept upon a lot except in sanitary containers . All incinerators or other
equipment for the storage or disposal of such material shall be kept in a
clean and sanitary condition.
A-12. WEED CONTROL. No weeds , underbrush or other unsightly growth shall
be permitted to remain upon the premises hereby conveyed and no refuse pile
or unsightly objects shall be allowed to be placed or suffered to remain
anywhere thereon. In the event that the owner, within ten (10) days after
receiving notice, from another owner or the Declarant, shall fail or refuse
to keep his lot free of weeds , underbrush or refuse piles or other unsightly
growths or objects , then the Declarant or other lot owner may obtain through
legal means specific enforcement of these provisions as hereinafter provided.
A-13. LIVESTOCK AND POULTRY. No animals , livestock or poultry of any kind
shall be raised, bred or kept on any lot, except that dogs , cats , or other
household pets may be kept, provided that they are not kept, bred or main-
tained for commercial purposes. This restriction, however, shall not pro-
hibit the owners of those lots which -are in excess of 20,000 sq. ft. from
having or maintaining on such lots , horses or ponies if the same may be
maintained on such lots due to their sizes by the Weld County zoning reg-
ulations.
A-14. EASEMENTS. Easements for installation and maintenance of utilities
and drainage facilities are reserved as shown on the recorded plat. Within
these easements , no structure, planting or other material shall be placed
or permitted to remain which will prohibit or restrict the use of the ease-
ment for its intended purposes . Any such structure or planting or improve-
ment placed within the easement shall be placed at the risk of the lot
owner with respect to removal of the same if requested by the appropriate
user of the utility easement. The easement area of each lot and all improve-
ments in it shall be maintained continuously by the owner of the lot, except
for those improvements for which a public authority or utility company is
responsible.
PART B. ARCHITECTURAL CONTROL COMMITTEE
B-1. MEMBERSHIP. The Architectural Control Committee is composed of:

Two years following the recording of this document, the above Architectural
Control Committee will resign and will be replaced by a three (3) member
committee. The new committee will be appointed by the old committee and
will consist of current land owners within the subdivision. A majority
of the committee may designate a representation to act for it. In the event
of death or resignation of any member of the committee, the remaining mem-
bers shall have full authority to designate a successor. Neither the mem-
bers of the committee, nor its designated representative, shall be entitled
to any compensation for services performed pursuant to this covenant. At
any time, following five years after the date these covenants are recorded,
the then record owners of a majority of the lots shall have the power through
a duly recorded written instrument to change the membership of the committee
or to withdraw from the committee, or restore to it , any of its powers and
duties.
B-2. PROCEDURE. The committee's approval or disapproval as required in
these covenants shall be in writing. In the event the committee, or its
designated representative, fails to approve or disapprove within 30 days
after plans and specifications have been submitted to it, or in any event,
if no suit to enjoin the construction has been commenced prior to the com-
pletion thereof, approval will not be required and the related covenants
shall be deemed to have been fully complied with.
PART C. SUBDIVISION MAINTENANCE
C-1. DRAINAGE EASEMENTS. All drainage easements contained within indivi-
dual subdivision lots shall be maintained at the sole and separate cost of
each individual lot owner. The easements for drainage contained within
the individual lots are dedicated for drainage within the entire subdivision.
C-2. ADMINISTRATION. The annual meeting of the owners of properties located
within Ravensdale Estates Subdivision shall take place on the first Tuesday
in October each year upon notice having been sent to the lot owners by rep-
resentatives of the Architectural Control Committee. The owners shall have
the right to act either as an unincorporated Association or as an incorpor-
ated Association and shall elect annually at their meeting a President,
Vice-President and Secretary-Treasurer who shall serve for one year without
compensation. It shall be deemed a quorum for any such meeting in the event
5 or more lot owners representing separate entities or persons shall be in
attendance at any annual meeting. In the event of a Special Meeting a
quorum of 50% of the owners shall be required. Each owner of a lot shall
be entitled to one vote for each lot or living unit in which he holds the
record interest. Action shall be taken by a majority vote.
PART D. GENERAL PROVISIONS
D-l. TERM. These covenants are to run with the land and shall be binding
on all owners of lots and all parties and all persons claiming under them
for a period of twenty (20) years from the date these Covenants are recorded,
after which time said Covenants shall be automatically extended for successive
periods of ten (10) years . These covenants may be amended at any time by
an instrument in writing signed by a majority of the then owners of the lots,
including the Declarant if it owns lots at such time, said instrument being
duly recorded and providing for the change in said Covenants , in whole or
in part.
D-2. ENFORCEMENT. Enforcement shall be by proceeding at law or in equity
against any person or persons violating or attempting to violate any Coven-
ant either to restrain violation or to recover damages as the Court may deem
appropriate.
D-3. ATTORNEYS FEES. In the event a person or persons retain an attorney
in order to enforce these Covenants , then in that event, in the event en-
forcement is accomplished, whether by a Court proceeding or otherwise, said
person or persons shall be entitled to recover from the other adverse person
or persons an amount sufficient to cover their reasonable attorney's fees
with respect to said enforcement.
D-4. SEVERABILITY. Invalidation of any one of these Covenants by judgment
or Court Order shall in no wise affect any of the other provisions which
shall remain in full force and effect.

Paragraph A15-Basements
Due to a realtively high ground water table, prior to the
development of the subdivision basement, construction may not be
permitted within the subdivision. Construction of basements shall
be considered on an individual lot basis, prior to requesting a
building permit. The individual lot owner shall have made any
and all required and engineering investigations to determine the
feasibility of constructing a basement. If basement construction
is determined to be feasible, a perimeter drainage system which
discharges into the main subsurface drain for the subdivision, shall
be required to be incorporated with the construction of the basement.
The architectural Control Committee and the controlling governmental
agency which issues building permits shall make the final determin—
ation as to the feasibility of basement construction based on
investigations presented.

Title: Drainage Easements
Covenants to Ravensdale Estates
All drainage easements and the associated drainage improvements
which shall include, but not be limited to swells , ditches , detention
ponds and the appurtenant structures that are contained within
individual subdivision lots shall be maintained at the sole and
seperate cost of each individual lot owner. No permanent or temporary
structure shall be placed within the drainage easements. Landscaping
and plantings within the 'rainage easements may be allowed, so long
as the landscaping and plantings do not restrict the intended use of
said easement for drainage purposes. Approval by the Architectural
Control Committee shall be required prior to establishing landscaping
and plantings within the drainage easements.

SUBDIVISION AGREEMENT
THIS AGREEMENT, made and entered into this 8 day of October
1979 , by and between the County of Weld, Colorado, acting through its Board
of County Commissioners, hereinafter called "County" , and Gary Jantz and
Ron J. Lint , hereinafter called
"Subdivider".
WITNESSETH:
WHEREAS, Subdivider is the owner of or has a controlling interest in
the following described property in the County of Weld, Colorado:

WHEREAS, a final subdivision plat of said property, to be known as
Ravensdale Estates
has been submitted to the County for approval ; and
WHEREAS, Section 11-1 of the Weld County Subdivision Regulations pro-
vides that no final plat shall be approved by the Board of County Commissioners
until the Subdivider has submitted a Subdivision Improvement Agreement
guaranteeing the construction of the public improvements shown on plans ,
plats and supporting documents of the subdivision, which improvements, along
with a time schedule for completion, are listed in Exhibits "A" and "B" of
this Agreement.
NOW, THEREFORE, IN CONSIDERATION OF the foregoing and of the acceptance
and approval of said final plat, the parties hereto promise, covenant and
agree as follows :

be required to install improvements in accordance with the
requirements and standards that would exist if the plat
were developed within the corporate limits of that com-
munity. If the incorporated community has not adopted
such requirements and standards at the time the subdivision
is proposed, the requirements and standards of the County
shall be adhered to. If both the incorporated community
and the County have requirements and standards , those re-
quirements and standards that are more restrictive shall
a
apply.
3.2 Subdivider shall employ, at its own expense, a qualified
testing company previously approved by the County to per-
form all testing of materials or construction that is re-
quired by the County; and shall furnish copies of test re-
sults to the County.
3.3 At all times during said construction, the County shall
have the right to test and inspect or to require testing and
inspection of material and work at Subdivider's expense. Any
material or work not conforming to the approved plans and
specifications shall be removed and replaced to the satis-
faction of the County at Subdivider's expense.
3.4 The Subdivider shall furnish proof that proper arrangements
have been made for the installation of sanitary sewer or
septic systems, water, gas, electric and telephone services.
3.5 Said subdivis-ion improvements shall be completed, according
to the terms of this Agreement, within the construction
schedule appearing in Exhibit "B". The Board of County
Commissioners, at its option, may grant an extension of the
time of completion shown on Exhibit "B" upon application
by the Subdivider.
4. Release of Liability: Subdivider shall indemnify and hold harmless
the County from any and all suits, actions or claims of every nature
and description caused by, arising from, or on account of said con-
struction, and pay any and all judgments rendered against the County
on account of any such suit, action or claim, together with all reasonable

expenses and attorney fees incurred by County in defending such suit,
action or claim. All contractors and other employees engaged in
construction of the improvements shall maintain adequate workman's
compensation insurance and public liability insurance coverage, and
shall operate in strict accordance with laws and regulations of the
State of Colorado governing occupational safety and health.
5. Acceptance of Streets for Maintenance by the County: Upon com-
pliance with the following procedures by the Subdivider, streets with-
in a subdivision may be accepted by the County as a part of the County
road system and will be maintained and repaired by the County.
5.1 If desired by the County, portions of street improvements
may be placed in service when completed according to the

schedule shown on Exhibit "B", but such use and operation
shall not constitute an acceptance of said portions.
5.2 County may, at its option, issue building permits for con-
struction on lots for which street improvements detailed
herein have been started but not completed as shown on
Exhibit "B",and may continue to issue building permits so
long as the progress of work on the subdivision improvements
throughout the development is satisfactory to the County;
and all terms of this Agreement have been faithfully kept
by Subdivider.
5.3 Acceptance for Partial Maintenance: Upon the completion of
the construction of streets within a subdivision according
to Weld County Specifications , the Subdivider shall request
in writing that the County Engineer inspect said streets and
accept them for partial maintenance by the County. Partial
maintenance consists of all maintenance except for actual
repair of streets, curbs and gutters and related street
improvements. The County Engineer shall accept streets for
partial maintenance for a period of one year. Nine months
after initial acceptance, the County Engineer shall inspect
the subject streets, and notify the Subdivider of any defi-
ciencies. The County Engineer shall reinspect the streets
after notification from the Subdivider that any deficiencies
have been corrected. If the County Engineer finds that the
streets are constructed according to County standards , he
shall recommend the acceptance of the streets for full main-

tenance to the Board of County Commissioners .
5.4 Acceptance of Streets for Full Maintenance: Upon receipt of
a recommendation from the County Engineer for acceptance of
streets within the subdivision, the Board of County Commis-
sioners shall accept such streets as public facilities and
County property, and shall be responsible for the full main-
tenance of such streets including repair.
�Cr Improvements Guarantee: Subdivider shall furnish to the Board of
County Commissioners as guarantee of compliance with this Agreement,
collateral such as, but not limited to, performance or property bonds ,
private or public escrow agreements , liens on property, deposit of
certified funds or other similar surety agreements acceptable to the

Board of County Commissioners. The amount of any of the above guarantees
shall be set by the Board of County Commissioners and portions of the
guarantee may be released upon completion of various portions of the
improvements. All or any portion of the guarantee will be released upon
completion of the guaranteed improvements according to County standards
and the terms of the subdivision plans and plats and, in the case of
the streets, upon acceptance of the streets by the County for full
maintenance as a part of the County road system.
7. Public Sites and Open Spaces : The Planning Commission and the Board
of County Commissioners , upon consideration of vehicular traffic and
facilities and the particular type of development proposed in the
subdivision, may require the dedication, development and/or reservation
of areas or sites of a character, extent and location suitable for pub-
lic use for parks, greenbelts or schools, other than subdivision streets
and utility easements designated, in accordance with one of the following
alternatives, or as specified in the PUD plan, if any:
7.1 The required acreage as may be determined according to
Section 8-15-B of the Weld County Subdivision Regulations
shall be dedicated to the County or the appropriate school
district, for one of the above purposes. Any area so dedi-
cated shall be approved by the County or school district, and
shall be maintained by the County or school district.
7.2 The required acreage as determined according to Section 8-15-B
of the Weld County Subdivision Regulations may be reserved
through deed restrictions as open area , the maintenance of

which shall be a specific obligation in the deed of each lot

within the subdivison.
7.3 In lieu of land, the Board of County Commissioners may re-
quire a payment to the County in an amount equal to the
market value at the time of final plat submission of the
required acreage as determined according to Section 8-15-B.
Such value shall be determined by a competent land appraiser
chosen jointly by the Board and the Subdivider. The cash
collected shall be deposited in an escrow account to be
expended for parks at a later date.
8. Successors and Assigns : This Agreement shall be binding upon the
heirs , executors, personal representatives , successors and assigns of
the Subdivider, and upon recording by the County, shall be deenbed a
covenant running with the land herein described , and shall be binding
upon the successors in ownership of said land.

TO WHOM IT MAY CONCERN:
The division of Environmental Health Services approves the use of Hill
and Park Sanitation District by the proposed Ravensdale Subdivision under
the following conditions:
1. ' Aeration and chlorination equipment at Hill and Park Sanitation
District lagoon and discharge system be functional and in use as
water quality standards require (per the requirements of,the
NPDES permit). before Final Plat approval .
2. That final plat approval and subsequent building permits be
withheld until our division receives a mutually agreeable
engineering response and timely schedule of compliance actions
from the Hill and Park Sanitation District and their engineering
consultant for the discharge point and ponding problem. Our
areas of concern are: discharge to private property,affected
landowner's concerns and nuisance conditions created by the ponding -
odors, mosquito breeding, etc.
3. That clarification be obtained regarding present discharge point
in relation to Ashcroft Draw and that the necessary amendment(s)
be made to the present NPDES permit before Final Plat approval .

RAVENSDALE ESTATES
We have reviewed the preliminary plat and supporting documents for the
proposed Ravensdale Estates subdivision. The Subsurface Soil Investigation
Report by Hogan and 0lhausen, Inc. (file no. 2125-01-01-03, November 6, 1978)
provides a good description and evaluation of those geologic conditions that
will affect the development of this property.
The major geologic constraints for development of this property are the
seasonally high groundwater table and soils that will consolidate when
wetted and loaded. Groundwater levels have been known to rise within 3 ft
of the surface (p. 3) . Footings placed below this depth could experience
excessive differential settlement unless bearing pressures are kept at
a minimum. Likewise, footings placed above this level could experience
differential movement due to frost heave. Unfortunately, lighter bearing
pressures needed to prevent excessive settlement will also make foundations
more susceptible to heaving due to frost penetration if placed at shallow
depths.
The possibility of excessive differential settlement or frost heave could
be virtually eliminated by using drilled pier and grade beam foundation
systems as an alternative recommended by Hogan and 0lhausen.
In addition, the recommendations made in the Preliminary Drainage Report
appear to be adequate for controlling surface runoff during heavy rainfall
periods.
No other geologic hazards nor serious constraints are known to exist in this
area. With proper foundation engineering and surface drainage, we feel that
this property can be safely developed as proposed. If we can be of further
assistance, please contact our office.
