This is in response to Case#USR-1742, proposal for Flea Market. We oppose the site
development for the following reasons:
1- The proposal is for the northeast area of the bordered by CR 13 and CR 8. This section
already has a large and very loud motocross arena, a large composting dump,an RV
storage,and a decrepit house with a shooting arena. None of these are conducive to
increasing property values.The Asian Flea market will also not contribute to an increase in
property values.
2- Lo states that the market will open at 8 am on weekends.This means the vendors will be
arriving between 6 am and 7 am,with an increase in traffic and noise starting very early.
3- The Hmong population, living in mostly Arvada and Westminster are about a 30 minute
drive.We fail to see how this market/game field will be serving the southwest section of the
Weld County Hmong.

Proposed Project: Flea Market and Sports Field
We are writing to object the proposed Flea Market and Sports field at
Parcel Number 1467-24-4-00-087 for the following reasons.
1. Significant increase of traffic on Weld County Road 13.This area is more of a rural residential area rather than a
busier commercial site. This part of WCR 13 is currently a preferred area for recreational bicyclists and joggers.
With an increase of the estimated 100 to 200 cars coming in and out,there will definitely be a safety issue.
2. No plan in place to not exceed the number of people or vehicles expected.They will not be able to limit access
to only the Hmong community if it's a planned retail area.
3. The Hmong community in this area is small. It is not beneficial to the community in this area to have a market
and sports field singled out to a specific group of people that have a small presence.
4. No proposed landscaping or fencing to define areas of the market or to improve aesthetics.
• 5. The issue of sanitation is left to portable toilets.What will they do with these on the off hours of operation? Will
they be left unattended? High winds in the area may cause them to be knocked over.The proposed site is on an
aquifer used by local houses on well water and waste products absorbed into the ground could compromise this
main water source.
6. The area is up wind of an important irrigation ditch. If trash is not properly taken care of, it could clog up the
irrigation ditch and cost other businesses to increase maintenance.There are no planned clean-up practices for
the market. Flea markets tend to be difficult to maintain sanitary as not everyone can be held accountable for
their actions.
7. Nothing is planned to protect vendors and consumers from the elements such as high winds.This area is prone
to having high wind conditions during the spring and summer months. Dust storms alone can cause injury,and
with the products being sold out in the open,there is the risk of the products causing injury to market goers.
8. No on site medical assistance or security is planned. Disturbances that may occur will not be resolved in a timely
manner.
9. No plan on how to enforce the hours of operation by fencing,enforcement,etc.
We would also like to request a formal Environmental Impact Assessment for the vicinity.
We hope you take our concerns into consideration during the planning process for Case#USR-1742.

Dear Ms. Martin;
Thank you for sending the information on the proposed use in Case USR-1742.
We feel that this is not the best use for a lot in this area, which as you know, is
small farms and attractive suburban homes. The plan is quite minimal with no permanent
bathroom facilities (portable toilets are notoriously ugly) fencing or maintenance
buildings.
Other small businesses in the area are fenced and have basic structures. They are
supervised even when not in active use so that they do not become dumping grounds or
• `free' camping spots. Since the owners do not live in the area, it will be difficult for
them to clean and check the lot when it is not active.
This area often has high winds. This lot, as proposed, would be unused most of
the time, but as soon as the ground-cover is destroyed, the top soil and any left over trash
will begin to blow through the neighborhood, lowering property values. We understand
that temporary sellers at a flea market often leave behind items they do not sell; a further
problem for the residents.
A market and sports fields operated on weekends during the same period that the
motorcycle track is open will generate considerable traffic and noise at a time when
people want to spend time outdoors with their families.

Re: Proposed Plan for Flea Market: Case #USR-1742
We live directly east of the land referred to in this case. We are strongly opposed
to the proposed Flea Market which would be across the street from our
residence. The proposal suggests between 400 and 1000 people a day would
visit the market. The traffic impact alone would be unacceptable. The proposal
indicates there would be livestock for sale at this market and the only water
• would be portable. This sounds extremely unsanitary and would create some
very unpleasant smells.
We built our home in this area in order to be away from traffic and people and to
be somewhat secluded. This proposed Flea Market would be an eye sore and, in
our opinion, reflect negatively on the county and the surrounding neighbors.
We are strongly opposed to this Flea Market and the atmosphere it would create.
Please consider these arguments and the negative impact on the neighbors as
well as the county in making your decision.

Re: Case # USR-1742 Flea Market and Sports Fields
We are opposed to the proposed flea market and sports fields. First, I take objection to
the questionnaire completed by the applicant. Simply stating sections out of the Weld
County Code do not explain to the common lay person how the proposal is consistent
with the County's Comprehensive Plan or the Zoning District.
In addition the type of uses surrounding the proposal is not correct. There are home
sites to the south, southeast, east and north of the proposed development. There is a
• motorcycle and go-cart event center to the northwest and the farm field to the west
owned by the applicant. The farm field to the west is flanked by more homes. The one
home, ours, has the proposed developed immediately against and on the south and
west sides of our home.
Regarding the number of attendance, the applicant is only providing a guess. A study
based on similar uses needs to be provided. We would contend that this number is
significantly low and will exceed that number. Such an operation will not only be served
by the LoaHmong community, but will attract all the people that are aware of the
operation. Also, to accommodate 70 venders, the site will have to provide a customer
base far in excess of an average of 7 per vendor.
I seriously question the sale of live poultry on the site. Keeping the poultry on the site in
a humane environment will be problematic and is compounded without a large domestic
water supply. There is no guarantee of humane storage or keeping the poultry alive
after a sale. There is no indication of the number of poultry to be kept on the site and
what prevents this use to be expanded to include livestock.
There are serious concerns with the amount of traffic that would be generated by the
proposed development. This site has the potential to be expanded on the 19 acre site.
The County should call the Colorado Department of Transportation, Region 6 and
Adams County traffic regarding the traffic problems created by the flea market just off
the intersection of 1-76 and East 88th Avenue. A traffic study needs to be required and

• any additional road improvements required, including acceleration lanes, deceleration
lanes and center left turn lanes.
There are two water district pipelines within County Road 13 that can provide water to
this site. A domestic water supply is far more sanitary than bringing in container water.
A container water source is not acceptable and I question, with or without food venders,
that the Health Department would allow bottled water when a reliable domestic sanitary
water supply provider is adjacent to the property. Also, portable or san-o-lite type
restrooms facilities are less than ideal, not the most sanitary, smelly, prone to being
upset and left un-attended after usage rather than being promptly picked up. This will
become a continual inspection issue for the County or Health Department. A sanitary
sewer system should be required.
Storage or warehousing is indicated as not applicable yet portable storage containers
are mentioned with no indication of what will be stored or the number.
Does the County not have a landscape requirement? A domestic water supply will be
required for any type of landscaping with an irrigation system.
There is always the possibility of a business failure and a reclamation plan needs to be
provided with assurance, guarantees and bonding, that the reclamation will be
implemented should the business fail.
• With over 4 acres of land being disturbed, the drainage calculations seem to be weak
and a complete drainage report with a erosion control and sediment plan needs to be
provided.
In general, we oppose the proposed development. This development is not compatible
with the rural large site residential area that exists. The weekends are the main time
the home owners are home to enjoy the peace and quiet of a rural setting. There is
also no guarantee that the development, if successful, will not extend its operation to a
year around operation or increase the number of operating days. The only exception is
the motorcycle and go-cart event center which has its main events a considerable
distance away from the homes. This proposed development is not compatible to the
area. Such a development will bring a considerable amount of traffic to the area. Flea
markets are not known for its upper class citizens, but rather bring in people looking for
bargains and opportunities, opportunities that are sometimes not legal. Also, we do not
see this application being a professional, well thought out or successful plan that will
succeed.
We ask that this application be denied for the benefit of the area and the health, safety
and welfare of the County.
