This project falls under the Use by Special Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Staff comments made during this phase of the Use by Special Review process may not be all-inclusive, as other issues may arise during the remaining application process. All issues of concern and critical issues during further review must be resolved with the Public Works Department. COMMENTS: Weld County Road Classification Plan (FHU): 95th Avenue is under the City of Greeley's jurisdiction. Access requirements will be addressed by the City of Greeley. Site Plan: The applicant shall utilize the existing accesses to this parcel. 1. Please provide a legible, full size (24"x36"), USR plat for Public Works to review. • 2. Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist on the property or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds. All vegetation, other than grasses, needs to be maintained at a maximum height of 12 inches until the area is completely developed. Storm Water Drainage: 3. Please describe, in detail, the storm water drainage on the property. Are there any stormwater quality features and/or runoff control measures? Per our current standards, a water quality depression may be required. Please contact Public Works for more information and for assistance in sizing the feature. 4. The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will reasonably preserve the natural character of the area and prevent property damage of the type generally attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm run-off. USR-1218 was approved May 12, 1999 for storage units. This amendment will add a manager/caretaker apartment to the facility. Water to the property is provided by Greeley; however no information regarding water was submitted with the application. Written documentation from Greeley is required that states the existing tap is sufficient for the business. There are two septic systems located on the property (SP-9900248 and SP-1000069). The septic system for the house (SP-9900248) was upgraded in 1999 to allow for increased flow from 180 storage units. A septic permit for the manager/caretaker • apartment (SP-1000069) has been issued but has not received final approval. A dust abatement plan is not required as USR-1218 contained a development standard that required the driveways, parking areas and loading zones to have a dust suppressant applied to control any dust problems. The same development standard has been added to the amended USR. A waste handling plan is required as a plan was not requested with the original USR. We have no objections to the proposal; however, we do recommend that the following conditions be part of any approval: We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. Submit documentation from the City of Greeley to Environmental Health Services, Weld County Department of Public Health & Environment which indicates the existing water service is adequate for the business. 2. Submit a waste handling plan, for approval, to Environmental Health Services, Weld County Department of Public Health & Environment. The plan shall include at a minimum, the following: 0 • 1) A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). We recommend that the following requirement be incorporated into the permit as a condition that must be met prior to the issuance of the Certificate of Occupancy for the managers' apartment: 1. Septic Permit SP-1000069 shall receive final approval from Environmental Health Services, Weld County Department of Public Health & Environment. We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. • 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. 4. The applicant shall operate in accordance with the approved "waste handling plan", at all times. 5. Fugitive dust and fugitive particulate emissions shall be controlled on this site. A dust suppressant shall be placed on the driveways, parking areas and loading zones to control any dust problems 6. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in Section 14-9-30 of the Weld County Code. 7. Adequate handwashing and toilet facilities shall be provided for employees and patrons of the facility, at all times. • 2 • 8. Sewage disposal shall be by septic system. Any septic system located on the property must comply with all provisions of the Weld County Code, pertaining to Individual Sewage Disposal Systems. 9. The facility shall utilize the existing public water supply. Based on the information provided, A separate building permit shall be obtained prior to the construction of new structures, change of use or additions to structures. • 2. A plan review is required for each unit for which a building permit is required. Two complete sets of plans are required when applying for each permit. Plans shall bear the wet stamp of a Colorado registered Architect or Engineer. Include a Code Analysis Data sheet for the Weld County Building Department with each building permit.. 3. Buildings shall conform to the requirements of the various codes adopted at the time of the permit application. Currently the following has been adopted by Weld County: 2006 International Building Code; 2006 International Mechanical Code; 2006 International Plumbing Code; 2006 International Fuel Gas Code; 2006 International Energy Code; 2008 NEC; 2003 International ANSI 117.1 Accessibility Code and Chapter 29 of the Weld County Code. 4.
