GREELEY, COLORADO 80632 COLORADO June 23, 2010 Laurel Karabatsos Director,Medicaid Program Division Colorado Department of Health Care Policy and Financing 1570 Grant Street, 3`d Floor Denver, Colorado 80203-1818 Dear Ms. Karabatsos: The Board of County Commissioners, Weld County, Colorado, requests that the Non-Emergent Medicaid Broker Function, currently being operated by Weld County's Public Works/Transportation System and Department of Human Services, be transferred back to the Colorado Department of Health Care Policy and Financing. Weld County wishes to discontinue its role as the Non-Emergent Medicaid Broker. To effect this transition, it is our understanding that: 1. The Colorado Department of Health Care Policy and Financing will proceed, with Weld County's approval,to amend its current five-year Agreement with Logisticare,which will end June 30,2011,to include Weld County as an entity for which Logisticare will provide Non-Emergent Medicaid Broker services. As such, we agree that the Weld County Department of Human Services will be billed, through its County Administration allocation,for broker services at a maximum cost of$27,753.35 for the year of July 1,2010,through June 30,2011. This amount will be prorated from the effective date of this contract amendment. The Weld County Department of Human Services agrees to assist your office and Logisticare in its outreaching efforts to communicate this broker transition with community groups and current clients. Lennie Bottorff, Fiscal/Budgeting Manager of the Weld County Department of Human Services,and Barbara Connolly,Weld County Controller,will work with you to work through the details of the transfer of funds between the Weld County Department of Human Services and the Colorado Department of Health Care Policy and Financing. 2. Box 758 Greeley, Colorado 80632 Dear Mr. Rademacher: Thank you for your letter to the Department of Health Care Policy and Financing (the Department) dated June 23, 2010, regarding Weld County's administration of the NEMT(Non- Emergent Medical Transportation) benefit. I apologize for the delay in our response. We understand that Weld County is requesting discontinuation of its role in administering the Medicaid NEMT benefit. The timing of this request is good as the Department will be issuing a new RFP for NEMT services effective July 1, 2011. Based on your request, we intend to include Weld County in this RFP. Although an earlier shift of services to LogistiCare may be possible, we are limited by two budget constraints in Fiscal Year 2010-2011. First, any change must be budget neutral. Second, any change must include the authority to pay LogistiCare additional funds through a formal budget request. This request would propose a reduction in transportation-related funds currently included in the Department's monthly administrative transfer to Weld County. We believe receiving approval of a budget request is unlikely before the end of this fiscal year. Given these complexities, we are convening in internal workgroup to address your request and to determine if service can be transferred sooner. Douglas van Hee will take the lead for this workgroup and can share its progress with you.
