WELD COUNTY COUNCIL N0V2 : 1978

The Weld County Council met in regular session in full conformity
with the Weld County Home Rule Charter at 915 10th Street, Greeley,
Colorado, on Wednesday, November 8, 1978 at the hour of 1:30 P.M.
ROLL CALL: The following members were present:
Bob E. White, President
John Martin, Councilmember
Nancy Clark, Councilmember
Also present: Commissioner Dunbar; three members of the press; and
the secretary, Beverly Thomas.
MINUTES: Nancy Clark made a motion, seconded by John Martin, that the
October 3, 1978 meeting minutes be accepted as written. The motion
carried unanimously.
ADDITIONS TO THE AGENDA: John Martin said that he had a petition from
county residents to add to the agenda.
CORRESPONDENCE: Bob White mentioned receipt of memos regarding Christmas
parties and building maintenance matters. He read a letter received
from Attorney Bob Friend and the Council 's reply to the same. Mr.
White outlined a parking ticket problem encountered by Councilmembers
and suggested that Councilmerr,%er Robert Martin be asked to handle it.
Mr. White stated that the 4-H News, the statinent of fund balances
dated 9/30/78, and the Commissioner resolutions regarding holidays
for 1979 and the November 8, 1978 Commissioner meeting had been
received.
ZONING REPORT: John Martin reported that he had not proceeded with any
information-gathering effort in this area because he was awaiting
the outcome of the election. He stated that he would now collect
preliminary statements to aid the Council in determing whether to
pursue a report in this area.
COUNTY BUDGET----1979: Councilmembers expressed their satisfaction with
the decrease in the county mill levy since Home Rule. They also
expressed their frustrations about the current budgeting practice
which, they feel, does not have the expense of meeting specific goals
incorporated into it. Nancy Clark complimented the new finance officer
for his input into the budget process.
ELECTION PROCESS--1978: It was determined that Nancy Clark would write
a letter to Mrs. Feuerstein to compliment the Election Division on
a smoothly run 1978 election.

ROAD AND BRIDGE: The concerns of the Council regarding Road and Bridge
were discussed. John Martin presented to Mr. Dunbar a petition from
citizens regarding Weld County Road 10. Mr. Martin suggested that
citizens of various areas of the county should be able to set the
road improvement priorities for their areas of the county. It was
determined that Mr. White would attempt to summarize the Council's
concerns regarding Road and Bridge for the next meeting.
APPROVAL OF PURCHASE ORDERS: John Martin made a motion, seconded by
Nancy Clark, that purchase orders 14291, 14292, and 14295 be
approved as submitted. The motion carried unanimously. There was
discussion regarding purchase orders submitted by Mr. Anthony Jenkins.
Mr. While pointed out that the photographs listed on purchase order
14296 were primarily for the Sign Shop Report rather than for the
Motor Vehicles Report. After a recess, Nancy Clark made a motion that
Mr. Jenkins ' purchase order 0919 be changed from 8 hours of work to
2 hours of work for the days September 20, 21 and 22. John Martin
seconded the motion. Following discussion Nancy Clark amended her
motion, with the approval of the second, to state that a new purchase
order totaling $742.50 should be typed and signed by the Council
President, sent to Mr. Jenkins for his signature, and returned. The
motion carried unanimously. Nancy Clark made a motion, seconded by
John Martin, that the Council sign and authorize purchase orders
numbered 14296 and 0918 for mileage and photographs. The motion
carried unanimously.
FUTURE OF THE COUNCIL: Councilmembers discussed the appointment-procedure
to replace the upcoming vacancy on the Council. John Martin urged
support of the newly-elected Councilmembers.
There being no further business, the meeting was adjourned.
