RE: APPROVAL OF APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK
GRANT FUNDS FOR 1977 - 1978.
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, Weld County, Colorado has applied for Community
Development Block Grant Funds for 1977 - 1978 , and
WHEREAS , the Board of County Commissioners of Weld County,
Colorado have taken the matter under consideration and deem it
in the best interest of Weld County to authorize the Chairman
of the Board of County Commissioners of Weld County, Colorado
to sign said application which provides for housing assistance
in the form of housing rehabilitation grants and loans and ac-
quisitions/relocation (if required) for low and moderate income
households in the Wattenberg/Espanole Subdivision community.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the Chairman of the
Board of County Commissioners of Weld County, Colorado be and
hereby is directed to execute the application for Community
Development Block Grant Funds for 1977 - 1978.
The above and foregoing Resolution was, on motion duly
made and seconded, adopted by the following vote on the 15th day
of June, A.D. , 1977.
The above and foregoing Resolution was read into the record
and signed on the 20th5ay of June, A.D. , 1977 .

NOTICE
Pursuant to Federal Regulations, a public hearing will be held
in the Chambers of the Board of County Commissioners of Weld
County, Colorado, First Floor, Weld County Centennial Center,
915 10th Street, Greeley, Colorado, at the time specified. The
purpose of said hearing is to gain citizens views of housing
problems in Weld County. The concerns of the Weld County citizens,
expressed at this hearing,will be included in the Housing Assistance
Planning process under the Community Development Act of 1974 by
the Ford of County Commissioners.

I hereby certify that a public meeting was held on Tuesday,
May 3, 1977, at the Spanish Colony Community Center at
approximately 7:30 P. M. , for the purpose of receiving comments
from the residents of the Spanish Colony and the members
of the Colony Improvement Association with respect to
Community Development funding for the project year 1977-1978.
Commissioners Dunbar, Roe, and Chairman June Steinmark were in
attendance at the meeting, as were Weld County Planning
Department representatives, Gary Fortner, Thom Rounds, and
William Rodriguez.
The major consideration of this meeting was the discussion of
application for the funds, uses, regulationsand procedures
related thereto. Questions raised by those in attendance were
answered by the Planning representatives and the Commissioners.
William Rodriguez translated fbr non English speaking persons
in the audience. Considering the interest in the audience the
Chairman concluded the meeting by stating that the Board would
make application for the Community Development Funds.

May 2, 1977, at the Wattenberg Community Center at approximately
7: 30 P.M., for the purpose of receiving comments from the residents
of Wattenberg and the Wattenberg Improvement Association with
respect to Community Development funding for the project year
1977-1978 . Commissioner Roe and Chairman Steinmark were in
attendance at the meeting, as were Weld County Planning Depart-

Dear Ms. Steinmark:
Thank you for your preapplication for Community Development Block
Grant (CDBG) Discretionary Funds. We have completed our review and
are encouraging a full application for housing rehabilitation and
relocation in the amount of $203,000. This amount is a target figure,
and as soon as we have the actual amount, we will provide this
information to you.
The deadline for full applications is July 15, 1977. A workshop
on the preparation of the full application is being held on Tuesday,
April 19, 1977, at the Executive Tower Inn, 1405 Curtis Street,
Denver, Colorado 80202, in the Regional Administrator's Conference
Room on the 28th Floor, to provide you with the necessary forms and
information.
This invitation is based on your ranking under the selection criteria
published in the October 18, 1976, Federal Register. The invitation
does not indicate a commitment of funds, since we are not permitted
to make any commitment of these discretionary funds until the full
applications have been reviewed and approved. It does mean that you
rank high enough to be a likely recipient for available funds .
We refer you to the October 18, 1976, regulations, Section 570.402(d)(2) :
"Full applications will be accepted only upon invitation from
HUD. Addition of new activities from those proposed in the
preapplication will not be approved if such addition or
substitution will alter HUD's rating of the preapplication."
Should your community change the activities listed above, please
notify us immediately so that we can determine whether it would
change your ranking. The ranking of all preapplicants is available
in our office, should you wish to see it.

Should you wish to be reimbursed for costs incurred in the
preparation of a full application, you must request and receive
a Letter to Proceed from HUD prior to incurring the costs for
which you wish to be reimbursed. Again, we refer you to the
October 18, 1976, Regulations, Section 570.400(e) :
"In response to a request by a unit of general local
government, the Secretary may, in cases of demonstrated
need, issue a letter authorizing an applicant to incur
costs for the planning and preparation of an application
for funds available under this section. Reimbursement
for such costs will be dependent upon HUD approval of
such application. Only those costs associated with the
actual cost of preparation of the application may be
assisted. In no instance may a planning or preparation
fee be reimbursed that is based upon a percentage of the
assistance received under this section. Costs incurred
by an applicant prior to notification of a funding
approval or issuance of a letter to proceed by HUD are
not eligible for assistance under this part. "

I hereby certify that pursuant to a notice dated December 15, 1976,
duly published December 17, 1976 and January 7, 1977 in the Greeley
Booster, a public hearing was held on the Weld County 1977-1978
Community Development Discretionary Funding Program. The Program
and eligible projects were reviewed by County Planner, Thom Rounds.
District Representatives of Colorado Rural Housing were in attendance
and offered input as to the areas in Weld County with the greatest
need for financial assistance, specifically the East Eaton area and
the Greeley Spanish Colony. After much discussion and testimony the
Commissioners agreed to discuss their priority list of projects in
their work session January 31, 1977 and a decision would be made
in their regular Board Meeting on February 2, 1977. Commissioners
Carlson, Dunbar, Roe and Chairman Steinmark were present, Commissioner
Jacobucci was absent.

Dear Mr. Beale:
We are pleased to submit our full application for Community
Development Block Grant assistance to you. Weld County has
developed a full application which directs $203 , 000 to the
communities of Wattenberg and Espanole Subdivision (the Greeley
Spanish Colony) for housing rehabilitation grants and loans
and acquisition/relocation assistance for low and moderate
income households.
Initially we intend to allocate the funding equally between
Wattenberg and the Colony. If we find that one community has
substantially greater need for assistance than the other, we
will request appropriate reallocation.
Enclosed is the original and five copies of our application.

Census Tracts (16-25) .

L New Construction
Prior to final determination being made as to exact location of new construction
and rehabilitation of housing units, an on-site inspection must be made in addition
to considering physical characteristics and limitations.
The three-year goal includes new construction including a proposal for HUD Section 8
rental housing, particularly for large families.

2. Rehabilitation
Weld County is presently involved in rehabilitation of housing. The three year will
be an expansion of the rehabilitation program.

Definitions, Data Sources , and Methods
A. Definitions
1. Substandard housing is any structure with any combination
or all of the following characteristics : inadequate
plumbing, inadequate heating, insufficient square footage.
Specifically, the following are the three criteria tested
to determine substandard housing :
a . Plumbing

or 3 Fixture Bath & Kitchen Sink & Hot Water Heater
or 3/4 Bath & Kitchen Sink & Hot Water Heater
or 2 Fixture Bath & Kitchen Sink & Hot Water Heater
and
a. Bath Tub
or b. Roman Tub
or c. Stall Shower
or d. Stall Shower with Door
b. Central Heating equal to square footage of house.
c. *Square footage greater than or equal to 600 ` .
* 600 square feet minimum was supplied by the Weld County Building
Inspection Department as the minimum used in the Inspection De-
partment.
2 . Suitable for rehabilitation housing is determined by the
cost to bring the unit to standard condition, i .e. cost to add
missing plumbing, cost to add heating to equal square
footage of house or 600 sq. ft. minimum, cost to add square
footage to bring to minimum. If cost is less than 50% of
the replacement cost new of the housing unit, the unit is
considered rehabilitatable.
3 . Dilapidated housing is that which costs more than 50% of
the replacement cost new value, thus the unit is considered
not feasible for rehabilitation.

C. Methods
1. Condition of Housing
a. Single-Family Units
100% sample survey of Weld County dwelling units
using assessor' s records. Criteria used to deter-
mine condition is based on "equipment" and "the
costs of required equipment and construction" (cost
tables) . P . 4 - U.S . Department of Housing and
Urban Development, Housing Assistance Plan, General
Instructions for Forms HUD-7015. 8 through 11.
Cost Tables to determine cost to add necessary
equipment to bring unit to standard condition are
taken from AH 513 State of Colorado, Residential
Replacement Cost Manual.
All information used in determining housing condi-
tion is transcribed from Assessor' s Appraisal Cards
and put into a Data Processing Master File (STACO
File) . Cost Tables and programs to select off
characteristics which test for standard are run
against this master file .
The following formula, used to determine condition
of housing , waS applied to the STACO Master File as
part of the computer programming.
RCN ' - RCN _ % of cost of bringing

RCN ' = The replacement cost new of the structure plus
all the physical characteristics it lacks to meet
minimum requirements for standard (plumbing, heating,
square footage)...
RCN = The replacement cost new value of the dwelling
unit: what, given the present costs of construction
and equipment, the cost would be to replace that par-
ticular structure as is . The structure may or may
may not have the minimum required equipment to be
considered standard.

housing condition.
b. Multi-Family Units
Housing condition for multi-family units is based
on 1970 Census Data and physical survey of a small
sample of apartments while doing occupancy/vacancy
survey of multi-family units . A large portion of
the multi-family units built since 1970 Census are
located in the town of Windsor. ' Based on a field
survey of these apartments while conducting the
occupancy/vacancy survey, units appear to be in
standard condition. It can be reasonably assumed
that the multi-family units added to Weld County
since 1970 are in standard condition. Other older
units may have deteriorated, thus , the additional •
few units added to the number in need of rehabili-
tation can be added to the number used in the ' 70
Census .
2 . Vacancy Rates for Single Family and Multi-Family Dwellings
The methodologies from the HAP Instructions from the HUD
Region VIII Office were employed for both single and
multi-family occupancy/vacancy survey.
For multi-family units , after a complete listing of apart-
ments was compiled, the Table of Random Numbers was em-
ployed to select apartments to be used in the sample
survey. Survey techniques included a combination of phone
and personal interviews with apartment owners and managers .
The following forms from the Region VIII HAP Instructions
are included:

d. F-LF Income Classes , Family and Large Family

With expected Weld County fair market rents schedule for
Section 8 to be about as follows :
1 bedroom = $137 - $150/month
2 bedroom - $162 - $176/month
3 bedroom = $177 - $193/month
4 bedroom = $194 - $212/month
About half (46 of 84 total units) of Weld County rental
units meet the 1 bedroom rental limits, approximately 1/6
of the two bedroom units meet the limits , and about 1/2 of
the three bedroom units fall within the fair market rental
range, according to the sample rental survey made to deter-
mine occupancy/vacancy rate in April, 1977 . There are no
4+ bedroom units in Weld County, according to the survey,
which means the needs of low income larger families are not
being met. Section 8 new construction as well as Section 8
rehabilitation of and existing rental units funding are
major priorities .
The Current Year Goal does not include any Section 8-HUD
new, rehabilitation of, or existing rental units . Weld
County will be working to establish a Housing Authority to
assist with goals, including Section 8-HUD units for the
three year goal period.
Other sources of assistance for the large portion of Weld
County households (particularly large families) with low
incomes , will include the Section 312 loan program and the
Colorado Division of Housing.
