The applicant resubmitted the final drainage report, construction drawings, and a pavement design
for the subdivision road on April 15, 2010. The Weld County Public Works Department has reviewed
information provided and has returned redlines to the applicant's engineer. Comments made during
this phase of the subdivision review process may not be all-inclusive, as other concerns or issues
may arise during the remaining review process.The review process will continue only when the all
application materials have been submitted.
Comments
The applicant has stated that Schrage Way will be paved and privately maintained.
Access to the PUD is off of State Highway 60. The Colorado Department of Transportation
(CDOT)has jurisdiction over all accesses to the state highways. Please contact Gloria Mice-Idler at
the Greeley office (970-350-2148 or 970-350-2163)to verify the access permit or for any additional
requirements that may be needed to obtain or upgrade the permit.
It should be noted that a grading permit will be required prior to the start of any construction activity
on the site. A grading permit will not be released until the improvements agreement has been
signed and collateral has been posted.
Internal Roadway
A geotechnical report was submitted that included a pavement design for Schrage Way. The
geotechnical report and pavement design is acceptable to Public Works.
Improvements Agreements
The applicant shall enter into an improvements agreement(on-site and offsite) prior to recording of
the Final Plat. Collateral must be posted for both the on-site and offsite improvements. Please
contact Rich Hastings at 970-304-6496 x 3727 to begin work on the improvements agreement.

The depth of asphalt shall be increased on Schrage Way between SH 60 and the oil service
access to support truck traffic associated with the wellhead, separator and storage tank.
Asphalt and aggregate base course thickness will be determined by the final geotechnical report
that is required with the final plat application. Please submit a final geotechnical report with the
calculations for the final pavement design that has been stamped, signed, and dated by a
registered professional engineer licensed to practice in the State of Colorado.

NAME: Schrage Living Trust/Meadows Estates PUD
The Weld County Health Department has reviewed this final plat application for a 5 lot PUD
on 31.7 acres. The application was previously reviewed under case number PZ-1079. The
minimum lot size of 2.94 acres coupled with an overall density of one septic system per 6.34
acres does meet current Department policy.
Water
The application has satisfied Chapter 27 of the Weld County Code in regard to water
service. The application states that water will be supplied by Little Thompson Water
District. A water service agreement has been approved by the County Attorney.
Septic
Sewer will be provided by individual sewage disposal systems. Due to the lot sizes and
overall density this Department is not requiring primary and secondary septic envelopes be
placed on the lots. There is language for the protection of absorption fields in the
development Covenants.
The notes on the Final Plat are consistent with the requirements from the change of zone.

Exempt Buildings per the requirement of the Weld County Code do not need building permits;
however a Certificate of Compliance must be filed with the Planning Department, and a
electrical and/or plumbing permit is required for any electrical or water for watering or washing
livestock or poultry.
2. Permits pulled will fall under the adopted 2006 International Codes and Chapter 29 of the
Weld County Code.

We have reviewed the above referenced proposal to subdivide a 31.7-acre parcel into
five single-family residential lots, averaging 4.2 acres in size, and 7.7 acres of open space. A
Water Supply Information Summary Sheet was not included in the referral material.
The Little Thompson Water District(District)has been proposed as the source of water and a
letter of commitment from the District was included in the submittal material. Water service is
currently provided to the existing residence, and pursuant to the Districts commitment letter, the
District will provide water service for up to four additional residential lots. While not indicated in the
letter from the District, based on current records on file in this office, the District will require the
developer to purchase and transfer to the District 1.4 shares of Colorado Big Thompson (CBT)
water per lot prior to tap activation.
Pursuant to Section 30-28-136(1)(h)(II), C.R.S., the State Engineer's office offers the
opinion that with the District as the water supplier, the proposed water supply may be provided
without causing material injury to existing water rights, and the supply is expected to be •
adequate. We recommend that the County obtain a signed copy of the water service agreement
from the District prior to the final approval of the development.

Dear Michelle:
Thank you for allowing the Colorado Division of Wildlife(CDOW)to review the referenced plan.
District Wildlife Manager Suzanne Kloster made a site visit and consulted CDOW Information Source
Maps for Weld County to assist in compiling comments found in this letter. This general area provides
winter range for bald eagles, overall range for black-tailed prairie dogs, foraging and production area as
well as winter concentration and overall range for ducks and geese, overall range for mule deer, overall
range for pheasant,overall range for Preble's meadow jumping mouse(PMJM),and overall range for
white-tailed deer. Additionally,typical species that may be found on site include: coyote,red fox,
raccoon, striped skunk, songbirds, miscellaneous raptors, amphibians and snakes.
The Home Supply and lateral ditches border the property on the south and east. Since riparian habitat
along waterways provide potential habitat for PMJM, we would encourage consultation with the United
States Fish and Wildlife Service concerning potential need for surveys for this listed species if
development will impact riparian habitat. Alternatively,adequate setback from development along
riparian corridors may eliminate the need for survey work.Although these ditches are man-made
waterways,wildlife use these pathways as movement corridors. A minimum 100 foot non development
buffer perpendicular to these ditches would allow continued free movement and minimize potential
conflict between wildlife and humans.
Mature trees in this area may provide nesting sites, and resting,hunting and night perches for a variety
of raptors. A raptor survey may be warranted immediately prior to development affecting these areas to
determine utilization of the site and possible negative impacts on raptors. Please refer to Recommended
Buffer Zones and Seasonal Restrictions for Colorado Raptors, available from CDOW on request,for
recommendations on setbacks and seasonal restrictions to protect raptors.
Noxious weeds are a serious threat to wildlife habitat, and a difficult and costly issue for landowners. To
minimize the chance of spreading weed seed construction equipment should be cleaned thoroughly prior
to off loading at the development site, and again before the equipment leaves the property. It would also
be valuable to have a weed management plan in place during construction as well as after development
is completed.

Aquatic invasive species are a risk with any construction in wet areas. If heavy equipment to be used for
the project has previously been used in another stream,river, lake,pond,or wetland, one of the
following disinfection practices is necessary prior to construction to prevent the spread of New Zealand
mud snails, zebra mussels,quagga mussels,whirling disease, and any other aquatic invasive species into
this drainage. These practices are also necessary after project completion,prior to this equipment being
used in another stream,river, lake,pond,or wetland:
• Remove all mud and debris from equipment(tracks,turrets,buckets,drags, teeth, etc.)and
spray/soak equipment a 1:15 solution of Sparquat institutional cleaner and water. Keep
equipment moist for at least 10 minutes OR
• Remove all mud and debris from equipment(tracks,turrets,buckets,drags,teeth, etc.)and
spray/soak equipment with water greater than 140 degrees F for at least 10 minutes.
Clean hand tools, boots,and any other equipment that will be used in the water with one of the above
options as well.
Livestock allowed on site should be secured in facilities that provide adequate protection from predators,
and leash laws will protect wildlife and pets. Abatement of routine wildlife issues on private lands is the
responsibility of the property owner. We would recommend the CDOW publication,Developing with
Wildlife in Mind, for ideas on how to minimize risk for people and wildlife. Potential property owners
will find additional recommendations and information in these CDOW publications: Your Guide to
Avoiding Human-Coyote Conflicts,Living Widt Wildlife: Canada Geese,Don't Feed the Wildlife, and
Too Close For Comfort. All of these brochures may be found on the CDOW website
(http://wildlife.state.co.us/Education/Living With Wildlife!).
Hunting has been a long-standing tradition in this area. Hunting is a primary tool for balancing wildlife
populations with available habitat, and hunting provides economic benefit to landowners and the local
community. Continued hunting on this parcel at landowner's discretion should continue until
