RE: ACCEPT EQUIPMENT FROM APPROVED 2010 HOMELAND SECURITY GRANT
PROPOSALS FOR VARIOUS PROJECTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a list of equipment acquired through the
2010 Homeland Security Grant for the Weld County Sheriffs Office, Office of Emergency
Management, and
WHEREAS, funding of the equipment is provided by the 2010 Homeland Security Grant
entered into by the Governor's Office of Homeland Security and the Northeast Colorado All Hazards
Region, and
WHEREAS,the acceptance of the listed equipment will increase Weld County's capability of
preventing attacks, protecting against terrorism, responding to, and recovering from, all hazard
incidents, and
WHEREAS, after review, the Board deems it advisable to accept said equipment resulting
from the 2010 Homeland Security Grant Proposals, and a copy of the itemized list and copies of the
various grant proposals are attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the equipment resulting from the 2010 Homeland Security Grant Proposals
be, and hereby is, accepted.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 28th day of June, A.D., 2010.

Project Title: Atlantic Signal Communication/Protection Headset

Narrative & project summary:
This is a combined project between the Weld County Multi-Jurisdictional SWAT team and the Greeley
Police Department SWAT team. This project will outfit the Multi-Jurisdictional SWAT team with 6
additional communication/hearing protection headsets. It will outfit the Greeley SWAT team with 13
communication/hearing protection headsets. The headsets are an essential piece of equipment to the entry
team. The use of this equipment directly correlates with the safety of personnel. Additionally,these
headsets are designed to accommodate for hearing protection and communication. With the use of these
headsets personnel can effectively communicate with each other while still allowing for enhanced
hearing.
Weld County is a Semi-Rural county that has a population base of approximately 248,000 people.The
Weld County Sheriff's Office/Greeley Police Department has identified numerous critical infrastructures
that if targeted would significantly impact this county as well as the greater Denver Metro Area. These
critical infrastructures include Interstates 25 and 76,two large scale power plants and several large power
grids which supply power to town in Weld County as well as the Denver area. Estimated funding
requested: $20,150.00
Target Capability: Responder Health and Safety, Communication, Counter-Terror Investigation and
Law Enforcement.
Without the ability to communicate effectively the like hood of successfully conducting missions as,
barricade subject, active shooter, and foreign and domestic terrorism including IED deployment, would be
greatly diminish. These devices allow for personnel to hear the surrounding sounds at an enhanced rate,
but become hearing protection when a predetermined decibel rate is reached.

Project Title: Rapid Deployment Vehicle

Narrative & project summary:
The rapid deployment vehicle would outfit the Multi-Jurisdictional SWAT team with a non-armored
transportation vehicle, capable of transporting personnel to critical incidents. Additionally,this vehicle
will be equipped with communication equipment allowing for the vehicle to serve as a tactical command
post for personnel.

Weld County Sheriffs Office has identified numerous critical infrastructures that if targeted would
significantly impact this county as well as the greater Denver Metro Area. These critical infrastructures
include Interstates 25 and 76, two large scale power plants and several large power grids which supply
power to town in Weld County as well as the Denver area.
Estimated funding requested: $83,500
Target Capability: Counter-Terror Investigation & Law Enforcement
WMD/Hazmat Response, Planning.
With the use of this vehicle,the Multi-Jurisdictional SWAT team will be able to respond to a spectrum of
incidents including, the evacuation of citizens in WMD/HazMat emergencies, incidents involving foreign
and domestic terrorism, all with the added benefit of having a tactical command post on scene. This
vehicle will also allow for the planning and coordination of these incidents on site. Additionally, due to
the overall abilities of this vehicle,the vehicle can be used upon request by other agencies.

Project Title: Fiber Optic Camera System

Narrative & project summary:
This project will outfit personnel and first responders from the Sheriffs Office and the Multi-
Jurisdictional SWAT team with a fiber optic camera system. This devise will allow responders to
effectively deal with barricade subjects, active shooter situations that include foreign and domestic
terrorism, and the detection and disruption of manufacturing and deployment of IED devices around the
county. By allowing for remote observations during field operations, this device will greatly increase the
safety of personnel, as well as,the general public during critical incidents. Due to the versatility of this
device, the device can be transferred to other agencies as the need arises.

Weld County Sheriffs Office has identified numerous critical infrastructures that if targeted would
significantly impact this county as well as the greater Denver Metro Area. These critical infrastructures

Target Capability:
A large majority of critical incidents call for surveillance. With the use of the fiber optic camera system
personnel will be able to survey and detect the manufacturing/and deployment of IEDs. Additionally,this
will assist in the disruption of manufacturing/and deployment of these devices in areas that are deemed as
critical infrastructures. The ability to respond to these situations with the ability to observe from remote
locations will greatly increase the likelihood of apprehending the person responsible.

county,the county has identified a need to obtain an EOD MK3 Robot. This equipment will enhance the
capabilities of the Weld County Multi-Jurisdictional SWAT team, Greeley SWAT team and the Northeast
Regional Bomb Squad. Having two trained Bomb Technicians on the Multi-Jurisdictional SWAT team
and having this devise readily available will greatly increase the response time to potentially deadly
situations. This project will also aid in bring the Greeley/Weld County Bomb team closer to a type 1
bomb team.

With the increasing threat of foreign and domestic terrorism and the wide use of explosive devices in the
oil field services in Weld County, the need for Bomb Technicians and equipment has increased.
Additionally, will the large amount of Interstate Highways in Weld County; the threat of vehicle born
IEDs is also increased. With the ability to utilize the EOD X-ray, certified bomb technicians will play a
vital role in the safety of the general public.

Project Title: Northeast Region Animal Response Team

Narrative & project summary:
The Weld County Animal Response Team would like to purchase a second trailer and
equipment.The second trailer would be utilized to store and transport livestock panels that
we currently have on hand as well as livestock equipment that we need to purchase.
The Weld County Animal Response Team is responsible for animal control and rescue
during emergencies and disasters. With a second trailer we would be able to respond to
both companion animal and livestock situations.
The Northeast Region is a major livestock area with large dairies, feedlots and ranches.
Being prepared for an emergency or disaster within the livestock industry is one of our
team's goals.

2010 Homeland Security Grant application approval ( attached spread sheet). Item two;The 2010 EMPG Contract for the
EMPG Grant. Item three; contract for the Iridium satellite phone.The contract needs to be signed by the Board, the
agreement is for one North American 20 monthly plan @ 43.95 per month. I have a completed copy of the Phone
agreement that I will bring by the office.
