EXPLAIN, IN DETAIL, THE PROPOSED USE OF THE PROPERTY. We propose to use the newly constructed barn building as an artisan's studio. Bruce MacMillan is an artisan blacksmith. He creates gates, railings, fireplace doors, lamps, sculptures, etc. out of metal. All work is custom and by commission. Clients are referred to him by an architect or interior designer or via the Internet and commission custom pieces of metalwork. 2. EXPLAIN HOW THIS PROPOSAL IS CONSISTENT WITH THE INTENT OF THE WELD COUNTY CODE, CHAPTER 22 OF THE COMPREHENSIVE PLAN. While not strictly agricultural in nature, our proposed use of the property does nothing to change the character or use as an agricultural property. The work being done is confined to the barn. There will not be any signage placed on the property identifying it as a business. Any tools, etc. are inside the barn and not visible from the road or from the adjoining properties. • There will not be a myriad of visitors to the property at any time. The building conforms to the agricultural-scheme of the area. 3. EXPLAIN HOW THIS PROPOSAL IS CONSISTENT WITH THE INTENT OF THE WELD COUNTY CODE, CHAPTER 23 (ZONING) AND THE ZONE DISTRICT IN WHICH IT IS LOCATED). • I We are requesting that the zoning be amended to allow a special use— more like a home business or cottage industry. We are not going to subdivide the • property nor make any changes to anything but the use of the barn. We chose a barn-like structure for the studio to maintain the character or the property. It is not industrial in appearance. The surrounding outbuildings (existing) remain unchanged as does the house. 4. WHAT TYPE OF USES SURROUND THE SITE (EXPLAIN HOW THE PROPOSED USE IS CONSISTENT AND COMPATIBLE WITH SURROUNDING LAND USES. The property in question is surrounded by fields, last season the owner grew beans and sugar beets. Prior years the fields have been in corn. The property across Road 17 is a hay field. Our proposed use of the property as an artisan's studio will not affect the surrounding landowners and land use. • As stated above, from the road there is no evidence of anything but a new barn and several older outbuildings. Prior to the completion of the barn there • • • were items of equipment, etc. on the property, however, all of this has been put away in the buildings and there is no longer any equipment stored outside. The property now looks like the other properties in the area — house and various outbuildings. Due to the fact that there will never be any signage identifying the barn building as a business and the fact that there are not streams of people visiting the property, it is doubtful that this special use will impact the neighbors in any way. 5. DESCRIBE, IN DETAIL, THE FOLLOWING: a. NUMBER OF PEOPLE WHO WILL USE THIS SITE i. One person (Bruce MacMillan) will use this site; his wife and son reside at the property as well. b. NUMBER OF EMPLOYEES PROPOSED TO BE EMPLOYED AT THIS SITE: i. There are no employees proposed for this site. Occasionally, his son, David will assist him but not on a regular basis. c. HOURS OF OPERATION: i. The rlsual hours of operation are 9 — 4:30 Monday— Friday, with occasional part-time hours on Saturday or Sunday (10-2) d. There is a nearby faucet with a hose if water is needed. i. SEWAGE DISPOSAL SYSTEM ON THE PROPERTY (EXISTING AND PROPOSED) i. There is no sewage disposal system proposed for the new building. There are no water or toilet facilities in the studio and as there are no employees— any sewage disposal needs are met with the • existing septic tank and leech field for the house. . j. There is not warehousing or storage proposed — the only items that would be kept in the studio are pieces of metal (stored on a rack inside the building) and tools (stored in the building). There is no other storage of items on the property. 6. EXPLAIN THE PROPOSED LANDSCAPING FOR THE SITE. THE LANDSCAPING SHALL BE SEPARATELY SUBMITTED AS A LANDSCAPE PLAN MAP AS PART OF THE APPLICATION SUBMITTAL. a. No landscaping changes are contemplated.
