HomeMy WebLinkAbout20101401.tiff Minutes WELD COUNTY COUNCIL May 17, 2010 CD 5A2010 9, Ao, 15 The Weld County Council met in regular session in full conformity with the We1&County Home Rule Charter, Monday, May 17, 2010, 6:30 p.m. at the Weld County Centennial. Center, 915 10th Street, Greeley, CO. - - ROLL CALL: The meeting was called to order by President Perry Buck. Vice President Don Mueller, Councilmen John Kivimaki and Charles Tucker were present, constituting a quorum of the members. Also present was Roy Rudisill, Dan Oster and Karla Ford, Council Secretary. Councilwoman Ginny Buczek was excused. PUBLIC COMMENT: There was no public comment. APPROVAL OF AGENDA: Councilman Kivimaki made a motion to approve the May 17, 2010 agenda. The motion was seconded by Councilman Mueller and carried. APPROVAL OF MINUTES: Councilman Kivimaki made a motion to approve the April 19, 2010 minutes. The motion was seconded by Councilman Tucker and carried. APPROVAL OF REPORT TO THE PEOPLE: Councilman Mueller made a motion to approve the 2010 1st Quarter Report to the People. The motion was seconded by Councilman Kivimaki and carried. REVIEW PROGRAM: Weld County Emergency Manager, Roy Rudisill, distributed two handouts and gave a presentation regarding the Office of Emergency Management (OEM). Emergency Management Functions — building relationships with agencies, organization and citizens to prepare before an event or incident happens and the Office of Emergency Management coordinates these efforts through training and exercises. There is a federal and state disaster relief program that gives authority to have an emergency office. Daily functions include grant management, emergency support function coordination (meetings and planning), county wide NIMS(National Incident Management System) coordination and tracking, emergency operations plan development and maintenance (county and municipality), homeland security vulnerability assessments and exercise development. Emergency Support Function (ESF) set-up was used to develop a county plan. Mr. Rudisill meets with the different departments within the county and develops procedures. They work together to create a plan and discuss what will work and what will not. Each municipality also created a similar plan using the ESF framework. Mr. Rudisill attends and represents Weld County at several monthly meetings such as Northeast Colorado Emergency Managers Association, Police and Fire Chiefs Meeting, EMS Council, Special Needs Planning, Exercised and Evaluation Planning Team and the Weld COG Team. nur'I/en�imw &-a$-a°t° 2010-1401 Weld County Council Minutes May 17,2010 Page 2 of 3 Quarterly meetings attended are Northeast All Hazards Region Committee, Northeast Region Citizen Corps Council, Local Emergency Planning Committee, Colorado Emergency Planning Committee and Weld County Citizen Corps Council. Grant funds are important to this area. The Emergency Management Performance Grant has increased each year and this grant is 32% of the OEM budget. Homeland Security Grants— all grant applications through the county are reviewed by the OEM. The applications are forwarded to the NEAHR for review and approval. Funding that is received is county wide and funds items such as communications equipment, Hazmat, Bomb Team and SWAT Team equipment. The OEM function during an incident is to provide resource management, give status reports to the Sheriff, County Commissioners and Colorado Division of Emergency Management and resource management with Incident Commander. The Office of Emergency Management has learned from previous emergencies (blizzards and tornados) that there needs tc be emergency plans for small towns, generators and sirens, training and exercises (tabletop, functional and full scale) and communication. Several grants have accommodated generators and sirens for several small towns. Weld County has 846 chemical facilities that report to the OEM. There are 181 of those facilities that are classified as EHS facilities and are required to have a response plan. NEW BUSINESS: 2011 Budget The secretary distributed a packet of information regarding the 2011 budget and a proposal with the 10% decrease. The council will review and discuss at the June meeting. Notebook Updates Two notebook updates were distributed to the Council for their notebooks. Coordinator Reports Councilman Mueller attended a Planning Department meeting with Harold Evans from the City of Greeley Water Board regarding the water needs in 2030 and 2050. Council man Tucker attended the UQM Presentation with Vice President Joe Biden. Councilwoman Buck attended the Progressive 15 meeting in Holyoke and heard information about work force development, office of economic development, ports to plains highway, a water project coming out of Wyoming, telecommunications in rural areas and the 1396 energy bill. She also attended the 2011 Budget meeting and National Tourism lunch. Upcoming Meetings The council was invited to the upcoming Elected Officials meeting on June 21, 2010.
