Gentlemen:
The Weld County Livestock Association is pleased to submit the
enclosed for your consideration.
This association represents livestock interests in Weld County,
Colorado. Our members are part of this nation's largest industry -
food. The performance of the food industry is highly significant
to the total economy of this nation and to the well -being of its
people.
Due to this association's interest in providing a better way
of life for rural people and in assuring the consuming public with
high quality, healthy and nourishing food, we pledge our efforts,
through efficiency and progress, to provide food to consumers at prices
consistent with necessary production costs and to return to producers
the full market value of their products. And further, this association
aims to sustain a system of free enterprise and effective competition
in these United States.

SEVERED MINERAL RIGHTS
Whereas, mineral righrs on some land has been severed from surface owners'
possession and fragmented to the point of little value; and
Whereas, mineral interests on some lands are owned by deceased persons,
or persons of unknown residence; and,
Whereas, the difficulty and expense of determining ownership of some
severed mineral interests is a deterent to mineral exploration; and,
Whereas, Colorado Revised Statutes, 1973, 39-1-1-4 and 39-11-150, enacted
on July 6, 1973, will alleviate this problem by allowing surface owners to
obtain ownership of mineral interests that are tax delinquent; and
Whereas, Weld County is in violation of the above statutes.
Therefore Be It Resolved, that the Weld County Livestock Association urge
that the Weld County Assessor comply with the existing law and proceed to clear
the title and ownership on mineral interests severed from real estate, and
provide for the taxation thereof.
