BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
NOVEMBER 29, 2010
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, November 29, 2010, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Douglas Rademacher, Chair
Commissioner Barbara Kirkmeyer, Pro-Tem
Commissioner Sean P. Conway
Commissioner William F. Garcia
Commissioner David E. Long
Also present:
Assistant County Attorney, Cyndy Giauque
Acting Clerk to the Board, Elizabeth Strong
Director of Finance and Administration, Monica Mika
MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County
Commissioners meeting of November 24, 2010, as printed. Commissioner Long seconded the motion,
and it carried unanimously.
CERTIFICATION OF HEARINGS: Commissioner Kirkmeyer moved to approve the Certification of
Hearings conducted on November 24, 2010, as follows: 1) 2nd AmUSR #840 - L.G. Everist, Inc..
Commissioner Garcia seconded the motion, which carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
PUBLIC INPUT: No public input was given.
CONSENT AGENDA: Commissioner Garcia moved to approve the Consent Agenda as printed.
Commissioner Conway seconded the motion, and it carried unanimously.
COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports.
BIDS:
APPROVE BID #B1000157, FIBER CONDUIT AND FIBER VAULTS FOR ADMINISTRATION
BUILDING - DEPARTMENT OF PHONE SERVICES: Monica Mika, Director of Finance and
Administration, recommended approval of the low bid, in the amount of $33,147.00, and Colorado
Boring Company has an A plus rating. Commissioner Long moved to approve the low bid from
Colorado Boring Company, in the amount of $33,147.00, based on staff's recommendation. Seconded
by Commissioner Conway, the motion carried unanimously.

APPROVE BID #B1000161, 150TH ANNIVERSARY PROMOTIONAL ITEMS — DEPARTMENT OF
FINANCE: Glen Czaplewski, Weld County Intern, recommended the Board award the bid in separate
pieces to the lowest bidder for each item; which is Kopri Signs and Graphics for the Polo shirts and tote
bags, and International Promotional Ideas for the lapel pins and pocket knives. In response to
Commissioner Conway, Mr. Czaplewski confirmed the vendors have agreed to accept the partial
awards. Commissioner Conway moved to approve the low bids from Kopri Signs and Graphics and
International Promotional Ideas, based on staff's recommendation. Seconded by Commissioner
Kirkmeyer, the motion carried unanimously.
NEW BUSINESS:
CONSIDER AMENDMENT #3 TO TASK ORDER CONTRACT FOR DISEASE SURVEILLANCE
PROGRAM (WEST NILE VIRUS SURVEILLANCE AND TESTING) AND AUTHORIZE CHAIR TO
SIGN: Commissioner Garcia moved to continue the matter to December 6, 2010, at 9:00 a.m.
Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
CONSIDER PETITION FOR ABATEMENT OR REFUND OF TAXES - SEKICH COMPANY, LLC:
Christopher Woodruff, Assessor, stated the property is located within the Town of Mead and this
petition is for Tax Year 2009. He stated the property was not protested in the year 2009; however, it
was protested in the year 2010, and the property owner provided income information at that time, which
resulted in the value being reduced for the year 2010. He stated the property owner subsequently filed
this petition for abatement for the year 2009, which the property owner is allowed to do, according to
law. He stated the original actual value was $734,570.00, and the corrected actual value is
$599,130.00, resulting in an abatement of taxes in the amount of $3,583.79. Commissioner Long
moved to approve said tax abatement, in the amount of $3,583.79, based on staff's recommendation.
Seconded by Commissioner Conway, the motion carried unanimously.
CONSIDER TEMPORARY CLOSURE OF CR 44 BETWEEN CRS 11 AND 13: Commissioner Garcia
moved to continue the matter to December 6, 2010, at 9:00 a.m. Seconded by Commissioner
Kirkmeyer, the motion carried unanimously.
CONSIDER CANVASS BOARD CERTIFICATION OF NOVEMBER 2, 2010, COORDINATED
GENERAL ELECTION: Commissioner Kirkmeyer moved to approve the Canvass Board Certification of
the November 2, 2010, Coordinated General Election. Seconded by Commissioner Conway, the
motion carried unanimously.
SECOND READING OF CODE ORDINANCE #2010-10, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 2 ADMINISTRATION, OF THE WELD COUNTY
CODE: Commissioner Kirkmeyer moved to read Ordinance #2010-10 by title only. Seconded by
Commissioner Conway, the motion carried unanimously. Cyndy Giauque, Assistant County Attorney,
read the Ordinance into the record by title, and she stated the only change to the Ordinance on second
reading is that the minimum bid amount for small tract oil and gas leases has been increased to
$400.00 per acre. Chair Rademacher gave the opportunity for public testimony; however, none was
provided. Commissioner Kirkmeyer moved to approve Ordinance #2010-10, on second reading.
Seconded by Commissioner Conway, the motion carried unanimously.
SECOND READING OF CODE ORDINANCE #2010-11, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 5 REVENUE AND FINANCE, OF THE WELD
COUNTY CODE: Commissioner Kirkmeyer moved to read Ordinance #2010-11 by title only.
Seconded by Commissioner Garcia, the motion carried unanimously. Ms. Giauque indicated there are
additional permit fees included in the second reading of the Ordinance. Chair Rademacher indicated
he will be requesting a work session to discuss the changes in more detail. Chair Rademacher gave

the opportunity for public testimony; however, none was provided. Commissioner Long moved to
approve Ordinance #2010-11, on second reading. Seconded by Commissioner Kirkmeyer, the motion
carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. Ordinances#2010-10 and #2010-11 were approved on second reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:07 a.m.
