RE: APPROVE SEMI-ANNUAL PROGRESS REPORT #8 FOR BUILDING HEALTHY
MARRIAGES PROGRAM AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Semi-Annual Progress Report#8 for the
Building Healthy Marriages Program from the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Human Services,
to the U.S. Department of Health and Human Services, Office of Family Assistance, for a period
ending October 30, 2010, with further terms and conditions being as stated in said report, and
WHEREAS, after review, the Board deems it advisable to approve said report, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Semi-Annual Progress Report#8 for the Building Healthy Marriages Program
from the County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Department of Human Services, to the U.S. Department of Health
and Human Services, Office of Family Assistance, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said report, and that the Clerk to the Board is authorized to electronically submit said report.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 1st day of November, A.D., 2010, nunc pro tunc October 30, 2010.

Program
Enclosed for Board approval is the Federal Grant Number 90FE0134 Semi-Annual #8
Performance Progress Report to the Office of Family Assistance for the Department's
Building Healthy Marriages. This Performance Progress Report was presented at the Board's
October 25, 2010, Work Session.
Per grant requirements, a semi-annual report of the fiscal year's activities is to be submitted by
October 31st of each grant year. The following table summarizes this report:
Marketing
TV—Comcast Two different ads ran from Dec. 09- Sept.

Radio — Regent Broadcasting K99, ThePoint Several campaigns ran from Oct. 09- Sept.

Windsor approx. *4,295,200 people.
Newspaper—Longmont Times-Call, Carbon Multiple campaigns were run from July 10—
Valley Press & Ft. Lupton Press, Greeley Sept. 10 several times a week depending upon
Tribune, Greeley Now, Windsor Now, La the campaign. Approx. *288,590 people were
Tribuna reached.
Online Newspaper— G. Tribune Campaign ran weekly from Aug 10- Sept 10
and reached approx. *35,000 people.

Evaluation
Evaluation of Current Program (Year 3 and Year 4): Building a Family
Pretest(MSI-R): The MSI-R (pretest) is administered by assessment technicians at the beginning
of the needs assessment interview. The MSI-R is given to each partner of the couple separately
so that responses are not discussed because discussion might influence how each partner
responds.
Posttest Evaluation Individual Events (Mini KSS's): Mini KSS's (completion time approximately
5 minutes) are administered after each individual event, except for Family Liaison, Community
Referrals, Financial Management Coaching, and Conflict Resolution Coaching (see Table 2).
Same administration procedures are followed as for the Next Step Coaching and Relationship
Seminars.
Posttest Evaluation (MSI-R+KSS-BAF): The MSI-R will be administered 12 months after the
needs assessment to determine if couples' marital satisfaction has changed. A new overall
general satisfaction survey (Knowledge and Satisfaction Survey—Building A Family), which
will take about 5 minutes to complete, was developed to assess the overall satisfaction with the
program and to measure satisfaction with the following events: Family Liaisons, Community
Referrals, Conflict Resolution Coaching, and Financial Management Coaching. This survey is
administered, together with the post MSI-R, 12 months after the initial assessment.

Impact Story:
Melanie & Dan
Melanie lost her mother to a drug overdose when she was only 10 years old; and although her father was
still in the picture, he wasn't always available or very supportive. Subsequently, she was sent to live with
her grandmother who was very loving; but none the less was not her parent. Because Melanie was a child
of an addict and learned how to care for herself it was normal for her to take on the role of a parent, her
father was not always present to remember the daily tasks that a parent does, she was forced to be the
parent to her younger sibling, in that she was up fixing breakfast, making sure homework was done and
that she was attending school daily all this at the age of 13.
Dan grew up in the area and is the only boy in a family of three siblings. His parents divorced when he was
three years old and he was then raised by his step-father. Dan's childhood was good by all accounts and
he grew up wanting the same life that many young people dream of having. However, that dream of a
normal life was halted when Dan became a father for the first time at the age of 15 and proceeded to have
one more child before meeting and starting a relationship with Melanie.
Melanie; 17 and Dan; 20 were referred to the BHM program by a case manager from the Pregnancy
Resource Center in hopes of getting this young couple linked to services that would offer them support in
communicating with each other, especially due to the fact that they would be expecting a child in 3 months.
Melanie and Dan first entered into the program by completing an assessment with the Family Liaison for
the Building a Family program. After completing the assessment they were invited to be part of the BAF
program and began meeting with their mentor.
Because this couple was very young, expecting a child and still on their individual learning curve as
adolescents they had many struggles with communication. After learning the skills; "speaker/listener",
paraphrasing, and learning how to talk about their individual expectations Melanie and Dan were able to
shift out of wanting to leave the relationship when they argued to fighting to stay in the relationship.
This couple has been in the Building Healthy Marriages program for a year and half and continues to grow
as loving couple, and nurturing parents to their 6 month old daughter, Stephanie.

(Mini Knowledge & Satisfaction Survey), which also includes several demographic questions„
but no MSI-R is administered. The administration time is approximately five minutes.
Logistics and Administration of Posttests:The Intake Coordinator sent lists of participants'
names to an evaluation team member who coded the surveys and ensured that the Intake
Coordinator received the surveys before the class ended. Coding is necessary in order to track thecouples
through the program. The Intake Coordinator(or intake staff) gave each participant a
mini KSS during the last 5 minutes of the final session. The participant completed the survey,
placed it in an envelope, sealed it, and returned it to the Intake Coordinator. In the event that
there were more participants than anticipated, extra, unnumbered surveys were available. In this
case, the Intake Coordinator wrote the participant's name on a note and placed it on the sealed
envelope. All envelopes were collected along with the sign-in sheet. Couples who did not attend
the last session of the 8-hour seminar did not receive a mini KSS.
Mini KSS's from 46 eight-hour PREP seminars were received. All 46 classes were delivered
in English. Mini KSS's were distributed to participants in all classes. Participants in the PREP seminar were
most satisfied with the educator. Participants were less satisfied with the content of the PREP seminar and
were the least satisfied with the meeting room where the seminar was held. In general, participants were
very satisfied with this educational program.

Success Stories
After a long day teaching the principals given in the Building Healthy Marriage materials, we (Pastor Mike
and Ellen Stotts) rejoice at meeting all the couples on an individual basis as well. Spending 8 hours with
each other in a room gives us plenty of time to really get to know all the participants. On one of these
Saturdays we had the privilege of interacting with one couple on many different occasions throughout the
day. When we parted ways we had gotten to this couple quite well and wished the best for their future.
Some weeks had passed by and we received a phone call from a lady who identified herself as the mom of
the couple we got to know so well during our seminar. This lady shared with me that she just had to call.
Ever since her daughter and boyfriend attended the 8 hour seminar her daughter liked to talk about how
the program had changed her life on an ongoing basis. So the mom was curious as to what material we
were teaching and what possibly could have affected her daughter in such a way. During the phone
conversation she informed me that she and her husband will come to our city for a weeklong visit and if it
would be possible we could meet with them and let them see the materials we were teaching. We set a
date and looked forward to meeting this wonderful couple from San Diego.
The moment we met we felt an instant bond with each other and for the next 3 hours we poured over the
material and delighted in the fact that indeed these principles are working in her daughter's life. Several
times both husband and wife thanked us for going the extra mile in befriending their daughter and boyfriend
and investing ourselves in their lives.
When our time was up we gave the couple a workbook (with permission from our boss) and now we share
a common bond with each other, both of us are committed as never before to work with couples wherever
we live and serve. The couple will take this material back to their city and incorporate it in their own
already established ministry.
Both my husband and I would have never dreamed that parents would call us and give such a glowing
report how the program changed their daughter's life, but we are delighted that the material found its target
and now is traveling to a different city where its impact will be felt for years to come.

Impact Story -Kelly and Bet
Kelly& Bet met in 2001 when she was a waitress at a local diner, Kelly was working construction and one
day he walked into the diner for lunch and was immediately drawn to her. They struck up a conversation
and he decided to ask her out on a date. A few months after they began dating they decided to move in
together. In the beginning everything seemed to be going well, they had common interests and both loved
to laugh, they had the same ideas about life and where they were headed.
Then in February 2007 their world came to an abrupt halt. Kelly got into some trouble with the law and
subsequently had to spend the following 8 months in jail. It was at this time that the strength of their
relationship would be tested. Kelly was released in October of 2007 and immediately began to look for
work. What he found was that it was going to more difficult this time around because of his felony
conviction.
Then one day, the Building Healthy Marriages program was presenting at a Job Service Orientation. Kelly
was interested in what the program was offering and felt that it might be able to assist his relationship,
especially when it came to their communication.
After Bet and Kelly were assessed they were selected to participate in the program. This is when the real
work started for them. They began to listen to all the education that was presented and thought it all
sounded good, but they were different and the 'speaker/listener technique was not going to work for them.
After the first few weeks, they began to utilize the on-site coaches to assist them in speaking to one
another, without yelling. They began to trust that this was something they could do; they had seen it work
first hand. It only took a few more weeks attending the marriage education seminars before they became
the leaders in the seminars, sharing thoughts, ideas, and being genuinely excited at what they were
learning. But the most impactful experience for them was really feeling for the first time that they were
genuinely communicating with truth and respect.
While they continued on this journey, Kelly began to feel more confident in his ability to ask for the things
he needed, that would allow him to get a good paying job. He applied for a position with a local company,
he went in for his interview and was not only offered a job, but was offered a position as a foreman that
would pay him $50,000 dollars a year. Bet was finally able to feel less pressure about being the only
financial provider for the family. They were able to get off food stamps, and collectively talked about
becoming more self-sufficient.
This couple stated that had they not gone through the Building Healthy Marriages Program they would not
be where they are today. They have the knowledge and power to continue to build a healthy relationship,
one that continues to become stronger. They have the commitment to resolve issues so they don't become
so large that it may compromise the relationship.

Pretest(MSI-R): The MSI-R (pretest) is administered by technicians at the beginning of the assessment
interview. The MSI-R is given to each member of the couple separately so that responses are not
discussed because discussion might influence how each partner responds. If couples meet the eligibility
criteria, they may participate in Next Step Coaching.
To be accepted for participation, a couple must
• Have an annual income of less than 200% of the Federal Poverty Guidelines (This criteria was
eliminated on June 1, 2010.)
• Successfully complete the intake process
• Be able to demonstrate legal status
• Be married, living together, or contemplating marriage
• Have no drug or violence indicators

Jean and Walt attended our refresher/booster course this year and were very excited to share where they
are now in their relationship. The following his in their own words
We just want to let you know how thankful we are for Building Healthy Marriages; it came at a crucial time
in our lives. We were separated at the time and didn't see much hope for the future, to get back together
again. But we did after participating in the Building Healthy Marriages mentoring program, we met with a
coach who helped us to learn how to heal from past experiences with one another. So we are really
thankful for it, it really enriched our lives.
It was a time of real revelation...I was having heart problems, which added more stress to me on a physical
level. Also as my wife mentioned we were also separated at the time and working with our coach to learn
how to communicate better and differently in order to save our relationship. Building Healthy Marriages
really worked we eventually got back together and have been together ever since, and looking forward to
celebrating our 50th wedding anniversary next year. So, we thank Building Healthy Marriages, the
educators, coaches and family liaisons for all their dedicated efforts to enhancing our lives!

Each scale of the MSI-R has a cutoff score that indicates whether the respondent perceives his or her
problems to be significant. (See footnotes 1 and 2 in Table 3 for these values.) Note that Table 3 contains
gender specific norms that were developed for the MSI-R due to differences found between men and
women on the older MSI-R scales. The literature supports these differences. Also of interest, Table 3
contains percentile scores, perhaps best explained by an example: A"Percentile Rank" of 87 means that
13% (100—87) scored higher than the mean value. This, of course, means that 87 percent scored at
or below that same value.
• Global distress (GDS) is considered to be the best overall measure of
marital satisfaction. GDS also gauges negative expectancies regarding the relationship's future and
consideration of divorce.
Respondents in this sample reflect a high level of global distress as compared to the norm.
Fifty percent of the males and 55% of the females indicated they experience their problems
as significant.

Faith-Based Regulations Ongoing
Separation of Church and State Protocol
The goal of the President's Faith-Based and Community Initiative is to enable these organizations to
provide compassionate care for the poor by receiving Federal grants on the same basis as other groups.
However, specific guidelines must be adhered to in order to maintain the separation of church and state.
1) Annual training will occur to review the Federal Guidelines for partnering with the Federal
Government.
These trainings will be facilitated by the Grant Program Manager and Supervisor of the DSS Faith
Based Initiative Unit.
2) The partners will sign a document stating that they have read and understood the guidelines. The
original will be kept on file at DSS for the entirety of the grant life plus 3 years. Copies may be
maintained by the individuals.
3) The lead agency and its partners will have a copy of the most current version of the Federal
guidelines in their possession. It will be the responsibility of the Grant Program Manager to ensure
all updates are given to the lead agency and the partners with amended documentation stating that
they have read and understood the updated regulations.
4) Annually, the marriage educators and facilitators will sign a document stating that they have read,
understood and will comply with the guidelines. The original will be maintained by the Community
Mediation Project for the entirety of the grant life plus 3 years. They will accessible to the Grant
Program Manager and Lead Agency upon request.
Voluntary Participation On Going
The means that our program ensures that activities are voluntary begins with the sign in process of the
class and includes the completion with participant's signature of a simply written consent form and outline
of the participant's rights that:
1) Emphasizes the voluntary nature of project activities.
2) Is presented verbally and in writing in the participants' primary language.
3) Is available in English and in Spanish
The emphasis on the project activities being voluntary is echoed throughout the literature and verbal
presentations given on behalf of BHM.
This protocol is complete and in use.

Subject: Building Healthy Marriages Semi Annual Progress Report
We presented at the October 25, 2010, work session the Semi Annual Progress Report for the
Building Healthy Marriage Program. At the work session, the Board informally approved the
report. It came to my attention this morning that the Report is due electronically to the
Feds by this upcoming Saturday. Esther Gesick, Clerk to the Board, would actually submit the
report on our behalf. May I have the Board's permission to have Commissioner Rademacher sign
the report before it is formally presented at the Monday, November 1, 2010, Board meeting?
