BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
APRIL 28, 2010
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, April 28, 2010, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of April 26, 2010, as printed. Commissioner Kirkmeyer seconded the motion,
and it carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
PUBLIC INPUT: No public input was given.
CONSENT AGENDA: Commissioner Conway moved to approve the Consent Agenda as printed.
Commissioner Garcia seconded the motion, and it carried unanimously.
PRESENTATIONS:
RECOGNITION OF SERVICES, ASSESSOR'S OFFICE - STAN JANTZ: Chair Rademacher read the
certificate into the record, recognizing Stan Jantz for 30 years of service with the Assessor's Office.
Chris Woodruff, Assessor, stated he has had the pleasure of working with Mr. Jantz since his
appointment in 1999. He confirmed Mr. Jantz is an honest, hard-working employee, and has always
displayed an incredible amount of integrity, especially during the annual Board of Equalization (BOE)
process. He indicated Mr. Jantz has been dedicated to put the public's business first, and he will not be
able to adequately fill the large shoes left behind by Mr. Jantz. Mr. Woodruff expressed his
appreciation to Mr. Jantz and wished him well in his upcoming retirement endeavors. Mr. Jantz
expressed his appreciation to Mr. Woodruff for his kind words, to the Board for the presentation of the
retirement plaque, and to Weld County in general for allowing his employment for over 30 years. He
indicated his family was treated well during his tenure at Weld County, and he has had the ability to
work with many wonderful people during the past 30 years. He stated he has met a large amount of

Weld County citizens during his employment, and there have been many interesting conversations with
property owners throughout the years. He clarified he has worked under five different Weld County
Assessors, beginning with Herb Hansen, who was the Assessor who first hired him. He confirmed he
will truly miss the work he has performed, as it was a pleasant job; however, he will not miss the month
of May of each year, preparing the work for the BOE process. He further confirmed he will miss his
co-workers, who have also been dedicated employees, and his employment has been an enjoyable
journey; however, he is ready to retire and move on to other life adventures. Chair Rademacher
expressed his appreciation to Mr. Jantz for his service to Weld County, and confirmed he has been a
highly valued and greatly appreciated employee within the Assessor's Office. Commissioner Kirkmeyer
clarified Mr. Janiz was always a very polite and nice guy during the BOE process, and she has always
appreciated his strong work ethic. She confirmed his assessment values were always fair, and it was
obvious Mr. Jantz had completed adequate research regarding each property before presentation to
the Board. She expressed her appreciation to Mr. Jantz for all of the wonderful years of work he gave
to Weld County. Commissioner Garcia indicated Mr. Jantz has been a great friend to all who know him,
and he professionally mastered all of the hard assessment cases which were given to him. He
confirmed Mr. Jantz has represented confidence, respect, and great professionalism on behalf of Weld
County, which has rubbed off onto those who have come into contact with him. He indicated Mr. Jantz
has been an irreplaceable asset for the County, and he wished him luck in his retirement endeavors.
Commissioner Conway concurred with all of the comments provided, and clarified he respects the
approach Mr. Jantz took with the citizens of Weld County and his co-workers. He confirmed Mr. Jantz
has been a professional, courteous employee, and he treated everyone with kindness and respect as a
public servant. He indicated Mr. Jantz will be missed within the Department. Chair Rademacher
expressed his appreciation to those in the audience who took the time to support Mr. Jantz today.
COMMISSIONER COORDINATOR REPORTS: Commissioner Conway indicated he participated in
the interview process last week for filling the vacant position within the Extension Office. He confirmed
several finalists were interviewed after recommendations were provided from a panel of thirteen Weld
County citizens, and a final determination was made just yesterday. He indicated an offer was made to
the selected candidate, and upon acceptance of the offer, Weld County will now have a full-time
Director and Livestock Agent.
OLD BUSINESS:
CONSIDER AMENDED BYLAWS FOR WELD COUNTY HUMAN SERVICES COMMITTEE (CON'T
FROM 4/21/10): Bruce Barker, County Attorney, stated the Board reviewed the amended bylaws within
a recent work session, and the matter was previously continued to allow time for the work session to
take place. He indicated he recommends approval of the amended bylaws. Commissioner Garcia
moved to approve said amended bylaws. Seconded by Commissioner Conway, the motion carried
unanimously.
NEW BUSINESS:
CONSIDER YEAR FIVE CONTINUATION APPLICATION FOR BUILDING HEALTHY MARRIAGES
PROGRAM DEMONSTRATION GRANT AND AUTHORIZE CHAIR TO SIGN: Commissioner
Kirkmeyer indicated this grant application was recently discussed within a work session with Judy
Griego, Director, Department of Human Services, and she recommended approval. Commissioner
Kirkmeyer moved to approve said application and authorize the Chair to sign. (Clerk's Note: This
application will also be submitted electronically by the Deputy Clerk to the Board.) Seconded by
Commissioner Conway, the motion carried unanimously.
CONSIDER AGREEMENT AND FIRST AMENDMENT TO AGREEMENT FOR AMBULANCE
INSPECTION SERVICES AND AUTHORIZE CHAIR TO SIGN - LOGAN COUNTY: Dave Bressler,
Director of Paramedic Services, stated the agreement was recently discussed within a work session, at
which time the Board indicated the location of the inspection needed to be determined. He clarified it

was the desire of the Board that if the inspector had to travel to Logan County to complete the
inspections, a fee schedule for reimbursement would need to be adopted. He further clarified it would
be preferable if Logan County was able to bring the equipment to Weld County to be inspected;
however, removing the vehicles from the designated service areas would create an issue of coverage
for an emergency event. He indicated Logan County has six ambulance vehicles which will need to be
inspected, and an amendment will be drafted to establish the travel fees to be reimbursed. In response
to Chair Rademacher, Mr. Bressler explained it is preferable to inspect the entire fleet of vehicles at the
same time, if possible, to ensure a thorough review of all of the equipment. Further responding to Chair
Rademacher, Mr. Bressler clarified the e-mail provided to Commissioner Edwards of Logan County
adequately explained the cost recovery for travel expenses, and a response e-mail has not been
received; however, it is not expected that Logan County will have any concerns with the reimbursement
rates.
Commissioner Kirkmeyer stated if the inspections are occurring in Logan County, the inspector should
be reimbursed at a rate of 48 cents per mile, which is the current rate for Weld County, and not at the
rate of 42 cents per mile, which is listed as the rate for Logan County within the Agreement. She
recommended the mileage rate be amended within this document, and in response, Mr. Bressler
concurred and indicated a per-hour fee was also discussed for the services of the inspector. Further
responding to Commissioner Kirkmeyer, Mr. Bressler clarified the fee schedule contains the standard
rate, and staff time and mileage reimbursement rates will be added on top of the standard rate,
therefore, these fees will be addressed within a separate amendment. Mr. Barker clarified this version
of the agreement has already been approved by Logan County, therefore, an amendment will need to
be drafted to address the hourly rate and mileage reimbursement since it was not originally included
within the document to be reviewed by Logan County. He confirmed the amendment will include
language which addresses that the mileage reimbursement is to be set at 48 cents per mile; however, it
will need to be a completely separate document. Commissioner Kirkmeyer expressed her concerns
regarding approval of the agreement being withheld until the Board is assured that Logan County will
agree to the proposed amendment. Mr. Barker suggested the approval of the agreement be conditional
upon approval of the subsequent amendment. Mr. Bressler indicated he is confident the amendment
will be approved very quickly since Logan County is very motivated to have the agreement approved.
In response to Chair Rademacher, Mr. Bressler indicated if Weld County does not provide the
inspection service, the closest RETAC person to provide the service is located in the area of Glenwood
Springs, which is a significant distance, and the cost would be largely increased. He confirmed Logan
County is very motivated to contract the service with Weld County, especially because of the close
proximity. Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign,
conditional upon the drafting, and signature of, an Amendment to said Agreement concerning Logan
County providing a review of Weld County's inspection checklist, Weld County receiving an hourly rate
of$45.00 per hour for inspection and travel time, and Weld County receiving mileage reimbursement at
the Weld County rate of $.48 per mile. The motion was seconded by Commissioner Conway, and he
expressed his appreciation to Mr. Bressler for his work regarding this matter. He indicated Weld
County is trying to be a good neighbor for Logan County and desires to keep additional costs to a
minimum since Logan County is a good neighbor and occasionally provides service coverage for Weld
County. There being no further discussion, the motion carried unanimously. (Clerk's Note: Following
the Board meeting, the First Amendment to the Agreement was drafted by the County Attorney, and
was also presented for the Chair's signature.)
CONSIDER APPOINTMENT TO JUVENILE COMMUNITY REVIEW BOARD: Commissioner Garcia
moved to appoint Mark Romero to the Juvenile Community Review Board, with a term to expire
November 1, 2010. Seconded by Commissioner Kirkmeyer, the motion carried unanimously.

PLANNING:
CONSIDER IMPROVEMENTS AGREEMENT ACCORDING TO POLICY REGARDING COLLATERAL
FOR IMPROVEMENTS (ON-SITE ONLY), AUTHORIZE CHAIR TO SIGN, AND ACCEPT
COLLATERAL FOR AMENDED USE BY SPECIAL REVIEW PERMIT #1105 - KELLY AND ANNA
BERNDT/GREAT GUNS SPORTING, LLC: Rich Hastings, Department of Public Works, stated this
shotgun range facility is located near the intersection of County Roads 96 and 33, outside of the Town
of Nunn. He clarified an Improvements Agreement is required for the upgrades on the site, including
the expansion of ranges for archery, pistols, and rifles, and the RV parking area. He indicated the
improvements on the property will be completed to the specifications of the National Riflemen
Association (NRA), therefore, the Colorado Division of Wildlife will allow children to complete Hunter
Certification courses at the site. In response to Chair Rademacher, Mr. Hastings confirmed the
Department of Planning Services also recommends approval of the agreement and collateral.
Commissioner Garcia moved to approve said agreement, authorize the Chair to sign, and accept said
collateral. Seconded by Commissioner Conway, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:30 a.m.

Hello
