HomeMy WebLinkAbout20103154 THE WELD COUNTY REGIONAL COMMUNICATIONS ADVISORY BOARD TUESDAY, September 28th, 2010, 10:30 AM PUBLIC WORKS CONFERENCE ROOM 1111 H Street The Weld County Regional Communications Advisory Board met in session in on Tuesday, September 28th, 2010 at 10:30 a.m. in the Public Works Conference Room. ROLL CALL: The meeting was called to order by Chairperson Doug Rademacher. Present were board members Doug Rademacher, Gary Barbour, Rod Deroo, Jim Burack, Carl Harvey, Jay McDonald, Maria Moll, Mark Lawley, Hugh Kane, Robert Standen, Phil Tiffany and Tim Zimmerman. Staff members present were Mike Savage, Dave Mathis, Robert Olsen, and Susan Johnson. Pat Haugse represented Rick Brandt, Dale Lyman represented Duane McDonald, Juan Cruz and Tim Zimmerman were excused absent. Jerry Garner, and Dan Huerter were also present. MINUTES: Rod Deroo moved, Carl Harvey seconded a motion to approve the August 24th minutes, motion carried unanimously. OLD BUSINESS: 1. Staff Report: Dave Mathis presented Dispatch stats for August 2010 [refer to Sgt. Mathis' August 2010 WCRCC Monthly Report ]. 2. Maria Moll : Doug Rademacher announced that Maria Moll's appointment has been confirmed by the Commissioners. 3. Computer Upgrade: Mike Savage advised that both providers (Tiburon and Spillman) have responded to concerns brought forward by end users. The selection team is leaning toward Spillman and satisfied that Spillman can meet the needs of end users, including special needs for the jail. The selection team is aiming for a decision by the end of October. • Mark Lawley asked the status of a County-wide records management system for fire. Doug Rademacher indicated that the County was willing to help with an RMS system for fire. Mike Savage requested that a vendor recommendation for the fire RMS platform be forwarded soon. 4. Cost Allocation: Doug Rademacher is finalizing membership for the Cost Allocation Committee. The City and County are already represented due to the updated IGA, Chief Jones and Chief Beech volunteered as fire representatives. Dacono PD Chief Skaggs has been nominated; Gary Barbour will find a second law representative for the committee. • The County prefers cost allocation option 3; the first 1,000 calls are free. Both Tim Nash and Don Warden have reviewed the plan, it should provide enough revenue. Doug wants the committee up and running before the next Advisory Board meeting. o?C/D— .3/s7 NEW BUSINESS (No new business) INFORMATION ITEMS: 1. GIS/MSAG: Dan Huerter addressed the board representing Weld GIS. They have been tasked with updating the boundaries and addresses in the present CAD system. • He asked several clarifying questions about response boundaries, municipal boundaries, special districts, expectations of accuracy, agreements for out of jurisdiction responses for law, and how communities report new addresses for the CAD system. • GIS is getting close to a new build. Larimer County has been very helpful to Weld County GIS in training, demonstrating and documenting the Geo-build process for Tiburon. • The new CAD system, no matter which vendor,will be much more accurate and precise because it will use address points instead of centerline. • A new MSAG coordinator has been hired and will begin working October 11`h. She will take care of RD's, addressing, MSAG and interface map data into the system. As there was no further business, the meeting was adjourned at 11:05. Additional Information/Projects • The two new fire hired in June are progressing well with training. • Our one vacancy will be filled by hourly dispatcher Tracy Staruck near the end of August. 911 call answering times county-wide for June 2010 • Calls answered in less than 10 seconds: 88.14% (Last year: 92.11%) Calls answered in less than 15 seconds: 98.19% (Last year: 98.89%) • Fire dispatch times for June 2010: Initiated to Dispatched *Less than 1 minute: 46.88% (Last year: 64.83%) *Less than 90 seconds: 84.82% (Last year: 86.48%) • This month 36.18% of our 911 calls were wireless.
