The Weld County Public Works has reviewed this proposal. This project falls primarily under the purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Our comments and requirements are as follows: REQUIREMENTS: Final Plat: The applicant must identify the method in which the existing westernmost access will be modified to prevent mine traffic from utilizing the access. The westernmost access is intended for use by others needing to access the property. The applicant needs to show the 60 foot turning radii for the ac • • .'.,ad on the Holton Lakes Plat. The applicant needs to add a note Sheet 1 of 5 stating that berms other structures will not be constructed in the FEMA designated floodway. Private (Onsite) Improvements Agreement: As requested in the memos dated, December 18, 2008 and March 2, 2009; the applicant shall enter into a Private Improvements Agreement with the Weld County Public Works Department. Storm Water Drainage: The applicant has submitted a final drainage report which was stamped, signed, and dated by Curtis Parker, PE. As of February 23, 2010, the drainage report appears to be acceptable to Public Works. Flood Hazard Development Permit: The applicant has submitted a FHDP application. FHDP-600 was conditionally approved by Public Works on February 22, 2010. Grading Permit: The applicant shall obtain a grading permit prior to the start of construction. The grading permit application packet must include a completed application form, a erosion and sediment control plan showing all BMPs to be installed, installation details for all BMPs to be installed, installation and maintenance notes for all BMPs to be installed, and a copy of the approved Colorado Department of Public Health and Environment stormwater discharge permit. The subject property is located in Sections 1 and 12, Township 1 North, Range 67 West of the Sixth Principal Meridian, Weld County, and State of Colorado. The property is specifically located at the southwest quadrant of the State Highway 52 and State Highway 85. A major portion of the site is located in the South Platte floodplain. The floodplain generally drains parallel to the river, from south to north. Several irrigation structures, channels, and access drives are located throughout the site. These existing features generally determine the boundaries for each mining area. Section 2 - Site Hydrology A hydrologic analysis has been completed to identify offsite surface flows that may drain to the proposed mining areas. This analysis was based on a detailed topographic survey of the site and USGS topography for areas beyond the site boundary. This topography was used to delineate drainage basins for each proposed extraction area. A field visit was completed on 1/28/10 to verify basin boundaries as delineated per the topography. The drainage basins are identified as A through I in this report. In general, the basins are divided within the floodplain by irrigation structures, roadways/driveways, and natural drainage structures. State Highway 85 diverts most offsite runoff, from land east of the site, downstream of the property. Culverts located under Highway 85 discharge to the Holton Seep which diverts runoff around the mining areas. Per the approved Holton Lakes mining and reclamation plans, the existing seep will be maintained during mining. Most of the contributing drainage areas are contained within or just beyond the floodplain and mining boundaries, due to the surrounding diversion structures and existing drainage patterns. Basin A is the only basin that includes an offsite area. The basins are specifically described as follows: Basin A This basin drains to the mining area identified on the Morton Lakes USR as mining "Stage 5". The drainage area for this basin includes a portion of land that extends offsite beyond the mining permit boundary to the levee and ditch system, as shown on the drainage basin map. The basin currently drains across the proposed mining area and discharges to the land north of the "Stage 5" permit boundary. This basin includes two major drainage patterns/discharge locations. The basin was divided into two sub-basins to provide a more detailed analysis for both discharge locations. The sub-basins are described as follows. Sub-Basin A-1 This basin sheet flows to the land north of the "Stage 5" permit boundary. During mining operations, this offsite runoff will drain to the mining area and be pumped Morton and Holton Lakes Sand and Gravel Pit 2 downstream to another mining pit or directly to Big Dry Creek or the South Platte River through the dewatering system. Sub-Basin A-2 This basin drains east towards the swale just west of the existing drive at the east permit boundary. This concentrated flow currently discharges to the land north of the "Stage 5" permit boundary. During mining operations, this offsite runoff will be conveyed downstream to another mining pit or directly to the South Platte River or Big Dry Creek, using the mining dewatering system. Basin B This basin drains to and includes the mining area identified on the Morton Lakes USR as "Stage 1". The existing land in this basin drains north and east towards Big Dry Creek. This basin is bordered by the Brighton Ditch and access road to the south and the existing swale and mining area identified as "Stage 5" to the west. This basin is contained approximately within the permit boundary. Basin C This basin drains to and includes the mining area identified as "Stage 4" on the Morton Lakes USR. This basin currently drains north towards the Lupton Bottom Ditch. The basin is bordered by an existing access roadiswale to the west, Lupton Bottom Ditch to the east, and mining area Stage 1 to the south. This basin is contained approximately within the permit boundary as shown on the USR. Basin D This basin drains to and includes "Stage 2" of the Morton Lakes USR and "Stage 4" of the Holton Lakes USR. The basin is surrounded by the existing access road to the south, the South Platte River to the east, and Big Dry Creek to the west. This drainage basin is contained approximately within the permit boundary as shown on the USR. Basin E This basin drains to and includes the mining area identified as "Stage 4" on the Morton Lakes USR. This basin currently drains north and is surrounded by Big Dry Creek to the south and east and the Lupton Bottom Ditch to the west. This basin is contained approximately within the permit boundary shown on the USR. Basin F This basin drains to and includes the mining area identified as "Stage 3" on the Morton Lakes USR and "Stage 5" on the Morton Lakes USR. This existing basin currently drains north towards State Highway 52. The basin is surrounded by the South Platte to the east, Big Dry Creek and Morton Lakes Stage E to the South, and Lupton Meadows Ditch to the West. This basin is contained approximately within the permit boundary. Basin G This basin drains to and includes the area identified as "Stage 2" on the Holton Lakes USR. This basin currently drains northwest towards the South Platte. The basin is bordered by State Highway 85 to the east and Holton Lakes mining area Stage 3 to the south. The basin Morton and Holton Lakes Sand and Gravel Pit 3 is approximately contained within the mining permit boundary. Basin H This basin drains to and includes the mining area identified as "Stage 1" on the Holton Lakes USR. This basin currently drains east towards the South Platte. The basin is bordered by State Highway 52 to the north and the existing access road to the southwest. The basin is approximately contained within the mining permit boundary. Basin I This basin drains to and includes the mining are identified as "Stage 3" on the Holton Lakes USR. This basin currently drains north towards an existing access road and Holton Lakes "Stage 2". The basin is bordered by State Highway 85 to the east, the South Platte to the west, and an access road to the south. This basin is approximately contained within the mining permit boundary. Section 3- Offsite Flow Routing All basins, other than Basin A, are generally contained within the limits of the proposed mining boundaries. Basin A includes an offsite area which extends beyond the proposed mining boundaries. This offsite area drains directly to the Morton Lakes mining Stage 5. This mining area will be dewatered using a pump system during operations. Offsite runoff that flows into this mine will be pumped out of the mine and conveyed downstream to ultimately discharge to the South Platte or Big Dry Creek. Section 4- Conclusions and Recommendations All proposed mining areas were individually analyzed to determine potential impacts offsite flows may have on the mining areas. Basins B through I are approximately located within their respective permit boundaries and do not include offsite drainage. Basin A extends offsite, beyond the permit boundary. Runoff from this basin will drain to the mining area and will be conveyed downstream through the dewatering system.
