SERVICE AUTHORITY BOARD
May 18, 2010
The Weld County E-911 Emergency Telephone Service Authority Board met in session
on Tuesday, May 18, 2010 at noon.
ROLL CALL:
The meeting was called to order by Chairperson Juan Cruz. Present were Board
Members Juan Cruz, Dave Bressler, Kevin Halloran, Doug Rademacher, Gary Sandau
and Randy Winsett. Staff members present included Mike Savage, Dave Mathis, Julie
Walde, Robert Olsen and Susan Johnson. Mitch Wagy, Monica Mika and Jerry Garner
were also present. A quorum existed.
MINUTES:
Randy Winsett moved, Doug Rademacher seconded a motion to approve the minutes of
the April 20th, 2010 meeting, the motion was approved unanimously.
PUBLIC COMMENTS:
The public was invited to comment on business of the E-911 Board, no comments heard.
OLD BUSINESS:
1. Staff Report: Dave Mathis presented Dispatch stats for April 2010 [refer to Sgt.
Mathis' "April 2010 WCRCC Monthly Reports and Personnel Report as of March
18, 2010"]. Dispatch presently has 2.5 vacancies; a half-time employee has
resigned effective May 26`h. Two dispatch candidates are presently in background
checks.
2. SB10-120: Mike Savage advised the board that the Prepaid Wireless Telephone
911 Surcharge bill has passed, this will generate $7.6Million statewide for 911
Authority Boards, Weld County will accrue a portion of that.
3. GDR Evaluation: Julie reported that GDR has completed the evaluation of the
system and is in the process of providing a quote for services. She should have the
quote soon, and will email it to the Board by the end of the week.
• The Board discussed whether pending jurisdictional corrections in the GIS
files cause delays in service or not. Randy Winsett explained that these
calls usually fall to the County; policy is for them to respond and to ask
dispatch to notify the correct jurisdiction at the same time so it is not
causing a lack of service.
• The quote for services was not bid out to multiple vendors because GDR
is a proprietary vendor with Tiburon. When the quote comes back it will
be evaluated for efficiencies with County GIS, which maintains the center
line reference for jurisdictional map work (RD's and response areas).
NEW BUSINESS:
1. Treasurer Reports: Randy Winsett presented the April 2010 Treasurer's report.
Doug Rademacher moved, Kevin Halloran seconded a motion to approve the
Treasurer's report, motion carried unanimously.

2. 2011 Budget Preparation: Juan Cruz advised that budget preparations for most
agencies are in progress now and he wants the E-911 Board to begin budget
preparations in July this year instead of waiting until October.
3. Ceragon system concern: The maintenance agreement on the Ceragon fiber
optic system has lapsed. Historically this has been maintained by the County. Use
of the fiber ring will be evaluated, the E-911 Board will have a report next month,
unless the situation is critical, then a special meeting will occur to discuss
maintenance of the fiber ring.
No further business was discussed, Doug Rademacher moved to adjourn, Gary Sandau
seconded the motion. Motion carried unanimously, the meeting adjourned at 12:45 p.m.

Additional Information/Projects
• We interviewed five dispatch candidates and selected two on for backgrounding.
• Tentative hire date for these two positions is the end of May or first of June.
• We will conduct a new hire testing process June 14th and 15th and interviews the following week to
establish a list for future openings.
• We still have only 2 dispatchers actively training.
911 call answering times county-wide for April 2010
• Calls answered in less than 10 seconds: 88.95% (Last year: 93.35%)
Calls answered in less than 15 seconds: 98.65% (Last year: 99.18%)
• Fire dispatch times for April 2010: Initiated to Dispatched
*Less than 1 minute: 69.43% (Last year: 60.17%)
*Less than 90 seconds: 88.38% (Last year: 84.93%)
• This month 30.45% of our 911 calls were wireless.
