HomeMy WebLinkAbout20103164.tiff WELD COUNTY E-911 EMERGENCY TELEPHONE SERVICE AUTHORITY BOARD March 16, 2010 The Weld County E-911 Emergency Telephone Service Authority Board met in session on Tuesday, March 16, 2010 at noon. ROLL CALL: The meeting was called to order by Chairperson Juan Cruz. Present were Board Members Juan Cruz, Kevin Halloran, Doug Rademacher, Gary Sandau and Randy Winsett. Staff members present included Mike Savage, Dave Mathis, Josh Jenkins, Anne Mioduski and Susan Johnson. Monica Mika and Rod Deroo were also present. A quorum existed. MINUTES: Randy Winsett moved, Gary Sandau seconded a motion to approve the minutes of the February 16, 2010 meeting, the motion was approved unanimously. PUBLIC COMMENTS: The public was invited to comment on business of the E-911 Board, no comments heard. OLD BUSINESS: 1. Staff Report: Dave Mathis presented Dispatch stats for February 2010 [refer to Sgt. Mathis' "February 2010 WCRCC Monthly Reports and Personnel Report as of March 18, 2010"]. Two dispatchers have resigned. One for health reasons, one for short term (6 months) child care. Interviews will be conducted from the eligibility list to replace the first resignation; the second dispatcher is expected to return to work. ■ Rod Deroo inquired about the increase in the number of EMD calls since the paramedics do not have a corresponding increase in workload. The increase in EMD numbers is likely due to certain calls being identified requiring EMD (e.g. Jail and medical facilities) which were not previously EMD'd. 2. Intrado Opt In Update: Dave reported figures from the County print shop for printing opt in posters. The price ranges from 65cents to 75 cents per poster, depending on quantity. These would be 11 x 17 poster sized on 100 lb paper. The consensus of the board was to start with 250 copies and add more if necessary. Dave will use his printing budget to pay for these. 3. 911 Center Remodel: The center remodel is on schedule, 4 temporary dispatch stations have been relocated into the training room with no down time. Electricians are working this week, the furniture and station rewiring is scheduled for next week. Dave will report back with the actual costs after the project is finished. aovo-3/6V NEW BUSINESS: 1. Treasurer Reports: Randy Winsett presented the February 2010 Treasurer's report. Kevin Halloran moved, Doug Rademacher seconded a motion to approved the treasurer's report, motion carried unanimously. Doug Rademacher requested these reports in advance of the meetings if possible. 2. E-911 Board postion CJIT study outcome: Juan Cruz explained that he was asked to attend a meeting regarding the CJIT study. As the Chair of the E-911 Board he prepared a statement in advance of the meeting—which was shared with the E-911 board, to clarify the 911 board's position. The board's responsibilities include ensuring the operation of the emergency communications center, responsibly managing the finances entrusted to the board and to be sure expenditures authorized fall within statutory guidelines. • Doug Rademacher stated that the City and County are moving forward with updating the IGA written in 1993 to update the IGA and study the budget associated with it. The next meeting will take place after the 4`h of April and the 911 board's wishes and responsibilities will be considered. 3. Financial planning: Juan Cruz handed out two prepared documents, one outlining the historical revenue projected E-911 fund balance for the next 5 years and the other showing the E-911 charges from January 2009 to February 2010. [refer to attached 5 year projection—E-911 Fund Balance and E911 Charges from Jan 2009 to Feb 2010] • Future E-911 plans include financing radios, CAD and possibly contributing to the zone controller. The level of technology creates a much faster replacement schedule and the board needs to plan for these expenses, especially since the DOLA grant(potential other funding source) was denied. • The possibility of raising E-911 fees to 90cents was discussed. Amendment 101 may prevent the board from raising fees. • Maintaining the infrastructure of 911 is required to provide service to rural Weld County residents, which the PUC will require if fee increases are considered. Mike Savage will report back on the capital improvement plan, including cost, and Monica will look into funding processes with the PUC. No further business was discussed, Doug Rademacher moved to adjourn, Randy Winsett seconded the motion. Additional Information/Projects • In February one dispatcher moved to '/z time status bringing our staffing to 100% with no over hires. • Effective March 17th: - Supervisor Annie LaFleur is stepping down as supervisor to be a fire dispatcher - Valerie Harris will be promoted to replace Annie - Dispatcher Tracy Staruck stepping down to part time/hourly. - Dispatcher Ken Kneipper resigned due to health reasons. • We still have only 2 dispatchers actively training. 911 call answering times county-wide for February 2010 • Calls answered in less than 10 seconds: 89.59% (Last year: 92.58%) Calls answered in less than 15 seconds: 98.96% (Last year: 99.00%) • Fire dispatch times for February 2010: Initiated to Dispatched *Less than 1 minute: 31.00% (Last year: 57.48%) *Less than 90 seconds: 63.91% (Last year: 92.52%) • This month 34.17% of our 911 calls were wireless.
