HomeMy WebLinkAbout790067.tiff RESOLUTION RE: APPROVAL OF FORMATION OF EMERGENCY RESPONSE COMMITTEE. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, an informal association of concerned members of the Greeley Police Department, the Greeley Fire Department and the Weld County Ambulance Service presently form the Emergency Response Committee, and WHEREAS, the purpose of said committee is to: 1. Improve relations among emergency responders, initially from the Greeley Fire Department, Greeley Police Department, and Weld County Ambulance Service, and in the future to include all Weld County emergency agencies. 2 . Establish role responsibility definitions among the responding agencies. 3. Establish improved and upgraded communica- tions, both technical radio procedure and interdepartmental meetings. WHEREAS, the Board of County Commissioners recognizes the need of similar efforts on a county-wide basis and deems it advisable and in the best interests of Weld County to approve the formation of an Emergency Response Committee. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado that the formation of an Emergency Response Committee be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the department heads of those departments affected by the formation of said committee be, and hereby are, allowed to appoint representatives to the Emergency Response Committee. Purpose and History A. Improvement of relations among Emergency Responders initially from Greeley Fire Department , Greeley Police Department , and Weld County Ambulance Service; and in the future to include all Weld County emergency agencies . Attainment of mutual understanding or roles and responsibilities among Greeley Fire Department , Greeley Police Department and Weld County Ambulance Service . B . Attainment of mutual understanding regarding technical operating procedures and policies of each agency . C . Solutions found to on-the-scene logistical problems . D . Established and promoted permanent lines of open communications among field personnel . E . Improved community service within the response system. F . Improved relationships and understanding among members of city and county emergency dispatching centers . 3. Future Goals A . To continuosly promote and improve quality of service among responders of emergency agencies through the following : I . Direct verbal communications between responding emergency vehicles . II . Institue a coordinated , continuing program of professional , uniform education . III . Develop and promote a county wide community education program. IV . Establish and maintain open lines of communications among all emergency response agencies in Weld County. 4 . Summary Presently the Emergency Response Committee (ERC) is an informal association of concerned members of the Greeley Police and Fire Depart- ments , and Weld County Ambulance Service . This organization has been formed to address the difficulties encountered in the past between these agencies . The experiences of the ERC during the past five months has pointed out the value of interagency communications in maintaining a viable and effective emergency service network within the community. While all participating agencies desire to provide the ultimate in service, protection and care to all citizens , these efforts have not always been coordinated with others in the network . Historically this has led to misunderstandings on many occassions . The efforts of the ERC to date have been to alleviate this condition and to promote a coordinated , efficient delivery of service to the citizens . To this end the ERC has been successful . There is now a recognized need of similar efforts on a county-wide basis . There are many organizations within Weld County that are charged with the service and protection of the public , either on a paid or volunteer basis , that have limited understanding of each others as well as their own roles in the delivery of services to the citizens . The increasing growth of Weld County necessitates a responsible concern for the continued effective delivery of emergency services within the county . The mere existance of such a myriad of organizations has great potential for Weld County if a sincere effort is launched to coordinate all agencies toward a common goal . Our concern for the common welfare and our belief that Weld County can be a leader in developing a respon- sive emergency network compells us toward that goal . As important to an effective emergency program as coordination of efforts , is a heightened public awareness of the services available and their accessability. The willingness of the public to rely on the services its government provides is directly related to their knowledge of the system and its role. Such knowlegde is severly lacking in Weld County . One of the primary goals of the ERC would be to increase the awareness of the public to exactly what their leaders have provided for them , and how they may best gain access to it . This committee also recognizes the potential to be used as a very prominent resource for other agencies and counties and to that end stands ,F ready to serve in any advisory capacity to or for the Board of Weld County Commissioners as is deemed necessary.
