WELD COUNTY LAW ADMINISTRATION BUILDING
The Weld County Regional Communications Advisory Board met in session in on
Tuesday, February 23, 2009 at 10:30 a.m. in the Weld County Law Administration
building.
ROLL CALL:
The meeting was called to order by Chairperson Doug Rademacher. Present were board
members Doug Rademacher, Rod Deroo, Carl Harvey, Jay McDonald, Ron Grannis,
Mark Lawley, Brian Martens, Juan Cruz, Robert Standen, Duane McDonald, Phil Tiffany
and Tim Zimmerman. Gary Barbour, Jim Burack and Roy Rudisell were all excused
absences. Staff members present were Mike Savage, Dave Mathis, Anne Mioduski,
Robert Olsen and Susan Johnson. Jerry Garner from Greeley PD and John Michaels
from Windsor PD were also present.
MINUTES:
Rod Deroo moved to accept the minutes from the January 26, 2010 meeting. Juan Cruz
seconded the motion, which carried unanimously.
OLD BUSINESS:
1. Staff Report: Dave Mathis presented Dispatch stats for January 2010 [refer to
Sgt. Mathis' "January 2010 WCRCC Monthly Report and Personnel Report as of
February 2010].
2. Emergency notification opt-ins: Dave Mathis presented posters designed in the
dispatch center to encourage the public to opt in to receive emergency
notifications via wireless and VoIP devices
• The most eye-catching poster will be produced; staff will attempt to find a
different photo, possibly a gas rupture fire photo. Posters will also be
tailored with each municipality's own web address for any who request it.
• The 911 logo with the opt in website will be forwarded to all
municipalities to put on their individual websites.
3. Infrastructure update grant: Mike Savage reported that Weld County was
unsuccessful in obtaining the grant funding for infrastructure improvements to
address radio coverage issues.
• He thanked Commissioner Rademacher, Chief Garner and Chief Lawley
for representing Weld County and presenting the grant request. A group
from Weld County met with DOLA representatives last week to determine
why the grant was not funded.
• Mike Savage stated that the radio coverage issues will not be ignored; he
is working with Wireless Advanced to correct problems by doing them in
pieces or patches.
• Chief Michaels from Windsor spoke to the severity of the problems, and
stressed that these are daily if not hourly issues which affect officer safety
and compromise how we serve the community.

• Chief Garner spoke to the board hoping they can help solve radio issue
problems for Fire/EMS and law officer safety.
• The board discussed several other finding options, including other grants,
raising surcharges, or stimulus money. Everyone will watch for
opportunities for funding and Mike Savage will work with Advanced
Wireless to determine the costs of piecing the fixes together.
NEW BUSINESS
1. EMD ACE Accreditation: Anne Mioduski was introduced as the supervisor
managing the EMD ACE project. She reported that a number of committees need
to be in place to oversee the process.
• The first committee (Dispatch Review Committee) is a mid-management
team which recommends policies and changes for review. She has
dispatchers on this committee.
• The second committee (Dispatch Steering Committee) is an upper level
management group which approves or rejects the recommended changes.
It is comprised of the Director (Mike Savage), Manager(Dave Mathis),
and at least one representative from Fire, EMS and Law agencies.
• She is looking for volunteers from the Comm Board since they already
have a working group and regular meeting time. The DSC would meet
following the Comm board, for approximately 30 minutes. Rod Deroo,
Tim Zimmerman and Doug Rademacher volunteered, and Duane
McDonald will send Mary Mast to participate. An email will be sent to
find a law volunteer.
2. CCNC Moratorium Letter: Mike Savage distributed a letter from CCNC
announcing a moratorium on new Radio ID's and talk groups. The system is
reaching its limits and the Executive Board is protecting the service capability and
wrestling with infrastructure issues similar to Weld's.
• Andy from Advanced Wireless reported that when our system was
developed we secured 1200 IDs and we have just over 300 left. He had a
request from Weld Central to equip 40 school buses in the fall.
• The board discussed the need to limit IDs to public safety entities, and
having board approval because of the affect on public safety. Andy was
directed to funnel all ID request applications through the Comm Board.
3. Brian Martens resignation: Brian Martens will need to be replaced on the board
as he has resigned his position with Windsor Fire to take a job in the private
sector. He reported that his district was in great shape, they are out of debt, have
new facilities, he has accomplished many of his goals and feels he is leaving the
district in good shape. He thanked Mike and Dave for all they do and for the
opportunity to serve on the board. Brian was recognized for his outstanding
leadership and good work and was thanked for his service. Tim Zimmerman will
communicate with the Fire Chiefs to find a replacement for Brian.
As there was no further business, the meeting was adjourned at 11:15.

• Through January we have had no Dispatcher resignations or terminations.
• We have only 2 dispatchers still actively training.
